Job description

We are recruiting for two Programme Manager roles in our London team, one to start ASAP and one to start in early 2022. 

The Charity

Founded in 2015, Breaking Barriers is a fast-paced, start-up charity with a mission to help refugees in London gain the knowledge, confidence and experience to secure stable and fulfilling employment in their new home. We offer effective and flexible employment support in direct partnership with businesses that help refugees secure work, progress into better jobs, and successfully integrate into UK society. We have a unique approach, working with corporate partners to help refugees develop careers that match their skills, experience and aspirations.

Since Breaking Barriers’ inception in 2015, we have grown to support in excess of 500 refugees per year and have ambitious plans to expand this as part of our strategic plan. We concentrate on getting things done in a flexible environment where everyone is encouraged to take ownership and contribute. We are a team of over 40 employees supported by several hundred volunteers, who are all driven and committed to helping London’s refugee community. Overall purpose of the role

In collaboration with other Programme Managers, your primary responsibility will be to lead Breaking Barriers’ employment programme and support the Senior Programme Manager and Head of Programmes in ensuring high standards of quality and efficiency in the support we provide to clients.

You will take ownership of delivery within London and lead one or more projects or sub-programmes linked to a particular funding stream or tailored to a certain group of clients. You will manage a team of Employment and Integration Advisers (EIAs) and/or Senior Employment and Integration Advisers (S/EIAs) and/or Programme Assistants, enabling them to provide high-quality support to clients and coordinate the day-to-day operational activity which keeps our programmes running.

You are a highly organised and effective worker who knows when to adopt a creative approach and when to follow the established process. You will have a sympathetic manner, be willing to go the extra mile to support clients and be proactive in looking for ways to improve our service. Lived experience would be helpful but is not essential.

In addition to exceptional people skills, you will be a strong communicator and possess meticulous attention to detail. You will be confident working autonomously, helped by excellent time management skills and the ability to prioritise and cope with interruptions.

You should have a demonstrable track record of transferrable work experience in coordinating service delivery, managing projects or programmes, or another relevant field. Equally important is a demonstrable interest and commitment to working with marginalised populations, particularly refugees. On a practical level, you should be able to travel regularly to different delivery centres in London. Key responsibilities

We are a fast-paced charity that prides itself on its flexibility and responsiveness so your responsibilities may change, develop, and grow according to the needs and development of our programmes.

1. Employment Programme Delivery

  • Maintain oversight of employment programmes delivery within various region(s) of London, through the main delivery centre and associated ‘satellite’ centres run with partner organisations, as well as remote/online delivery. Work with S/EIAs to ensure that the weekly appointment system functions well and that clients and volunteers are well matched, and volunteers are utilised.
  • Work with S/EIAs to provide clients with the best support possible by ensuring logistics for both remote and in-person delivery function as well as they can, so that volunteers and clients have a positive experience at Breaking Barriers at all times.
  • Liaise with the Senior Programme Manager about budget and other financial issues relating to the delivery centre and Employment programme.
  • Coordinate method sharing sessions with other regions, to ensure that all regions are performing at the same standard.
  • Continuously improve the infrastructure, systems and tools used by the Employment team to streamline activities and increase efficiency.

2. Project and Programme Management

  • Support the Senior Programme Manager in ensuring Breaking Barriers continues to offer expert information, advice, and guidance and adapts to the needs of its client base.
  • Deliver projects and sub-programmes that arise from the implementation of our strategy and other opportunities on budget and against target.
  • Support the Senior Programme Manager to implement Employment team operational plan and ensure activities are delivered effectively.
  • Lead and support with the design and implementation of new pilot project and sub-programme activities, proactively monitor progress, and report to stakeholders. 
  • Support the Impact Manager with monitoring and evaluation and ensure S/EIAs carry out M&E surveys with clients.
  • Lead on internal improvement projects by implementing and refining processes, ensuring accurate data management, and reporting through our CRM system and creating new materials.
  • Support with and implement the development of materials, standardise processes and create SOPs to improve the quality of our work.

3. People Management

  • Manage a team of 3 - 6 direct reports, with the potential for your team to grow as the charity expands. 
  • Manage S/EIAs to ensure service delivery and sub-programmes run smoothly and all clients within the region are accessing necessary support, to ensure planned activities are delivered and targets are met.
  • Overseeing caseload management of S/EIAs to ensure enrolment and caseload numbers are manageable, aligned with delivery capacity and on track to meet targets.
  • Take responsibility for mentoring and developing your team to ensure that they feel supported in their role and access professional development opportunities. This includes regular catchups, feedback, appraisals, and performance management.
  • Take responsibility for the induction and training of new staff within your team.
  • Lead on, or support with, the hiring of new recruits within the Employment team, including screening applicants, conducting interviews, and overseeing the induction process.

4. Outreach

  • Represent Breaking Barriers and the Employment Programme externally, ensuring presence at sector network meetings and events.
  • Ensure that regions within London are able to meet enrolment targets by conducting strategic outreach on an ongoing basis, and by maintaining relationships with key referral partners.
  • Together with the Head of Programmes, Senior Programme Manager, other Programme Managers, and SEIAs develop the outreach strategy, outreach materials and pilot new and alternative methods of outreach.
  • Develop and maintain relationships with local job centres and referral partners.
  • Work with Hiring Coordinator to send out quarterly referral partner updates about Breaking Barriers’ programmes and opportunities for clients.  

5. Caseload management

  • Depending on client need, you may take responsibility for managing a small caseload of up to 15 clients, delivering quality support.
  • Work with clients to assess the opportunities available and draw up support plans to get them into employment, training, or education.
  • Monitor clients’ progression towards their goals and provide monthly updates on progress and agreed actions.
