Job Purpose
Oceana is looking for an experienced Head of Policy and Research to develop, implement and advise on all of our policy and research requirements in the UK. The position will be based in Oceana’s office in Paddington, London. Occasional travel will be required to meet team members and stakeholders in geographically diverse locations.
Reporting to the Campaigns Director, the Head of Policy and Research will work closely with other members of the Campaigns team ensure Oceana UK’s campaigns are scientifically robust and promoting sound policies. The role will help Oceana to carve out its niche and leadership in this complex campaigning landscape and drive forward bold policy positioning and hard-hitting research that inspire meaningful change.
Eligible candidates should have experience in both policy and research, as well as being strategic and proactive. They should be a self-starter, have leadership experience, and have a strong ability to work independently and as part of a small team.
This role will be based in our Paddington, London office three days per week (Tues-Thurs) with two days home working (Mon and Fri). It reports to the Campaigns Director.
Role Overview:
Policy:
Ø Lead on all projects relating to improvements in UK fisheries policies – including interpretation, analysis and engagement on existing and potential policies.
Ø Lead on all work relating to improvements in UK marine policies more broadly (e.g. MPAs; pollution; MSP; offshore energies) - including interpretation, analysis, and engagement on existing and potential policies.
Ø Advise on the strategic approach that Oceana UK takes to policy work.
Ø Respond to government policy consultations linked to our campaign areas (or coordinate our response with internal staff/consultants), and contribute to group responses (e.g. Wildlife & Countryside Link).
Ø Engage effectively with government civil servants on relevant policy matters.
Ø Engage collaboratively with policy counterparts within NGO partners where required.
Ø Draft robust, evidence-based policy positions; advise Senior Leadership Team on new or existing policy positions; and provide reactive policy advice when required.
Research:
Ø Lead, manage and coordinate all research projects for Oceana UK (including scientific, legislative and legal research) working closely with the campaigns team.
Ø Coordinate closely with wider campaigns team to understand, plan for and agree research opportunities and needs.
Ø Commission and manage external researchers where required.
Ø Advise on the strategic approach that Oceana UK takes to research.
Ø Engage effectively with research focused government agencies (e.g. JNCC, Cefas, Natural England. Marine Management Organisation).
Ø Communicate and collaborative effectively with research counterparts within other NGOs as required.
Ø Ensure that all research projects are managed and delivered on time and to budget.
Ø Provide research input and advice to policy and campaigning discussions.
Ø Ensure that Oceana UK’s research is ethical, robust and peer reviewed.
Ø Present Oceana UK’s research at relevant forums as required.
Overarching:
Ø Work closely and as part of the Leadership Team, communicating policy and research priorities and assisting organisational decision making.
Ø Help to lead the London office providing direction, guidance and promoting a positive working culture with other members of the team.

Candidate Requirements
Education and work experience:
Ø At least 5 years of professional experience in policy and/or research, ideally in oceans or the environment.
Ø Experience leading and developing a strategic approach to policy and research, and integrating this with campaigns goals.
Ø Experience working closely and collaboratively with campaigns colleagues.
Ø Experience lobbying and negotiating with civil servants in government on policy matters.
Ø Experience commissioning, managing and analysing complex research projects and ensuring their application to policy work and/or campaign delivery.

Ø Postgraduate degree in fisheries, marine biology, oceanography, or a related field.

Job Purpose
The Campaigns Director will work to ensure that we meet our UK campaign goals for Marine Protected Areas, Sustainable Fisheries, and Offshore Oil and Gas. The position will be based in Oceana’s office in Paddington, London. Occasional travel will be required to meet team members and stakeholders in geographically diverse locations.
Reporting to the Executive Director, and working closely with the Senior Leadership Team, you will inspire and help to equip your colleagues with the tools, knowledge, and approach to be effective changemakers. You will lead the Campaigns team (4 direct and 1 indirect reports working across campaigns, policy, research and public affairs) to ensure that we deliver and impactful political change campaigns.
Eligible candidates should be strategic and proactive, with experience of leading teams to deliver campaign goals. Role Overview

We’re looking for an experienced civil litigator to join our small (but mighty!) in-house team at Fish Legal. We use the law to fight pollution and other damage or threats to the water environment.
You’ll work closely with our Head of Practice to provide a responsive, practical, cost-effective service taking civil action on behalf of angler members regarding damage to fisheries.

