Are you an HR professional up for an interesting cross-organisational and multi-dimensional role?

CaLP has recently approved a new strategy, which will guide our work for the coming years. To deliver the strategy, we need to continue a development of an effective, collaborative and agile team, that is transparent, open and accountable. The HR Business Partner will be an enabler, supporting healthy people management practices, and a catalyst working with the HR teams of the CaLP Host agencies

CaLP is hosted by three of its members – Oxfam, ACF and NRC.  CaLP staff are contracted by the hosts, with HR policies set by the host agencies. In the case of ACF and Oxfam, staff are contracted by various entities within the Federated families – depending on location. In addition, CaLP sometimes benefits from having staff seconded from other organisations. The hosting setup of CaLP has many benefits but also some challenges. From an HR perspective, having staff contracted by different hosts means there are differences in terms and conditions, as well as other HR-related policies.  In the coming year, among other things, the goal is to engage with all hosts with the aim of developing an encompassing system as One- CaLP.

What we are looking for:

We are looking for an HR professional to provide professional HR advice and practical support on a broad range of employment issues to ensure that our employees have a positive and enriching employment experience with CaLP. The Human Resources Business Partner plays a central role in CaLP’s team, supporting the full range of our work to improve humanitarian aid around the world. This role includes getting involved across all of CaLP’s work.

This role includes getting involved across all of CaLP’s work, with the following dimensions:

  • Provide guidance and expertise on people practices such as ways of working, succession planning, restructures, and employee relations.
  • Support managers to get to the root of and address any people and business issues.
  • Coach and provide feedback to help improve ways of working and efficiency.
  • Support team members to resolve people management challenges.
  • Build relationships across the team to support healthy ways of working and culture.
  • Design, deliver, monitor and review change initiatives that relate to people practices.
  • Develop, support and monitor achievement of the staff team training and development plans.
  • Act as the CaLP team lead for safeguarding, ensuring appropriate processes are in place to keep people safe.
  • Work with hosts for recruitment processes and negotiating grading.
  • Support/work towards alignment as far as possible across CaLP team – irrespective of hosts
  • Working closely with host agency HR teams, ensures effective delivery of HR administration and record keeping.
  • Ensure all staff benefit from professional HR guidance & support, including the transitional and change stages CaLP will undergo in implementing its new 2020-25 Strategy
  • Ensure relevant regulations and legal aspects of CaLP’s HR management and employment are followed, including taxation matters

Essential Technical skills, Experience and Knowledge:

  • Competent HR professional, with prior experience of working as an HR Advisor or Business Partner within an international setting.
  • Confident HR generalist with experience of working at both strategic and operational levels, balancing daily end-to-end employee life-cycle activities and multi-tasking is key.
  • Coaching skills and experience of supporting performance development
  • Experience of managing change and promoting effective working practices
  • Knowledge and expertise of labour practices and laws and confidence to apply contextual judgement.
  • Excellent verbal and written communication skills.
  • Excellent facilitation skills.
  • Passionate about people.


  • Fluency in Arabic, French or Spanish, in addition to English
  • Experience of working in a virtual network or remote team

NB – core personnel administration is provided by host HR departments, e.g., payroll, contract amendments, advertising of roles, filing of appraisals, etc.
