The Head of Finance will manage the high-performing finance team consisting of a Management Accountant, Assistant Accountant and Finance Business Partner. Sitting in the Business and Resources Directorate the team are instrumental to the successful running of the RCR. In this role you will be responsible for the operational finance function which handles accounting, financial reporting, planning and transactional activities as well as supporting longer-term strategic planning.

As a finance professional you will use your expertise to further support the RCR by delivering the organisations financial objectives and build strong working relationships with managers to equip them with the tools to make good financial decisions. Furthermore, you will support the Executive Director, Business & Resources in the delivery of effective risk management activities and reporting, lead discussions on how our financial controls and processes may need to change and adapt, shape and drive business performance to ensure your leadership of the finance function results in the delivery of excellent services.

• Lead, motivate and develop the finance team to deliver essential business services adapting and anticipating changes in business needs.
• Develop, agree and maintain a suite of internal service standards to meet business needs.
• Plan and lead the organisation’s financial budget process ensuring a comprehensive capture of business needs and advise SMT and managers.
• Ensure timely and accurate monthly financial management accounts are produced according to appropriate standards.
• Maintain a suitable suite of business financial policies, processes and controls that meet the business needs and are compliant with legislation and external standards.
• Lead the provision of commercial advice to directors, managers and staff to ensure best practice on procurement and contract management.

BACKGROUND INFORMATION AND PURPOSE OF THE POST

The Institutional Relations team is responsible for donor engagement and influencing, institutional funding, and partnerships in the UK. It comprises the Head of Institutional Relations, a Commercial Contracts Manager and three Programme Funding Officers.

As part of HI’s 2016-2025 strategy, we have ambitious targets for growth in institutional funding from UK donors, and more broadly, a focus on building strategic relationships with key UK donors and partners. Given the changing external funding environment and evolving context in the UK, we are looking for an individual who is willing to be flexible and adapt to the context in order to meet the organisation’s needs and have the biggest impact for people with disabilities.

The main purpose of this post is:

· Improving our track record for UK and other funding by increasing internal understanding of donors and funding mechanisms in your portfolio, supporting high quality submissions, grant management and donor compliance

Strengthening relationships with, and generating and managing funding from UK and other institutional donors and partners

MAIN DUTIES AND RESPONSIBILITIES

Promoting our work and building relationships with institutional donors

Supporting the work of the Head of Institutional Relations, you will have sound knowledge of the donors and funding mechanisms in your portfolio, and contribute proactively to influencing their funding strategies and priorities. Duties include:

· Maintain a good understanding of HI’s programmes, strategy and approach and communicate this externally.

· Identify and build relationships with a portfolio of large public and private institutional donors and their key suppliers (e.g. INGOs and for-profit development companies), mobilising colleagues from UK and across the global organisation as required.

· Work with country programmes to develop country-level action plans to engage with local representatives of UK donors and partners, in order to strengthen in-country relationships, influence donors’ country-level plans and access in-country funding opportunities. This will also involve supporting the development of multi-year operational plans and advise on the funding possibilities offered by UK institutional donors.

· Anticipate future trends and the expectations of the donors and funding mechanisms in your portfolio, influence their policies and strategies, and negotiate and consult with them on institutional funding matters, in liaison with the appropriate colleagues from the UK team and federal network.

· In coordination with the Head of Institutional Relations and the Chief Executive, monitor and where needed, contribute to collective work and advocacy initiatives in collaboration with partners and INGO networks (such as the Start Network and targeted Bond groups) with the aim of raising HI’s profile and influencing UK donors in line with our influencing priorities.

Generate and manage institutional funding from UK donors

You will follow and champion HI’s internal institutional funding procedures to identify and analyse funding opportunities from UK sources, contribute to project submissions, and carry out grant management duties. You will:

· Monitor, identify, analyse and communicate all relevant funding opportunities from donors in your portfolio (including development and humanitarian grant opportunities and commercial contracts). This will involve facilitating internal go/no go decision-making for new opportunities and advising, and supporting programme colleagues on positioning and consortium-building when relevant.

· Lead the review and analysis of the requirements in new funding agreements and contracts, advise internal stakeholders on compliance and ensure appropriate contract negotiation and due diligence processes are followed.

· Implement internal procedures for contract/grant management and support the submission of reporting and payment requests according to donor requirements.

Improve our track record for UK institutional funding

You will be responsible for increasing internal understanding of UK donors and funding mechanisms in your portfolio, supporting high quality strategic submissions and donor compliance. You will:

· Create internal communications, train and brief finance, programme and technical staff (including country programmes) on the donors in your portfolio, ensuring they have the tools and knowledge to comply with donor rules, understand donor priorities and focus areas, and maximise the potential for funding.

