Citizens Advice Caerphilly Blaenau Gwent, a registered charity and a company limited by guarantee, is the largest Citizens Advice service in Wales and one of the largest in the England and Wales network.


From our newly refurbished head office in Bargoed we run a range of services across our two counties, across the whole of Gwent and, from our 100 seat contact centre in Caerphilly, multiple telephone and digital advice services across England and Wales.


Over the last five years we have seen substantial growth and now employ just under 150 people and manage a budget in excess of £3.5 million.


About the role:

An  exciting opportunity has arisen for a talented Finance Manager to join our team. The Finance Manager will be an integral part of the Senior Management Team.

As Finance Manager you will report to the Chief Executive Officer and hold a key relationship with the Trustee Board Treasurer. You will lead and develop the interface between management and the Trustees on financial matters and provide sound financial advice to Trustees, the Finance Committee, the Chief Executive, Operational Managers and other senior management colleagues. Ideally, you will have substantial experience in a similar role in the third sector environment.

Main Duties and Responsibilities

  • To proactively lead an effective, efficient and professional Finance Function.

  • To contribute, at a senior level, to the overall strategic and operational direction and objectives of the organisation including the development of the Charity’s business plan and risk register.

  • To take responsibility for the provision of high quality financial reporting in support of the Charity’s operational objectives.

  • To proactively protect and safeguard the charity’s assets, facilities and systems. 

  • To lead on the development and maintenance of policies and procedures to ensure that the financial management of the charity complies with our internal policies, the relevant regulatory bodies and good practice.

  • To lead on the development of appropriate financial management arrangements and advice to support the long-term financial sustainability of the charity.

  • To oversee the work of the Finance Officer; providing support and the opportunity to reach full potential.

  • Preparation of management accounts/finance reports on a quarterly basis and presentation to the Finance Committee and Trustee Board.

  • To manage the preparation of the annual budget within the agreed timetable.

  • To provide budget holders with accurate and timely performance and cost information to allow them to manage and understand their budgets effectively.

  • Deal with all aspects of financial reporting to funders.

  • To prepare the year-end statutory accounts and working papers satisfying all legislative and administrative requirements. To liaise with the external auditors.

  • Other duties in keeping with the role of Finance Manager and a member of the Senior Management Team.

Essential skills and attributes

  • The ability to commit to and work within the aims, principles and policies of the Citizens Advice service.

  • Qualification with a recognised body in accounting/business and/or qualified by accounting experience.

  • Excellent communication (written and verbal) and reporting skills.

  • High standard of IT literacy including accounting software, MS Office and in particular advanced Excel skills. 

  • Commercially astute.

  • An understanding of the Third Sector financial landscape, including grant funding, tenders and funder reporting.

  • A working knowledge of accounting in the Charity Sector in recording and preparing financial records in accordance with the Charity SORP.

  • Demonstrable experience in a similar role in a Third Sector environment.

  • Ability to clearly explain technical financial information to non-finance colleagues and Trustees.

  • Experience of producing financial reports for a range of audiences.

  • Ability to interpret and analyse data to a high standard.

  • Experience in the preparation of business plans, financial planning and budgeting.

  • Positive leadership and management skills including experience of managing staff.
