Responsibilities and Person Specification:

This role is an integral part of the day-to-day delivery of our Advice and Support Service, which has been re-shaped and is due to go live in the summer of 2024. The service is targeted at older people in or facing financial hardship, and provides information, advice and follow up support relating to a range of issues, including Welfare Benefits, Social Care and Housing. 

As a Adviser (Housing and Welfare Benefits) you will be responsible for providing specialist support to older people, their families and carers through our advice service with their enquiries relating to housing and welfare benefits as well as providing generalist level support on a range of issues through our duty service.

You should you should have in depth, specialist level knowledge of Housing or Welfare Benefits (ideally both) as they relate to older people, experience of working within an high volume advice setting and advice supervision framework such as the AQS framework.

In this role you will be working alongside volunteer advisers, and be responsible for providing generalist advice to clients, including advice about financial confidence, welfare benefits, debt, housing, employment, immigration, discrimination and other areas of public and social welfare law.

You will work alongside our existing projects and services, which are already seeing a large number of clients affected by cost-of-living issues.

LOCATION AND TRANSPORT: You’ll be based mainly in our Hatfield offices but with regular travel to Herts, Beds & Bucks. We’re happy to support home-working for two days per week, perhaps three. You need access to your own vehicle with business insurance (usually a cheap add-on from your insurer).

HOURS: You’ll work 37.5 days per week Monday to Friday. We can consider 30 hours per week (across at least four days) if you would like to work part-time.

ABOUT YOU: We're open-minded about sector, so you may come from a private, public, retail, corporate etc background. What we do need is:

• A passion for making things happen and stories of successes to prove it.
• Evidence of solid business-partnering experience in recruitment, workforce planning and talent management (this could be a generalist HR role but we are open-minded).
• The ability to work on lots of things at once and keep all the plates spinning!
• Strong writing and technical skills, including proficient use of Excel, plus excellent English writing and drafting skills.
• Data protection and basic employment law knowledge (relating to good recruitment practice, e.g. avoiding unlawful discrimination).
• Commitment to equality, equity, diversity, inclusion and belonging in all aspects of resourcing.

Toynbee Hall is looking to appoint a Junior Welfare Benefit Adviser who will work as part of a team of specialist advisers with the aim to support the post holder to develop their knowledge and skills in the area of welfare benefits.

The post holder will provide information, advice, and guidance to clients in our Macmillan-funded Welfare Benefits Project, providing a welfare rights advice service to people affected by cancer to maximise their income.
With the support and guidance of the team, and training both internal and external where appropriate, the post holder will undertake casework, assisting clients to access their entitlements to welfare benefits and other sources of financial help.

For more complex cases the Junior adviser will shadow our Specialist’s to increase their
knowledge and understanding.

Citizens Advice Hounslow is a well-established charity operating in the London Borough of Hounslow, supporting over 10,000 clients a year. We want to expand our capacity for face to face and telephone advice; hence we are looking for an experienced generalist Adviser with the ability to provide advice in person as well as on the phone through our dedicated helplines.

In particular, the role requires you to:

• conduct a thorough holistic exploration of the problem(s) to gain an accurate picture of the client’s situation
• do a benefit calculation as standard for clients
• give full advice and support to clients to resolve their issues
• where necessary, make a referral or signpost clients
• write up case notes to Citizens Advice national standards
