We’re looking for a new Community Rail Support Officer based in southern England and the Midlands, to support our network of community rail partnerships (CRPs) and station adoption groups.
About us
Community Rail Network is a not-for-profit organisation, working across Britain, supporting a growing ‘community rail’ movement, which helps communities get the most from their railways, promotes sustainable and inclusive travel, coordinates volunteering and place-making, and brings people together.
Community rail is made up of 75 community-based partnership organisations, and around 1,200 station friends volunteer groups and other community-led initiatives around Britain. Their activities range from creative projects for young people, to advising train operators on service improvements, to building travel confidence with families and disabled people, to biodiversity projects at stations, to promoting greener travel and tourism by rail.
Our enthusiastic team of 22 works mainly from home in different locations, but we come together regularly in person and online. We work collaboratively to advise our members, provide training, events and resources, run campaigns, and champion community rail and its insights via decision-makers and the media. About this role
The purpose of this role is to provide support and advice to community rail partnerships and groups in the South of England and Midlands, on working effectively and delivering maximum benefit to their communities and railways.
You’ll be comfortable engaging and advising local groups and communities to extend existing and set up new initiatives, and to reach wider audiences with an evidence-led, place-based approach. As well as supporting local groups, you’ll work closely with the rail industry, and wider third and public sector partners to ensure collaboration and shared success.
Main responsibilities
- Provide direct support and advice to CRPs and their officers, and other community rail groups in the region. This includes responding to queries and requests, passing on specialist queries to other members of the team, and providing proactive support through our accreditation review process and as set out in our plans;
- Support the development of skills, confidence and effectiveness across the network of CRPs and station groups, helping them to increase their positive social, environmental and economic impact, including through referral to our training, events and resources;
- Support the development of emerging community rail partnerships, station friend groups and community-led stations and railway-related projects in the region;
- Helping our members to work effectively with rail, transport, local government and community partners, supporting effective relationship building and showing positive leadership and insights on community rail within the region;
- Work with the Support Manager on delivery and monitoring of our grant schemes, and support CRPs and groups in the region to apply, deliver successfully and report back on funded work;
- Gather and share examples, feedback and insights from our members across the region, to facilitate best practice sharing and confidence across community rail and to feed into our communications, resources, events and public affairs work;
- As a member of the Community Rail Network team, participate and contribute to our wider work as relevant, such as Community Rail Week, our annual conference and Awards.

Other information
- This post is home-based, but with regular travel (including overnight stays) within the south of England and Midlands, and nationally for team meetings
- The Community Rail Support Officer reports to the Support Manager within the Support and Development team
- Hours are 37 hours per week. A degree of flexibility and out-of-hours working (evenings and weekends) will be required, together with some travel and overnight absences
- This is a permanent position and includes a probationary period of three months from the date of appointment

Job Description
Reporting to the CEO, the job holder will work closely with the CEO, the executive team and the board on a variety of tasks to help TOTSCo achieve maturity in its governance, decision making and strategy and more generally as an organisation. Tasks include:
- Forward-planning board agendas in the light of strategic and operational priorities
- Preparing papers for board consideration under direction, including appropriate analysis and recommendations
- Support strategic development and implementation
- Preparing periodic board off-site strategy meetings
- Support board committees (e.g. Remco, ARC) in meeting preparation
- Development, management and review of organisational policies, including development of the staff handbook
- Support the board in implementation of Wates code of corporate governance
- Support the executive in preparation and analysis of consultation exercises with stakeholders
- Ad-hoc operational, strategic and organisational projects
Should time allow, additional tasks may extend to a variety of projects such as:
- Assist in analytical tasks such as the interpretation of OTS data

Role Description
The Peter Sowerby Foundation is a significant, charitable grant-maker, supporting work in the fields of health, education and community, the arts and the environment.
Registered with the Charity Commission in 2011, the Foundation aims to fulfil the charitable aims of its late settlor, Dr Peter Sowerby, who was a retired GP from rural North Yorkshire and founding partner in Egton Medical Information Systems (EMIS), which now provides database and records management software for over 10,000 healthcare organisations in the UK.
The Foundation is currently managed by a board of four Trustees. These include David Aspinall, Chair of Trustees; Dr David Stables, Peter Sowerby’s former GP partner and an expert in management information systems; Sara Siegel Poulios, lead partner in Deloitte’s Healthcare Strategy who has been seconded to senior positions in the Department of Health and NHS, and Dr Carole Longson, Chief Scientific Officer at the Association of the British Pharmaceutical Industry (ABPI).
Since it was established in 2013, the Foundation has awarded hundreds of grants. Some of these have been small grants to local, grass-roots organisations, whilst others have been to large, well-established charities and educational institutions. In total, the Foundation has awarded c. £15 million in grants since inception.
The Foundation currently receives grant solicitation and directorial support, under contract, from Cause4 and an outsourced finance function provided by FLB Accountants.
The Foundation is currently seeking a new Administrator to the Board.
The Administrator will provide an efficient support and administrative service to the Board (especially the Chair) by providing co-ordination for grant execution, board administration and governance compliance.
Other duties will include supporting administrative duties as required by the Trustees and their advisers.
Specific Responsibilities:
Governance
· Supporting the Chair and trustees in ensuring that the charity law and regulatory requirements of reporting and public accountability are complied with.
· Ensuring that the Foundation’s internal governance policies are comprehensive and regularly reviewed in accordance with Charity Commission guidelines.
Administration
· Coordinating Board meetings.

Support the efficient and effective day-to-day functioning and co-ordination of the administrative activities associated with governance within the College of Paramedics

Prioritise and time manage the administrative workload appropriately to meet specific deadlines.

Support the Head of Governance on the election of trustees and member representatives as required, working with the Membership, Marketing and Engagement team and liaising with candidates, election services and incumbents.

Provide administrative support for various governance aspects around the Board, Councils, member meetings, reporting and the Chief Executive Group

Provide administrative support for aspects of Board Meetings/Committees and resources in the absence of the Executive Assistant to the Chief Executive

Support with timely production of relevant minutes, reports, action summaries and follow ups alongside the Executive Assistant to the Chief Executive and Head of Governance

Coordinate travel, venue bookings and accommodation for Board, Committees and Councils where appropriate
-
Provide administrative support to the Royal Charter project
-
Work closely with the Head of Governance to ensure relevant information is shared with third parties or stakeholders

Oversee the formatting and editing process associated with key documents, in line with branding guidelines;

Develop and maintain effective electronic filing systems ensuring that information is kept securely and is accessible as appropriate;

Attend physical meetings at locations within the United Kingdom, as required;

Undertake other tasks or projects that may arise;
Business Administration

Providing cover and administrative support to the Executive Assistant to the Chief Executive and Personal Assistant in any absence or when the needs of the business demand

Coordinating electronic diaries;

The coordination and business arrangements for College of Paramedics meetings, including serving as a Secretariat for meetings, various established or short-term functions of the College. This includes but is not limited to preparing agendas, taking minutes, action logs, sourcing venues, liaising with delegates, booking travel and accommodation, catering, sourcing audio visual equipment and facilitating remote attendance, collating meeting documentation, recording minutes and /actions;

Assist with the co-ordination of General Enquiries received by the College of Paramedics over the phone or via email/dedicated mailbox, including tracking responses to ensure all enquires are dealt with in a timely manner;

Undertake and complete an ongoing development review process, set by, and reviewed on an ongoing basis.
