Job description

NTD Manager

The role is permanent and can be based in any CBM Global office.

 

While the world is making progress in tackling poverty, people with disabilities are being left behind. Too many people with disabilities face poverty, stigma and isolation and are denied the chance to go to school or earn a living. In addition, large numbers of people lose the ability to see, hear or walk because of conditions that could easily be treated or prevented.

Driven by Christian values, CBM works in the world’s poorest places to reach those who are most left behind. Working in partnership with Governments and local partners, we create long-term positive change: supporting people with disabilities to access education and healthcare, earn a living and be included in their communities; and treating and preventing conditions that can lead to disability.

 

Main objective of the role:

Reporting to the Inclusive Eye Health Director, the position holder is responsible for CBM Global’s work in Neglected Tropical Diseases (NTDs) in selected priority countries. The position holder is part of CBM Global’s core IEH/NTD team that leads this area of technical specialism for the federation globally. The role is primarily focused on ensuring partners and Country Offices are provided with quality technical and programmatic support and enabled to deliver programmes well, reflecting the technical standards and MEAL approach outlined in the IEH/NTD strategic plan. The post holder will pursue funding opportunities from institutional and other major donors, in coordination with CBM Global Member Associations and Country Offices and will strengthen CBM Global’s advocacy and visibility within the international NTD community.

 

We are looking for someone who will…

· Actively contribute to the development, implementation and review of CBM Global’s NTD strategy

· Support country planning processes, ensuring synergy with the IEH/NTD strategy

· Ensure that NTD project proposals meet agreed standards of design and quality

· Identify and pursue funding opportunities from institutional and other major donors, in coordination with CBM Global Member Associations and Country Offices

· Pursue opportunities to work in consortia in order to increase income and leverage the impact of CBM Global’s IEH/NTD strategy

· Support complementarity and coordination across CBM Global’s disability inclusive development, inclusive community mental health and disability inclusive humanitarian work

· Support country-based staff to facilitate good quality NTD work in partners

· Ensure quality assurance of NTD programmes in terms of technical requirements, disability inclusion and developmental good practice

· Support MEAL (monitoring, evaluation, accountability and learning)

· Engage with, support and influence alliance partners and relevant networks

· Support the development of collaborative relationships with other NGOs to support the delivery of comprehensive NTD programmes

· Support evaluation staff in setting up and commissioning independent programme evaluations

· Identify potential opportunities for conducting operational research, linking with suitable academic institutions

· Build CBM Global’s visibility at international NTD conferences.

 

We are looking for someone who has…

· Degree in Community Development, Social Science, Public Health, Tropical Medicine or equivalent knowledge gained through working expertise

· At least 5 years proven work experience in NTD programmes

· Sound experience and knowledge of project cycle management including program design, programme management and M&E systems

· Knowledge, understanding and established relationships with key donors and stakeholders in NTD programming

· Sound understanding of international trends and standards in trachoma, onchocerciasis and other NTD work

· Strong understanding of disability-inclusive approaches in line with the CRPD and SDGs and their application in NTD work

· Proven expertise in networking, advocacy and influencing with knowledge of key global and continental networks, having played an active part in such networks

· Good financial management skills with experience of implementing projects and managing budgets on large institutional funded programmes

· English professional proficiency. French would be advantageous

· Good skills in MS Office.

History of CBM Global

Until now, the CBM federation has been made up of 10 Member Associations (MAs) providing the vital link between persons with disabilities in 25 of the poorest countries, and people that have the interest, capacities and resources to help.

There have for some time been fundamental differences over how CBM should best place itself to contribute to the wider disability agenda. Earlier this year, it was agreed that a new federation – CBM Global – would be formed with a simplified governance and a greater focus on disability inclusion. And while our excellent field programmes will continue there will be a greater emphasis on the interconnection between programme, advocacy and advisory work.

With an income of €43m, CBM Global is made up of 7 of the Member Associations (CBM Australia, CBM Ireland, CBM Kenya, CBM New Zealand, CBM South Africa, CBM Switzerland, and CBM UK) with programmes worldwide and Country Offices in 11 countries (Philippines, Bangladesh, Laos, Nepal, Indonesia, Kenya, Zimbabwe, Burkina, Nigeria, Madagascar and Bolivia).
