TITLE: Development & Engagement Officer
SALARY: £28,000 - £30,000 per annum, depending on experience
CONTRACT: Full Time (35 hours per week)
RESPONSIBLE TO: Director of Development & Partnerships

Community Southwark is the infrastructure organisation for the Voluntary and Community Sector in Southwark. We support non-profit organisations to run effectively, efficiently, sustainably and legally through providing a range of activities including training, face-to-face advice, online resources, holding events for information and engagement as well as hosting networks and working groups and providing policy insights and influence.

We also work with individuals and informal groups on social action, engagement, supporting campaigns, providing information on how you can get involved in improving your community and more.

We are a champion for the sector and look to ensure we have a seat at the right table on its behalf.


▪ To engage with the voluntary and community sector and equip organisations and individuals with the skills and knowledge to run effectively, legally and sustainably.
     o providing advice and guidance to voluntary and community organisations on developing good practice in all aspects of organisational management: good governance, policies & procedures, income generation, planning, evaluation & impact, safeguarding and more.
    o providing opportunities for engagement in order to improve service, impact on public policy and encourage and support collaboration
▪ To equip voluntary and community organisations with the skills and knowledge to effectively develop and implement robust financial management systems and effective organisational policies and processes by:
   o supporting voluntary and community organisations to manage their financial procedures in a methodical and accountable manner


Principal Duties

1. Providing support and advice

1.1 Provide practical guidance to organisations enabling them to develop and implement good practice covering all aspects of organisational management, including, financial management; HR; volunteer management; business planning processes; project management; quality management systems, equality & diversity and other key policies & procedures .
1.2 Support organisations to develop and enhance their financial management capabilities, including, cash-flow statements; annual budgets; forecasting income and expenditure; preparing annual accounts; drafting accounting policies; and developing appropriate internal financial controls.
1.3 Provide information, guidance, advice and resources to organisations equipping them with the skills, knowledge, confidence and tools to effectively develop and implement organisational policies and procedures that enable them to conform with best practice and comply with their statutory obligations.
1.4 Provide information and support to organisations, ensuring that they understand the importance and value strong evaluation and impact measurement systems.
1.5 Provide a package of support (including practical training and 1:1 intensive support) to staff, volunteers and trustees on how to develop and embed good governance (including financial processes) across the whole organisation.
1.6 Support organisations to ensure their Board of Trustees and staff and volunteers are equipped with the right information to do their jobs/roles well

2. To promote and raise awareness about Community Southwark

2.1 To increase the awareness of Community Southwark and its programmes amongst voluntary, community and statutory organisations & individuals living, working and studying within Southwark.
2.2 To work with Southwark-based voluntary and community organisations (VCOs) and communities of interest to become Community Southwark members and to take up the benefits of the membership; signposting them to other Community Southwark staff or external agencies to access support services, as appropriate.
2.3 To promote and coordinate engagement events in conjunction with the public sector, partner organisations e.g. statutory agencies, funders, and local VCOs.
2.4 To identify organisations and businesses that would be strong candidates for corporate volunteering and skills matching.

3. Undertaking research

3.1 To analyse the possible impact of future changes in the environment in which the voluntary and community sector operates, particularly to do with legislation, government policy and economic factors and trends.
3.2 To interpret research, legislation and policy and present it in an accessible and informative way.
3.3 To work closely with the Policy & Participation Officer to ensure the Voice of the VCS is heard in policy and commissioning decisions

4. Learning

4.1 To develop and implement a strategic approach to the development of a learning and development programme for volunteers, employees and trustees of voluntary and community sector organisations.
4.2 To deliver or commission training for voluntary and community sector organisations, as identified by research and feedback from organisations and within the strategic priorities of Community Southwark.
4.3 To implement a variety of techniques within the learning and development programme, such as action learning, coaching or mentoring.

5. Communication

5.1 To provide the sector with appropriate information through e-bulletins such as the Funding Bulletin, online blog posts, online resources and hard copy resources as required
5.2 To develop online resources, to complement support services provided by Community Southwark.
5.3 Participation in online networking tools both internally with colleagues and externally with members and stakeholders.
5.4 To ensure that voluntary and community organisations are fully informed about the work of the Development & Engagement Team by generating and contributing to Community Southwark’s communication channels.
5.5 To contribute to developing and managing an electronic database (Salesforce), ensuring that all data is correct before inputting into Community Southwark’s systems.

• To undertake other tasks from time to time and as appropriate, that may be required by management in line with the goals of the organisation
• To work within all of Community Southwark’s policies and in particular, the Health and Safety, Equal Opportunities and Confidentiality policies, and help to ensure that diversity and equality of opportunity is integral to the organisation’s work

• Work to administration and communication protocols efficiently to ensure that organisational systems and procedures are implemented.
• To promote an asset -based approach to Community Southwark’s work across the VCS, Public Sector and Private Sector.
• To promote and undertake consultancy work on Community Southwark’s behalf as part of our income generation policy

Knowledge, Skills and Experience Needed

1. Knowledge and experience of developing and implementing financial management processes
2. Knowledge and experience of developing and implementing organisational policies and procedures
3. Knowledge and experience of developing good governance and organisational management
4. Ability to facilitate the writing of business plans and action plans and encourage the achievement of goals
5. Ability to work with staff and trustees to develop and deliver bespoke pieces of work
6. Good organisational and project management skills including financial planning, time management, project planning, monitoring and evaluation, and good governance
7. Knowledge and experience of of governance, including working with trustees and voluntary management committee members
8. Experience of commissioning and/or delivering training or group work facilitation, and contribute to the development of a range of training resources
9. Ability to interpret research, legislation and policy and present it in an accessible way
10. Excellent presentation and communication skills both written and oral
11. Skilled and able computer user in standard office software