· Support proposal development, advising on donor requirements, expectations and preferences.

· Build strong relationships and internal links with technical and programme teams and contribute to internal working groups on issues related to institutional funding.

Other duties

· Maintain a positive and collaborative working relationship with HI UK colleagues and the Federal Institutional Funding, and Operations teams.

· Actively contribute to the HI UK operational plan and team work plans, and internal staff meetings.

· Ensure high quality, accurate internal reporting and information management for your portfolio.

· Keep abreast of developments within the sector by liaising with counterparts in other NGOs, and relevant networks.

· Represent HI UK at external forums and meetings when relevant.

· Any other activities commensurate with the level of the post, as may be required by the Chief Executive or Head of Team.

Who you are:

• You have experience in a Head of Finance role with a similar size charity or grant giving organisation
• You are qualified, QBE or studying towards a professional financial qualification
• You have a good working knowledge of relevant legislation including funder terms and conditions, employment law, charity compliance with the Charity Commission and UK accounting standards and SORP reporting, auditors and bodies such as HMRC
• You have a working knowledge of Sage (Intacct) software
• You are capable of owning multiple tasks and seeing them through to their conclusion, meeting deadlines and prioritising work.

About Our Client

The Director of Finance is responsible for the financial management of St George's Weybridge, a £30m business with over 500 staff. The post holder will fulfil a wide range of responsibilities and roles in connection with the financial strategy, accounting and general financial management of the School. The post is the most senior finance professional on the staff and reports directly to the Bursar, who is effectively the CFO/COO. As such, the Director of Finance has frequent direct contact with Governors and the Heads and attends the Governors' Finance and Risk Committee meetings.

The Director of Finance is a member of the Business Senior Management Team and leads a team of 8 staff, comprising the Management Accountant, Payroll and People Accountant, Fees Controller, Interim Project Accountant, Purchase Ledger Assistant and two Finance Assistants. Job Description

• Formulate the financial strategy of the School alongside Governors and the Executive Leadership Team (consisting of the two Heads and the Bursar).
• Attend meetings of the Finance and Risk Committee of the Board of Governors, preparing financial reports and papers and leading on financial items tabled for discussion or decision.
• Attend and contribute to ad-hoc Governor meetings and discussions as required.
• Alongside the Bursar and the Heads, implement the School's strategic financial plans.

• Being responsible for accurate and timely tax returns and tax reclaims, with professional advice where necessary, preparing recommendations for mitigating potential VAT and any other tax liabilities.

The Successful Applicant

• Formal Accounting qualification and experience of working in the commercial, educational or charity sectors.

Key responsibilities:

FP&A Manager | London | Interim | £300 - £350 per day (Umbrella), 4 months +

For a leading UK charity, we're recruiting an Interim FP&A Manager for at least 4 months. Reporting to the Head of Finance, the Interim FP&A Manager will support the charity in providing first-class financial planning and analysis support, lead on the reporting of restricted funds, coordinate the production of management accounts, and business partner the Transformation Team and CEO.

What you'll be doing:

• Production of insightful monthly management accounts and consolidated reporting, partnering with, and challenging, budget holders to understand variances whilst producing meaningful MI to enable leadership to make informed decisions
• Forge a strong business partnering service, working closely with the operations team, the Strategy, Digital and Transformation directorate as well as the Finance and Commercial and Chief Executive Office.
• Play a lead role in Transformation projects, partnering the Project teams and Head of Transformation to provide finance support
• Review budgets for all submissions for Restricted Funded grants and other fundraising bids
• Review financial reports for all projects from restricted funds
• Lead the annual budget production and quarterly updates to year-end forecasts for all restricted funding sources in collaboration with Head of Finance and Finance and Commercial Director

What you'll offer:

• CCAB qualified / part-qualified with experience of FP&A, including annual budgeting and medium and long-term planning
• Strong experience within the charity sector, particularly around restricted funds
• A track-record of producing insightful management information, monthly management accounts and financial modelling
• Experience of driving the production of insightful decision-making analysis as well as the ability to support the delivery of strategic objectives
• Ability to work from the central London office at least 2-days per week.

Reporting directly to the CEO, you will use your passion for enabling impact locally and across the globe to be the leading voice and relationship-builder with new and existing funder partners. As Lightful expands their reach and impact, you will have ultimate responsibility to identify, develop and steward strategic relationships with a wide array of philanthropic funders, which will enable small charities and non-profits to become more resilient through digital skills, tools and training. The successful candidate will have a varied set of skills and experiences, with strong commercial acumen and a deep knowledge of the philanthropic sector and a proven track record of developing plans and executing those plans to reach large revenue targets, ideally from an existing network within the sector.

