Job description


Lead the development, implementation and evaluation of Amnesty International's (AI's) worldwide campaigning and advocacy strategies on the human rights impact of military, security & police transfers, to deliver impact in relation to agreed priorities, conducting research, and utilising political judgment and analytical, communication and representational skills. Provide authoritative advice to country and thematic specialists in the International Secretariat (IS), sections and structures to support the work of the AI movement and outside networks in order to maximize movement-wide and external impact


  • To lead on the development, implementation and evaluation of advocacy strategies on a transnational and global basis, managing and coordinating actions on human rights concerns related to military, security and policing issues, ensuring that advocacy is timely, has clear objectives and plans, targets the right actors, and delivers impact;

  • To coordinate with AI membership structures to develop movement-wide campaigning strategies and action; coordinate relevant thematic network/s in order that the movement's resources are aligned and that our campaigning activities start with common objectives, targets the appropriate actors and thus achieve greater impact;

  • To provide expert advice on military, policing and security issues to AI staff, sections/structures, and other AI membership bodies in order to ensure accuracy and relevance, and the integration of these issues into AI's work;

  • To research the most effective ways to carry out advocacy on human rights concerns and monitor and conduct evaluations of campaigning strategies and plans;

  • To originate and contribute to advocacy and campaigning materials, reports briefings, policy position papers, correspondence, action materials, press releases, and other internal and external documents to facilitate the effective implementation of AI's agreed strategies on military, security and policing issues;

  • To monitor and analyse legal and policy developments and conduct research as appropriate into military, security and policing issues, including by participating in field research and through contact with partners on the ground;

  • To maintain a comprehensive overview of trends and developments on military, security and policing issues and relevant specialist subjects;

  • To represent AI at the UN and other IGO meetings, relevant forums and national/international events as an expert and carry out lobbying and targeted advocacy in order to achieve AI objectives in relation to military, security and policing issues;

  • To communicate AI's concerns, positions and key messages to AI's membership, civil society organizations and at other forums, including through lobbying at relevant public forums in relation to advocacy/campaigning priorities;

  • To contribute to the development of the team and Programme's strategies and plans for research and campaigning, providing input into internal discussions on AI's role, policy, organizational and other issues, in order to increase the effectiveness of AI's work;

  • To develop and maintain contacts with national and international NGOs and other external partners in the development and implementation of advocacy and campaigning strategies and plans in order that AI's objectives are also taken up by other organizations;