The Public Funding Manager will play an instrumental role within a dynamic team of professionals working together to deliver public funding needed for highly impactful conservation projects around the world that benefit people, nature and climate goals, including across Africa, Latin America, Asia Pacific and the Caribbean.
The Public Funding Manager is primarily responsible for managing the development and submission of high-quality project proposal applications to European public funding agencies that support TNC’s Shared Conservation Agenda programs in Europe and globally. The successful candidate will work with both conservation delivery and policy teams from around the TNC global network to ensure that funding proposals are crafted in a clear and compelling manner, communicate the technical and scientific nature of TNC’s global programs and meet the requirements of European public funders, including for gender equity and social inclusion, financial rigour, and convincing theories of change. We’re Looking for You:
We are looking for self-motivated, detail oriented, and highly organized candidates who have experience developing public partnerships, managing public sector funding processes, and working in business development teams.
The successful candidate will serve as team lead or team member for public funding development projects, depending on the proposal. She/he/they therefore must have experience preparing public funding proposals, including drafting technical text, budgets, theories of change, and log frames. A solid understanding of budgets as they relate to grant proposals is necessary. Social Change Lab is a nonprofit conducting and disseminating social movement research to help solve the world’s most pressing problems. Historically, social movements conducting disruptive campaigns seem to have been crucial in driving significant political, social and economic change. Despite this, there has been little research systematically analysing the effectiveness of social movements and the strategies or tactics that most influence the success of these campaigns. This is an exciting opportunity to work with the leading NGOs dedicated to the protection, conservation, and restoration of the world's oceans. The Environmental Justice Foundation (EJF), Oceana, The Nature Conservancy, The Pew Charitable Trusts and WWF are working together as the EU IUU Fishing Coalition to promote EU leadership in improving global fisheries transparency and governance to end illegal, unreported and unregulated (IUU) fishing.
Since 2014, the Coalition has been working to improve the EU's own anti-IUU fishing systems and policies, and to promote some of the EU’s best practices on ocean governance and fisheries transparency in other regions such as East Asia, Africa, and Latin America. Using the EU’s influence as a major flag and market State, we are helping the EU to drive policy change at the global level, prioritising increasing transparency in the fisheries sector as a means to improve global fisheries governance. To achieve this, we are working with the EU as it implements its zero-tolerance commitment against IUU fishing and to improve ocean governance, urging EU agencies and states to be ambitious and ensure that positive reforms are sustained. We are also engaging the EU, as a major global player, to work more closely with other seafood markets, such as Japan and the US, to harmonise policies to stop IUU fishing. To make this happen, we are engaging with key decision-makers, strengthening relationships with the seafood industry and the NGO community, engaging citizens on the topic, using media strategically and providing intelligence to the EU.
To oversee the delivery of these objectives, the Coalition is seeking a full-time Project Coordinator to work closely with the Strategic Board and working level project partners (core group) to achieve the successful management of the project. The individual will have excellent management and organisational skills and be capable of working with a dispersed and diverse multinational team. They should have the ability to provide strategic direction, good negotiation skills and experience building high-performance cultures. Responsibilities
● Strategic Coordination:
o Act as focal point for the core group of the coalition and their strategic board to manage and oversee the delivery of coalition outputs.
o Ensure that coalition processes are respected as well as coordinate the further development of the coalition's Strategy, Vision, and Mission.
o Advise and support partner organisations in designing and implementing campaign strategies for the delivery of set objectives and outcomes.

Requirements

● Experience: At least three years experience in project management roles, preferably within environmental or advocacy organisations. Excellent organisational and team leadership skills, with a collaborative and positive attitude. Strategic and pragmatic thinker, preferably with expertise in policy and advocacy. Knowledge in output, outcome, impact monitoring frameworks are preferred. Ability to function on own initiative with limited supervision.
● Experience of working in partnerships: Working in coalitions or networks involving multiple partners is a strong advantage. Good interpersonal and negotiation skills, applying a structured as well as flexible approach are essential.
● Education/relevant experience: Relevant experience or degree in organisational management, public relations, environmental policy, economics or any relevant field is an advantage.
● Team Collaboration: Ability to work collaboratively in cross-cultural environments and coordinate with diverse teams, including with organisations with distinct internal processes. Experience working with a dispersed team, and across different time zones would be advantageous.
