About Our Client
St Mungo's is a leading homelessness charity with national influence. We work in partnership with local authorities, health colleagues and communities, with a vision of ending homelessness and rebuilding lives.
Homelessness is getting worse. Close to 4,000 people are sleeping rough across England every night, and almost 80,000 households are homeless or at risk of it. In this context, our services are needed more than ever, yet local authority funding is shrinking and the lack of affordable and appropriate housing is stark.
As a homelessness charity and housing association our clients are at the heart of what we do. Our focus is on providing the best, individualised support we can to help people away from the streets and to recover from homelessness, for good. And we use what we see on the ground to influence and push for changes in government policies that support and impact people experiencing homelessness.
For over 50 years, St Mungo's has been at the forefront of efforts to tackle homelessness. Each night our outreach teams go out to help people sleeping rough to move away from the streets. Through approximately 200 services across London, the Southeast and Southwest of England, we support almost 30,000 people each year and provide a bed to around 3,000 people each night.
Job Description
St Mungo's is looking for a new CFO to join our Executive Team. The role will be responsible for;
- Working closely with the rest of the Executive Team and the Board to contribute to the strategic leadership of the organisation, playing a crucial role providing financial and governance expertise and challenge.
- Leading, motivating and developing a performance-led team.
- Managing the finance function to deliver robust financial controls, improving liquidity and mitigating the risk for St Mungo's.
- Designing, implementing and supporting the highest quality governance and technology services for the organisation.
- Ensuring the organisation is resourced with the appropriate skills, capabilities, systems and processes to deliver the strategies that are put in place by the Executive.
The Successful Applicant
You will be a CCAB qualified accountant who has previously held executive or senior leadership roles. Ideally you will have worked in social housing or the charity sector, with experience leading multi-functional teams and knowledge of the regulatory environment.
Having a passion and interest in the sector and homelessness is a must for this role. You will help us continue evolving to be a thriving organisation that is resilient and sustainable for the future. Some exposure to systems implementation, change and transformation would be beneficial for this position.

Job Description
The IRC UK’s Finance Team seeks to achieve excellence in financial management by providing accurate and timely financial information to IRC management and programs and by adhering to established financial practices and accounting principles. We do this by supporting the UK office; by implementing and monitoring IRC and donor policies and procedures; leading financial forecasting and planning, proactive risk management; consolidating financial results; and ensuring reliable financial reporting (internal and external).
The Finance Assistant – Operations assists the UK Finance team in delivering its objectives and providing effective support to IRC UK. This position works closely with the UK Finance and Operations department, wider UK office and suppliers. Furthermore, the incumbent plays a key role in ensuring that Finance remains a critical organizational business partner delivering accurate, insightful, and timely financial management information.
The role is part of the UK Finance Team and reports to the Finance Manager – Operations.
Major Responsibilities
• Maintain accurate files for supplier invoices, staff expenses claims, petty cash and credit card expenses
• Assist in maintaining an up to date – London Finance mailbox, ensuring mails are dealt with in a timely manner.
• Check and prepare invoice journals for all direct debits and ensure supporting invoices and approval are filed.
• Assist with NATWEST bank income and payment journals and the bank reconciliation.
• Post invoices and credit notes in Integra (Dynamics 365), ensuring authorization, budget codes and supporting documents have been provided in a timely manner for payment runs.
• Reconcile supplier statements to creditor accounts in Integra and follow up any queries to ensure they are dealt with in a timely fashion
• Arrange travel advances for staff, check all staff expense claims for compliance with IRC-UK Travel Policy and reconcile against advances in Integra.
• Reconciliation of credit card expenses in Integra.
• Prepare correction journals and post on Integra
• Prepare the weekly payment run as directed and ensure bank sign off staff are allocated well ahead of the run.

About you
For this role, we are looking for a fully qualified accountant with significant financial planning and policy experience. - The ideal candidate is CCAB qualified accountant e.g. ACCA, CIMA, CIPFA (or equivalent) by education or demonstrable knowledge

Main Duties and Responsibilities:
Accounts and Finance
- Maintenance of the accounting records,
- Preparation and monitoring forecasts and budgets for the Charity
- Having an overall appreciation of the requirements of Charity Statement of Recommended Practice for Charity Accounts (SORP)
- Preparing the records for audit and liaising with the auditors and Bursar
- Monitoring and oversight of Sage
- Ensuring sound financial controls exist. There should be monthly backups, which are forwarded to the Leader.
- Ensuring that the income to which the Congregation is entitled is received.
- Assistance with the financial aspects of longer-term strategic planning
Investments
- Awareness of the implications of the Congregation’s Investment Policy
- Assisting the Trustees with the monitoring of the Congregation’s Investment Portfolio, and liaising with the Charity’s Investment advisors and fund managers
- With the Trustees, attend Meetings, with the Investment Managers, and compiling Minutes.
Grants
- Have an overview of Grant Making procedures, and monitor the work of the Grants Administrator
Legal
- Having an appreciation of the charity’s trust deed and of how charities are governed in the UK.
- Having a general awareness of the laws and regulations affecting the Congregation and its work
Banking
- Assisting the Bursar, when required, with the Congregation’s banking arrangements.
- Ensuring that surplus funds are invested in interest bearing accounts and optimising the amount of such interest.
Insurance
- Assisting with arranging Insurance Cover, and liaising with the Insurance Advisers

Our partner is a global charitable foundation with programmes spanning across different areas including education, health & nutrition, empowering agricultural communities and establishing sustainable livelihoods. The UK office is responsible for raising funds from institutional donors and governments across Europe, and works with partner organisations around the world to identify, apply for and manage these grants.
Key Responsibilities
- Designing and strengthening financial systems, procedures and controls on grant management and compliance, regularly reviewing and updating these; and training staff as required
- Monitoring programmatic activity and spend, and maintaining the grants management tracker tool.
- Preparing financial information for internal reporting, and assisting in the preparation of the programmes finance elements on statutory financial statements
- Overseeing the financial administration of programmes grants. This includes reviewing concept notes and proposals, preparing donor and sub-grant agreements, setting up grant codes, and preparing donor reports.
- Supporting on budget proposal development and refinement for new grant proposals; and ensuring that donor and the foundation rules on accounting, procurement and project implementation are adhered to.
- Supporting in reviewing and approving due diligence assessments on potential partners, and carrying out monitoring visits and audits of projects.
- Supporting in the preparation of and implementing the recommendations of donor grant audits.
- Undertake overseas travel (around 2-3 trips a year)
Person Specification
- Accountant with at least 3 years of experience in programmes financial accounting & reporting; developing and managing administrative systems; and budgeting, forecasting and cashflow monitoring.
- Experience of institutional grant budget proposal development, compliance, monitoring and reporting; this includes experience in managing DfID, EU, ECHO, German government, Swedish government, and USAID funding.
- Excellent numeracy & financial analysis skills
- Intermediate/advanced knowledge of MSOffice, especially MSExcel
- Excellent command of the English language, both in a written and oral capacity.
- Strong business partnering skills, including experience of working with field staff in an INGO setting.
- Ability to work under pressure, prioritise and meet deadlines.
