The Programme Officer will support the frontline work of CBM UK’s Programme Development Team by managing selected small development projects and assisting Programme Managers to oversee selected large, complex programmes. Tasks include planning, quality control on reporting (narrative and financial), monitoring and evaluation and administration. This role also provides support for development of project funding proposals and due diligence and contracting on new grant funded projects.
Based: CBMUK office is currently in Oakington, Cambridge, moving to Mercers Row, Newmarket Road, Cambridge, in the first quarter. Alternatively, the post holder can be based in Edinburgh where two further Programme Managers are currently based.
Key criteria for success
Within 12 months, the Programme Officer will:
· Be working to clear and agreed strategic objectives and plans
· Have a good understanding of the portfolio of programmes where the Programme Officer is providing a supporting role and be fully responsible for their assigned project portfolio
· Have built up strong relationships with the staff and partners associated with their assigned project portfolio
· Be providing timely and accurate project information and updates to the Line Manager, Head of Programmes and other Programme Development (PD) team members when necessary
· Have acquired familiarity with CBM internal systems and Standard Operating Procedures (SOPs), including planning and reporting formats, project and financial management system (NAV) and SharePoint
· Be participating meaningfully in the CBM UK programme strategy development and implementation process.
The Programme Officer will ensure support for management of the design, delivery and funding of quality programmes for CBM UK.
1. Project Management (60%)
a. With support from colleagues, be responsible for managing a small number of non-institutional donor projects in line with CBM’s structures and Standard Operating Procedures.
b. On their assigned portfolio, work with others to support implementing partners to develop and report on monitoring, evaluation and financial frameworks. Ensure high quality and timely narrative and financial reports are submitted to donors and stored correctly on the server.
c. Provide supplementary support to Programme Managers leading on selected large scale or complex grant funded projects, particularly on reporting requirements.
d. Develop and maintain excellent working relations with CBM and implementing partner staff in UK and overseas
e. Contribute towards meeting best practice in programme development in CBM UK, integrate organisational learning into future work and participate in the development of CBM UK’s new strategy
f. Carry out country and project planning and monitoring visits when required, usually accompanied by other staff (up to 8 weeks a year).
2. Programme Development and Funding (30%)
a. Provide surge support to develop high quality funding applications to institutional donors.
b. Support the Head of Programme Funding in carrying out donor research and developing an electronic resource library of data, concepts etc for new proposals.
c. Act as focal person for due diligence and contracting processes with institutional funders. Coordinate with the Senior Compliance Officer and Head of Programme Funding regarding completion of institutional donor contracts and agreements and filing of signed contracts. In tandem with this process, coordinate with PMs to draft and finalise standard cross- organisational, CBM Global, Project Agreements / Contracts.
d. Act as the PD Team liaison person with the Major Relationships team to coordinate programme fundraising opportunities for potential Trust, Corporate and major donor funded projects.
Additional tasks (10%)
a. Provide programmatic support for the Head of Programmes and Programme Development team when required e.g. administration, quarterly and Board reporting and reviews.
b. Contribute to arranging CBM UK hosted events such as meetings, training courses and international workshops
c. Carry out other duties as required by the Heads of Programmes and Programme Funding.
