Senior Humanitarian Programme Officer

The role is permanent and can be based in any CBM Global office.

While the world is making progress in tackling poverty, people with disabilities are being left behind. Too many people with disabilities face poverty, stigma and isolation and are denied the chance to go to school or earn a living. In addition, large numbers of people lose the ability to see, hear or walk because of conditions that could easily be treated or prevented.

Driven by Christian values, CBM works in the world’s poorest places to reach those who are most left behind. Working in partnership with Governments and local partners, we create long-term positive change: supporting people with disabilities to access education and healthcare, earn a living and be included in their communities; and treating and preventing conditions that can lead to disability.

Main objective of the role:

Reporting to the Humanitarian Director, the job holder will support the design, implementation, monitoring, evaluation and learning of CBM’s emergency responses in close coordination with Country Teams and CBM Member Associations in allocated countries and in line with CBM Federation Strategy and Operation Model. This role will take a proactive approach in advising countries in the development their country preparedness and emergency response plans, as well as promote and support the delivery of CBM’s Inclusive Humanitarian Strategy at Country, Regional, and Global levels.


We are looking for someone who will…

· Take a lead role in rolling out CBM’s Humanitarian Strategy in key priority countries

· Engage in Country Strategic planning processes supporting the definition of realistic inclusive humanitarian action strategic objectives in coordination with Country Offices and Member Associations

· Monitor humanitarian crisis in specific countries and provide ongoing analysis to support crisis engagement decision making processes

· Carry out physical monitoring and support visits to allocated emergency responses as required

· Ensure robust MEAL frameworks are built in every crisis and promote the use of Real Time Evaluations as a learning, quality assurance and capacity building exercise

· Support the development of clear terms of reference for project financial audits and ensure that they are carried out by project partners

· Coach/support the Country Offices on disability inclusion in humanitarian action

· Identify needs for expert/ advisory visits to allocated countries in order to support the partners in project implementation in the identified technical areas

· Build strong and solid relationships with CBM Member Associations, Country Offices, global technical advisors and partners

· Coordinate and prepare timely reports in collaboration with countries (narrative, financial and communication aspects) from allocated response projects in order to facilitate internal and external reporting including three months after, six month after and annual reports

· Ensure that communication products such as human interest stories, pictures, videos, publications are produced and shared in a timely manner.



We are looking for someone who has…

· University degree in social sciences, humanitarian or development studies or any other relevant area

· Minimum of 10 years’ experience in project management and strategic oversight with focus on emergency preparedness and response

· Minimum of 5 years’ experience delivering humanitarian assistance through national partners

· Proven experience coordinating humanitarian programmes with International partners (INGOs, UN Agencies..) and Donors

· Deep knowledge and understanding on the rights of persons with disabilities and challenges in the humanitarian and development context

· Excellent understanding of disability inclusion and related legal and programme frameworks and standards

· Profound cross-cultural communication and relationship building skills

· Analytical and forward thinking

· Theoretical and practical knowledge of the key humanitarian standards (i.e CHS, SPHERE, Humanitarian Inclusion Standards)

· Exposure in areas of Inclusive Health, Cash Programming, Protection and Humanitarian advocacy would be an asset

· Good Computer literacy (MS Office) specially working with Power Point presentations

· Professional proficiency in English. French and/or Spanish would be advantageous.

History of CBM Global


Until now, the CBM federation has been made up of 10 Member Associations (MAs) providing the vital link between persons with disabilities in 25 of the poorest countries, and people that have the interest, capacities and resources to help.


There have for some time been fundamental differences over how CBM should best place itself to contribute to the wider disability agenda. Earlier this year, it was agreed that a new federation – CBM Global – would be formed with a simplified governance and a greater focus on disability inclusion. And while our excellent field programmes will continue there will be a greater emphasis on the interconnection between programme, advocacy and advisory work.

With an income of €43m, CBM Global is made up of 7 of the Member Associations (CBM Australia, CBM Ireland, CBM Kenya, CBM New Zealand, CBM South Africa, CBM Switzerland, and CBM UK) with programmes worldwide and Country Offices in 11 countries (Philippines, Bangladesh, Laos, Nepal, Indonesia, Kenya, Zimbabwe, Burkina, Nigeria, Madagascar and Bolivia).
