FWC Unit Manager

Job Description

Cardno is looking for a talented and experienced leader to manage its FWC Unit in the UK from the start of the new round of EU Framework Contract Services for the Implementation of External Aid (SIEA 2018).

EU Framework Contracts (FWC) are signed between the EU and a number of preferred suppliers for the provision of Technical Assistance (TA) services for the benefit of third countries receiving EU external aid. These services are procured through individual service contracts of initial budget values of up to EUR 1 million, with a reopening of competition for each individual assignment.

For SIEA 2018 Cardno has applied for one lot as consortium leader: Lot 1 “Sustainable management of natural resources and resilience” and three lots as consortium partner: Lot 2 “Infrastructure, sustainable growth and jobs”, Lot 3 “Human Rights, Democracy and Peace” and Lot 4 “Human Development and safety net”.

Cardno has had an uninterrupted, highly successful track record of managing EU Framework Contracts in these sectors since 2005. Upon SIEA 2018 contract signature, expected to occur in Q1-2018, Cardno’s dedicated FWC Unit of six permanent members will be ready to start delivering the new FWC round out of Cardno’s new premises in Haddenham, Oxfordshire, with regular visits from the management team of Cardno’s Brussels Business Unit (which the FWC Unit is a part of).  

The responsibilities of the FWC Unit Manager will be organised around two main areas of work:

Managerial responsibilities (50%)

  • Direct management of FWC Unit’s staff members;

  • Overall FWC Unit financial accountability;

  • Monthly and annual reporting;

  • Regular performance analysis and responsibility over the continuous improvement of the FWC Unit’s tools, systems and procedures;

  • FWC Unit budget and resourcing accountability and decision-making (within Cardno’s Level of Authority Schedule);

  • Ensures integration, effectiveness between FWC Unit and broader Business Unit;

  • Office management oversight.

Operational responsibilities (50%)

  • Handling of incoming requests for services, identifying experts and drafting proposals for individual assignments;

  • Mobilisation and planning of resources and expertise for the implementation of individual assignments;

  • Contractual and financial management of individual assignments;

  • Monitoring of services rendered and experts’ performance evaluation;

  • Quality control of project deliverables;

  • Serving as escalation point for the Contracting Authority and/or project beneficiaries;

  • Coordination with consortium members.

Required skills and experience:

  • A University degree in Economics, International/EU Affairs, Business Administration (or equivalent) is mandatory;

  • Additional professional qualifications related to international project management, international development studies, rural development, agribusiness or natural resources management are strong assets;

  • A proven depth of professional experience in the acquisition and/or implementation of EU-funded technical assistance projects;

  • Will have held a Senior Manager or Project Director level position with experience of managing client and stakeholder expectations;

  • Practical knowledge of EU policy instruments and procurement rules related to development cooperation;

  • Sophisticated communication and engagement skills;

  • Fluency in spoken and written English is mandatory; good knowledge of French is a strong asset; knowledge of Spanish or Portuguese is an asset;

  • Proven team managerial and motivational skills.
