 About Us

The Elim Pentecostal Church (or its legal name: Elim Foursquare Gospel Alliance) is a UK-based Pentecostal Christian denomination and represents a global network of 500 plus churches in the UK and thousands overseas, operating in over 50 countries worldwide. Elim International Centre (EIC), our central administrative office is based in Malvern, Worcestershire where Regents Theological College is also co-located. EIC has approximately 100 staff.

 About the role

As an integral member of the Senior Management Team, you will play a key role in the leadership of the organisation in support of the Executive Director, the National Leadership Team, the Finance Board, the Management Board and the Audit & Governance Committee (AGC).

 Elim has an extensive property portfolio, which is core to the pursuit of our charitable objectives. An experienced, qualified professional will give day-to-day support to local churches on property matters and act as the primary liaison between the local church, national officers and decision-making boards.

 You will work collaboratively with the ED, the Management Board and the NLT to provide oversight to the property portfolio.  This in turn will deliver a future-fit business infrastructure that effectively serves EFGA’s mission and charitable objectives.

Summary of Role Responsibilities

You will:

 ·       To provide leadership for and day-to-day management of EFGA’s property portfolio and oversee the development of its property programmes and projects.

 ·       To deliver a professional estate management and maintenance service at the EIC. 

 ·       To provide line management and hold budget responsibility for the EIC Estates/Maintenance team.

 ·       To oversee the legal processes for all property transactions in conjunction with external property solicitors.

 ·       To provide specialist, high-level, technical advice and guidance to senior managers, colleagues, church leaders on matters of strategic property management and investment.

 ·       Where delegated, to manage capital and revenue budgets in accordance with financial regulations and contract procedure rules making sure that resources and risks are well managed and deployed to best effect and provide value for money.

 ·       To provide direction and oversight of all EIC property capital projects working collaboratively with Heads of Departments. This includes the effective monitoring/reporting of planned and reactive maintenance programmes.

 ·       To be responsible for all property projects associated with EFGA loans administration and exploring and proposing solutions to the Management Board/National Leadership Team for "delinquent" projects

 ·       Provide professional support, advice and guidance to local churches on capital projects, tenancy and property issues.

 ·       Write reports for the Management Board, NLT, ED and/or partner working groups on issues relating to the EFGA’s capital estates, assets and properties,  making sure that all reports are appropriate, of good quality and that where warranted, necessary consultation has taken place.

 ·       Be an effective ambassador for the Charity, personally demonstrating its vision and values through active engagement and exemplary customer service.

 Main Duties and Responsibilities

 •        Provide support and guidance to churches for both property management and tenancy support ensuring delivery of timely and high quality advice.

 •        Explain building issues and regulations to the churches where sought.

 •        Identify possible opportunities to enhance level of service provided to both internal and external customers.

 •        Direct line management responsibility for the EIC Estates/Maintenance Team and the Property Administrative Assistant.

 •        To be the point of contact for property related enquiries, advice and support where warranted.

 Management and working with colleagues

 •        To be a senior manager of the organisation and to contribute to contribute to the setting of the organisation’s strategy and its achievement.

 •        Compile reports for the ED and the Property and Projects Board.

 •        Visit properties and liaise with appropriate parties when necessary.

 •        Engage directly with any “delinquent” projects to find effective and efficient solutions.

 Systems and Controls

 •        To compile and maintain a comprehensive property register

 •        To encourage local churches to implement efficient maintenance programs that manage costs and preserve the value of their property

 •        Prioritise risk management of the property portfolio, updating systems in accordance with any changes in legislation

 •        Undertake any other related tasks commensurate to the seniority of the role as directed by the Executive Director.

Person Specification

The skills that we are looking for are detailed below and will be assessed initially via Curriculum Vitae (CV) and the supporting statement and if shortlisted, by interview and references.

Competencies - Essential, Desirable and Qualifications

Qualification At least 5 years’ experience of property management

 AND

 a) A relevant professional  qualification and/or educated to degree level or equivalent.

 OR

b) Evidence of equivalent  learning through experience.

 c)  Membership of a relevant professional body, (e.g. RICS, CIOB, RIBA, C.Eng)

A construction/building related degree

 Knowledge and Relevant Experience

A full understanding of Property Management, lease management/negotiation and Tenancy Support.

 Strategic property management experience at a senior level within a Local Authority or other large and/or complex organisation.

 Knowledge of legislation and statutory responsibilities in relation to property functions.

 Oversee the legal processes for all property transactions in conjunction with external property solicitors.

 Experience of leading and managing estates, projects, utilising a project management approach.

 Experience of budget management and reporting.

 Experience of working with contractors and liaising with external stakeholders

 Skills and abilities

Excellent interpersonal and organisational skills with enthusiasm for working as part of a team

 Ability to analyse information quickly and accurately and to think strategically, formulate decisions and make recommendations.

 Accuracy and attention to  detail, particularly when working to tight deadlines

 Experience of line management and leadership of a team to deliver strategic property management both internally and externally).

 IT skills with competence of working with MS and Excel.

 Drive to deliver excellent customer service with the ability to be accessible to church leaders and their associate staff

Other Requirements

 Hold a Full UK driving  licence or the means to  travel
