About the Department
The Archbishops' Council established an Interim Support Scheme in 2020 to improve the Church's response to survivors of Church-related abuse. This Scheme is part of the Church's recognition that harm has been caused by both that abuse itself, and the Church's responses to survivors.
The Scheme is a grant awarding scheme for victims and survivors of Church of England abuse who find themselves in urgent need of support. The Scheme is designed to help in times of unforeseen crises and is intended to give temporary help and support to survivors whose life circumstances are significantly affected by the abuse suffered, and the response to it. The Scheme is designed to provide short term help by addressing immediate and urgent needs.
Although the Scheme is funded by the Archbishop's Council of the Church of England and administrated by the National Safeguarding Team, funding decisions are made by an independent panel drawn from a variety of backgrounds including survivors of abuse. To date the scheme has helped over 100 survivors. Panel decisions are guided by agreed criteria and parameters that can be found within the Terms of Reference and regularly reviewed to ensure panel decisions are fair and equitable in all cases.
Panels are held as often as needed - generally twice a month within normal office hours. The panels are conducted remotely by video link; no travel is involved. Each panel lasts between one and two hours. Additional panel decisions are requested by email when applications are straightforward or changes are required to existing support offers.
What you'll be doing
The purpose of this role is to Chair the Interim Support Scheme panel, reviewing and making decisions on applications to the Scheme, in line with the Terms of Reference for the Scheme.
Main duties and responsibilities
You would be joining two existing experienced Chairpeople and would be expected to chair approximately 8- 12 panels a year.
You would play an important role in ensuring the decisions made by each panel are fair, survivor focussed and in line with the Terms of Reference of the Scheme.
You will guide each meeting to consider applications carefully, ensure decisions on applications are made considering all of the information and ensuring all panel members contribute, especially survivor representatives who sit on each panel.
You will be supported by a Panel Secretary (who has processed the application and prepared the papers for the panel) and scheme administrative staff who take minutes and facilitate a panel rota ensuring each panel is quorate.
About You

Essential
The Panel Chair can be drawn from a variety of backgrounds; there is no necessity to have a particular religious faith. The work of the Support Scheme is sensitive and confidential and panel members are required to always respect this.
You will need:
  • Professional safeguarding, psychology or therapeutic qualification or relevant experience preferably including experience of managing cases related to abuse.
  • Experience in chairing effective multi-disciplinary meetings
  • Understanding of Trauma.
  • Debt management experience.
  • Experience working with perpetrators and victims/survivors of abuse.
Above all, the Chair is expected to accept and work within the Scheme's Terms of Reference and the survivor-centred ethos of the Support Scheme.
Skills/Aptitudes
  • Ability to lead a multi-disciplinary panel to ensure decisions on each application are fair and in keeping with scheme parameters.
  • Ability to maintain an environment conducive with supportive and transparent discussion around survivor's grant applications and support needs.
  • Ability to support productive relationships on the panel encouraging all to have a voice and the voice of the survivor to be heard.
  • Ability to ensure high quality discussion and analysis of applications that may be brief or may be comprehensive and complex.
  • Experience leading and steering a group to make well-founded decisions.
  • Ability to recognise and manage potential conflicts of interest, or relevant issues that may arise.
  • Ability to work collaboratively with the National Safeguarding Team and Trustees to escalate any significant concerns and provide a voice for the panel members when necessary.
Knowledge/Experience
  • Understanding of the broader safeguarding field including its social and political context.
  • Knowledge of the statutory framework in relation to safeguarding children and adults.
  • Experience of managing conflict situations.
  • Experience of working in a role requiring significant verbal and written communications with a range of stakeholders, and demonstrable ability to build relationships.
  • Willingness to learn and develop safeguarding knowledge.
Personal Attributes:
  • A high level of personal resilience - this is a complex role, which will involve an ability to handle difficult situations.
  • Ability to maintain the highest standards of confidentiality and work sensitively with those affected by safeguarding issues.
  • Good judgement, patience and resilience.
Circumstances:
  • This role will require a Basic DBS check
Desirable
  • Recent experience of working with benefits claimants.
  • Experience of the insurance industry, particularly related to personal injury.
  • Knowledge of the impacts of institutional abuse in a Church or other setting.
  • Experience of the management and assessment of needs of adults at risk.
What we offer
This role is offered on a Consultant basis and remuneration is £200 per panel which includes preparation time and reading panel papers.
The hours are ad hoc, we hold approximately 8-12 panels per year.
