The Emergency Response Officer – Protection Mainstreaming (ERO-PM) has a global remit to contribute to the delivery of effective and high quality humanitarian assistance to new and ongoing humanitarian crises. As part of CAFOD’s Global Emergency Response Team - involving frequent travel at short notice - the ERO provides technical field level and remote operational support as well as supporting the implementation and maintenance of systems and procedures for ensuring good practice and meeting sectoral standards on accountability and programme quality. Working with partners is central to CAFOD’s humanitarian response and the ERO will play an important role in improving and developing the capacity of partners to prepare for, mitigate the impact of, and respond to disasters by providing support, knowledge and building long-term capacity. All roles undertaken by the ERO will have the aim of achieving peace, security and recovery in accordance with CAFOD’s mission and values.
This role has two key components: to mainstream protection in CAFOD’s emergency and other programmes; and to be a part of CAFOD's Emergency Response Group surge capacity – providing immediate, usually short term support to our humanitarian response programmes in the field, as well as remote support. This role will be expected to be able to support a wide range of humanitarian responses, and will hold thematic focus for Protection Mainstreaming.
This role will be required to undertake frequent travel worldwide for up to 4 weeks at a time (usually 2 week trips), for up to 6 months a year (possibly more in exceptional circumstances), sometimes at very short notice and to insecure environments. Any travel exceeding 6 months a year will be mutually agreed by post holder and line manager.
Mainstreaming protection in emergency response and other programmes (50%)
- Guide staff and partners through a planning process for protection mainstreaming in their programmes, and support the implementation of the plans through field and remote support.
- Be a key member of an inter-agency Protection Mainstreaming Working Group, working with the Protection Mainstreaming Coordinator and the other agencies to develop coordinated approaches to protection mainstreaming.
- Promote the use of Caritas Internationalis (CI) and sector tools and guidance on protection mainstreaming and when needed support or lead the development of tools, guidance and documentation for protection mainstreaming.
- Identify training needs, plan and prepare training workshops and facilitate participatory training sessions adapted to a range of learning needs and styles.
- Support the implementation of CAFOD’s Ways of Working, through on the job and distance support to programme and partner staff, to ensure good practice and meet sectoral standards on protection mainstreaming and programme quality.
- Collaborate with CAFOD’s International Development Group and Advocacy and Education Group to share resources on protection mainstreaming and develop a coordinated approach across CAFOD's emergency and longer-term work; support a coordinated, cross-agency approach to protection, inclusion and vulnerability (Leave No-one Behind)
- Engage with the Humanitarian Policy team to ensure CAFOD’s humanitarian policy and advocacy is coherent and effective, and informed by our experience and that of our partners.
Emergency deployments (45%)
- Work with Heads of Humanitarian Programmes to do context monitoring of new and chronic humanitarian crises, support corporate decision making on responses to these crises through timely provision of assessment information
- Play a lead role in providing Protection Mainstreaming expertise and ‘surge capacity’ to new and ongoing humanitarian crises through remote or field level operational support as defined by deployment-specific Terms of Reference (TORs), and other support as needed such as needs assessment, project design, development and implementation with a focus on protection mainstreaming.
- Provide technical advice for proposal development and design of humanitarian response in order to fully mainstream protection
- Review programme reports to identify protection mainstreaming concerns or strengths and support donor reporting when required.
- Identify opportunities for scaling up CAFOD’s humanitarian work and support the humanitarian regional teams in the development of proposals for institutional funding and reporting to donors
Representation and communication (5%)
- Represent CAFOD at interagency fora and build and strengthen relationships with CI sister agencies to promote coordinated humanitarian response, particularly with a view to coordinated protection mainstreaming approaches.
- Participate in sector initiatives and meetings to learn and share learning from CI and CAFOD.
- Where appropriate, support the development of supporter communications and work with the media.

Understanding our context

- Commitment to and demonstrated experience of working with humanitarian standards and best practice (Humanitarian Charter, SPHERE and CHS, Red Cross and Red Crescent Code of Conduct)
- Proven ability to work strategically with staff in head office, country offices and partner organisations to support them to change their way of working
- Proven successes in working with community based organisations and local partners in the delivery of humanitarian programmes and capacity strengthening, particularly in preparedness and response;

- Proven experience of successfully delivering emergency programmes overseas or in different humanitarian contexts; will tackle conflicts or problems in a balanced way
- Taking the lead in identifying effective approaches, developing or adapting resources, linking people and supporting programme staff to mainstream protection and be accountable to the people we serve.
Essential Job Specific Requirements
Technical skills and experience:
- Masters Degree (or equivalent experience) in social work, international development or law, SGBV or related field
- Experience of designing and leading Protection Mainstreaming or Accountability interventions
- Experience of project design and proposal development
- Knowledge and experience of project cycle management, monitoring, evaluation, accountability and learning
Humanitarian Leadership and Coordination:
- High-level interpersonal and communications with the ability to effectively influence and liaise with key stakeholders on behalf of and in line with CAFOD’s principles.
- Ability to quickly establish and maintain effective relationships to achieve results in short-timeframes
- The ability to work autonomously, be proactive and proven ability to work creatively, innovatively and effectively to make decisions with limited direct supervision.
- Consistently approaches work with energy and a positive, constructive attitude.
- Ability to support people to change by persuading them of the need for change, the pathway to change and the benefits, recognising their successes and challenges and providing practical steps and easy to use tools.
Operating safely in a pressured and changing environment:
- Proven experience in implementing security policy/protocols and ability to provide appropriate direction and support to team members in the event of a critical incident
- Demonstrated ability at being flexible and adaptable to changing situations.
- The ability to remain calm while dealing with conflicting priorities and working under pressure.
- Fluent in written and spoken English and second language (preferably French or Arabic)
- Basic financial and budget management skills
- Highly organised with the ability to manage multiple tasks and implementing systems and procedures
