About the Role
We have created this new position within the Finance and Operations team, to provide excellent human resources services to our staff and to support their well-being. The Diocese of Winchester and the Diocese of Portsmouth are partnering exclusively with Robertson Bell to recruit a Strategic Programmes Finance Officer on a permanent, part-time basis (28 hours). The Diocese of Winchester (WDBF) and the Diocese of Portsmouth (PDBF) support the Ministry in, and the mission of, Church of England parishes in Winchester and Portsmouth and surrounding areas.
Reporting into, and working closely with, the Strategic Programme Managers of both dioceses, you will take responsibility for providing specific financial reconciliations, monitoring and reporting against the Strategic Development Fund (SDF) and Diocesan Investment Programme (DIP) funding received by the Diocese of Winchester and the Diocese of Portsmouth from the Church of England (Archbishop’s Council).
A key aspect of the role will involve financial planning and modelling for future DIP bids. SDF/DIP funding is given for projects within the dioceses that help to achieve their strategic objectives. The role also involves some historic analysis to ensure expenditure is correctly coded to the right project from previous funding.
In this Strategic Programmes Finance Officer role, you will:
- Support the Strategic Programme Managers, liaising with the Finance Team, drafting, costing, and modelling of financial information for future funding/grant bids, ensuring cost recovery for overheads and staff time is included on all projects.
- Prepare regular financial reports for the Strategic Development Team and senior leadership on the financial progress and outcomes of spend to date, ensuring transparency and accountability of the funds received for the various SDF/DIP projects.
- Ensuring any transactions for overheads or contributions to core costs are recorded accurately for costs incurred by SDF/DIP or shared by the WDBF/PDBF.
- Providing information to the Finance Team regarding projects as part of month or year-end processes.
- Support with the preparation of financial reports to Church of England on the funding spend to date at required intervals.
- Review of spend to date on Xledger vs spend expected by SDT to includes comparisons for projects, spend against budget and reconciliations moving forwards.

We are looking for a Payroll Officer to take responsibility for key financial duties including payroll processing and pension administration. This role would give you the opportunity to gain experience carrying out essential financial processes for the charity. Main Duties and Responsibilities
Payroll (using Sage)
· Maintain the payrolls for Members, Retirees and Staff and create the PAYE payments.
· Generate the net pay file for payment for each payroll.
· Generate the journal for each payroll in a timely fashion each month.
Pensions
· Complete the monthly calculation for each of the three pensions schemes.
· Upload the monthly pension journal for each pension scheme each month.
Credit Card
· Enter credit card transactions into the accounting system.
· Reconcile to monthly credit card statements.
Creation Care
· Collate records of all travel by road, rail and air for each calendar year.
· Collate other records of consumption of energy as required.
Donations
· Process cheque donations
· Process credit and debit card donations
Other responsibilities
· Generate and input into Dream the necessary journal entries, with appropriate supporting documentation, when necessary for any of the above tasks.
· Attend National Office prayers (daily), devotions and team meetings as scheduled.

Terms of Appointment

Job Profile
The post is a pivotal role in CAFOD’s Asia & Middle East (AME) team supporting the Head of Region in the management and co-ordination of regional programming and organisational processes ensuring smooth administration, programme cycle management and communications. The post holder will be responsible for building effective working relationships with peers in the International Programme Group, as well as with colleagues across CAFOD such as funding, finance, and communications. They will act as the AME focal point for communications, supporting programme teams to develop materials for internal and external audiences.
CAFOD’s Asia & Middle East region currently has core programmes in Afghanistan, Bangladesh, Cambodia, Lebanon, Myanmar, occupied Palestinian territory and Israel, Sri Lanka and Syria.
Key Responsibilities
The scope of the post falls into the following broad functions:
- Support and co-ordination: supporting the Head of Region in the management and coordination of cross-regional work and relevant organisational processes.

Salary: £27,088 to £29,171 per annum (FTE £33,408 to £35,978)

The Role
In this role, you will provide a comprehensive, high-quality secretariat service, particularly to the Bishop’s Council, which acts as the Board of Directors of the Oxford Diocesan Board of Finance (income £28M, assets £520m, over 100 staff) and oversees a wide range of activity.
The Diocese is one of the largest in the Church of England covering the three counties of Berkshire, Buckinghamshire, and Oxfordshire with a thousand parishes, church schools and chaplaincies. It is active in environmental action, addressing poverty and inequality, establishing new congregations and much more.
You will ensure that all Board and Committee meetings are scheduled and organised, agendas created, minutes recorded, and action lists monitored; relevant policies are in place and statutory registers are maintained.
You will be required to work occasional evenings (currently 1 each in May and December) and Saturdays (1 each in March, June, and November).
About You
You do not need to be a practising Christian or have a faith to work with her - around 50% of staff are not practising Christians but are comfortable with the Christian ethos that underpins the work. However, all staff do have a desire to make a difference.
To be successful in this role you will be an initiative-taker with strong administrative, governance support and minute-taking experience and ideally have previously worked with senior stakeholders. You will have strong verbal and written communication skills, accuracy, and diligence, especially in written work and be highly organised. You will also be flexible and adaptable to changing work demands.

The Organisation
The Diocese is the administrative area of the Church, broadly speaking, covers the three counties of Berkshire, Buckinghamshire, and Oxfordshire. There are 815 churches in the Diocese – more than any other diocese in the Church of England. So, in many ways the best description is that it is the family of the 55,000 or so regular worshippers in these churches.

In line with the Church of England’s Routemap to Net Zero Carbon, the Diocese of Leeds has an ambition to achieve net zero carbon (NZC) by 2030 across our diocesan estate. To deliver this ambition, a detailed net zero carbon programme that has been developed is being implemented to decarbonise the 587 churches, 57 school and 451 domestic properties for clergy within the diocese.
We are recognised as a leading diocese within the whole of the Church of England’s NZC programme, and we anticipate being at the forefront of seeking funding for decarbonisation projects in this sector.
A recent piece of research for the Diocese of Leeds has identified potential NZC funding sources across including community funding, grant funding, statutory funding, high net worth individuals, corporate donors. A funding action plan has been proposed.
To support this extensive programme of work we are seeking an experienced Funding Officer to work alongside a growing vibrant and committed diocesan team of NZC officers. The diocese has gained national Church of England funding to support this role until the end 2025.
