PROGRAMME DELIVERY MANAGER - HOVE

Fixed Term Contract – 3 Years

Full Time – 35 hours per week

£50,000 per annum

 

The Diocese of Chichester is one of the 42 dioceses which make up the Church of England: we are the Church of England in East & West Sussex.  The Diocesan Office at Church House, Hove, serves the people of the Diocese: those in more than 360 parishes and more than 150 church schools and the wider community as a whole.  Our vision is to help people within the Diocese to know, love and follow Jesus.

 

We are searching for an experienced professional to manage the Diocesan strategic programmes, the aim of which is to strengthen the mission of the Diocese across the county. The Programme Delivery Manager will support the overall integrity, coherence and effective implementation of all the strategic development programmes.

The successful candidate will develop and manage the Diocese’s new strategic development  programme to resource churches across the Diocese and revitalise our urban centres through two key resource churches, with a number of possible church plants. We are currently bidding for a programme with an initial 5 year budget of £12 million, some of which comes from the National Strategic Development Fund. The programme aims to significantly increase the number of people worshipping in our urban centres and across the Diocese as a whole.

The main responsibilities of the role will include:

  • Working with the Programme Director to design and plan the Diocesan Programme of Apostolic Partnerships throughout the Diocese;

     

  • In conjunction with the Programme Director and Deputy Director of Apostolic Life, working with key stakeholders in identifying and evaluating potential projects and partnerships, ensuring stakeholders communicate the vision and plans to others, prepare and manage proposals, stakeholder engagement and communication plans together with risk analysis of the projects using appropriate tools and templates.

     

  • Assisting the Programme Director to define and work within the programme’s governance framework, obtaining approval from Bishop’s Staff/Programme Board, the Operating Committee and the Bishop’s Council.

     

  • Aiding the Programme Director in preparing funding applications for projects for Strategic Development Funding from the Church Commissioners, including researching similar projects, conducting due diligence on potential partners, consulting with relevant stakeholders, ensuring financial, faculty and other implications are accepted by stakeholders, assisting with the preparation of applications and drawing up detailed plans and budgets.

     

  • Helping parishes plan projects sufficiently in advance and manage expectations with timeframes.

     

  • Ensuring that project governance is observed to progress projects and track the outputs/outcomes, ensuring that approval is obtained from the appropriate authority as required and that all necessary resources and responsibilities are identified and allocated.

     

  • Responsibility for monitoring projects, including the development of implementation plans, timelines, resource allocation, budgets and metrics.

     

  • Managing and resolving risks and issues, initiating relevant corrective action and escalating to the appropriate committee as required.

     

  • Producing reports to the appropriate committee to update on project progress, highlighting issues or risks together with all materials required by the Strategic Investment Board for monitoring and evaluation purposes.

     

  • Establishing baselines at the outset of projects to enable evaluation of quantitative and qualitative goals and carry out an evaluation at mid and full term of each project, highlighting successes, issues and providing key learning for the Diocese and the wider Anglican church.

     

  • Being a point of liaison for parishes and participating projects for all financial and other matters.

     

  • Assessing requests to vary plans, timelines or budgets and advise the Programme Director on whether to accede, escalating to the appropriate committee as required.

     

  • Monitoring and managing the programme’s budget, with oversight of records of budget and spend, and of all variations agreed.

 

Applicants should have proven programme & project management experience within a complex organisation, strong influencing skills and be committed to enabling spiritual and numerical growth.  Strategic, organisational and analytical skills will be complemented by an ability to engage stakeholders, manage change and communicate effectively.