1. Background

The International Initiative for Impact Evaluation (3ie) promotes evidence-informed equitable, inclusive and sustainable development. We support the generation and effective use of high-quality evidence to inform decision-making and improve the lives of people living in poverty in low- and middle-income countries (L&MICs). We provide guidance and support to produce impact evaluations and associated formative evaluations; systematic reviews and syntheses, evidence gap maps and support for using that evidence in decision-making and capacity development. Our work encompasses a wide range of topics, sectors and themes, including but not limited to health, nutrition, education, agriculture, governance, microfinance, climate change, humanitarian interventions, and social protection. 3ie is registered as a non-governmental organization in the United States. It has offices in New Delhi, London and Washington, DC.

The Contracts and Compliance Officer will support 3ie’s efforts in contract, compliance, safeguarding and risk management guidance and oversight with an emphasis on providing direct billable compliance support to the FCDO Research Commissioning Centre (RCC). The Officer will work closely with various teams across the organization including project, business development, finance, and senior management teams to develop and implement compliance processes, tools, resources, and best practices, provide quality control, and build staff capacity in compliance and risk management. The Contracts and Compliance Officer will report directly to the Cost and Pricing Controller with informal reporting to the RCC Sr. Programme Manager.

2. Key Responsibilities

2.1 FCDO RCC Contracting, Compliance and Risk Management

• Draft, review, and negotiate contracts and grants for sub awardees delivering work under the RCC.
• Support strategies and systems to respond to FCDO and/or RCC project team requests for new research commissions, project related questions, and general advisory services providing information and interpretation on a broad range of topics including contract and subcontracting regulations, compliance procedures, management, and risk mitigation.
• Provide safeguarding leadership, including implementation of best practices for the RCC, review of downstream partner policies and practices, audit of safeguarding procedures, etc.
• Identify and propose mitigation strategies for RCC operational, financial, and other compliance gaps that pose risk to the project and/or 3ie.
• Review and provide guidance on proposed amendments to the RCC accountable grant agreement and daft RCC related subcontracts, sub-grants, amendments, services agreements, and independent contractor agreements.
• Draft and/or support development of approval requests and other donor correspondence related to procurement, grant, consultant, or other contractual actions.

2.2 Organizational Compliance and Risk Management

• Serve as the primary resource and subject matter expert on FCDO contracts, risk, and compliance to ensure quality control and guidance in order to maintain consistent approaches and implement best practices across 3ie’s FCDO portfolio.
• Stay updated on changes in FCDO and other donor rules, regulations, and industry wide compliance best practices.
• Support the development and implementation of 3ie internal policies and procedures to enhance contract and grant compliance. This includes but is not limited to reviewing, analyzing, and making recommendations to current policies, processes, and internal controls to ensure effective and efficient identification and mitigation of noncompliance and risks.
• Recommend improvements to the corporate authorities structure, file/recordkeeping processes, as well as support senior management in organizational risk management.
• Support the development and maintenance of a repository of contract and grant compliance best practices, innovative approaches, guidance documents, and tools.
• Contribute to increasing staff awareness and capacity of donor regulations, 3ie policies, tools, templates, and procedures through formal and ad hoc trainings and development of guidance materials
• Conduct internal compliance audits.
• Assist with ad hoc compliance related tasks as required.

2.3 Business Development

• Review tenders, assist with development of questions and/or responses to tends, and provide ad hoc proposal development needs ensuring consistency with corporate policies and strategies, relevant regulations, and FCDO requirements.
• Support review and negotiation process for new FCDO awards.

3. Qualifications and Skills

• Undergraduate degree in relevant field
• 3-5 years (Officer) or 5+ years (Sr. Officer) of experience in direct contract administration or compliance, preferably with FCDO and/or a mix of bilateral (USAID, GIZ, NORAD), multilateral (UN, World Bank), and foundations (BMGF, GAVI) in the international development context
• Strong knowledge and understanding of FCDO and/or other bilateral and multilateral rules, regulations, and policies required
• Experience with a wide variety of grants, contracts, and subcontract types and methodologies (commercial contracts, accountable grants, framework agreements, hybrid agreements/contracts)
• Experience managing payment by results or performance-based contracts.
• Experience developing and delivering participatory trainings on compliance, regulations, and policies
• Demonstrated experience in conducting internal compliance audits preferred
• Experience with various business development processes including cost and pricing, recruitment, contract negotiations, and/or writing preferred
