Our Policy directorate encompasses around 35 people, and the director of policy and strategy has responsibility for four direct reports and sits on our Executive Management Team (EMT), also helping to lead strategy and development across our 100-strong organisation. As director of policy and strategy, you will play a pivotal role in developing and strengthening our Policy and Strategy directorate. This will include ensuring we continue to operate in an integrated way across our Policy and Strategy, Communications, and Development and Engagement directorates to deliver the greatest impact for members and our organisation.
You will provide strategic leadership for the organisation’s policy, strategy, analysis and public affairs functions, providing high-level advice and support to the chief executive, deputy chief executive, chair and board, as well as playing a key role as part of the NHS Providers director team.

Specific Duties:
Strategic Planning and Development
Alongside the Board of Trustees and the Senior Management Team:
• Monitoring and updating the Business Plan
• Developing and implementing a financial strategy for the Business Plan
• Oversight and updating of organisational Theory of Change, ensuring KPIs for all programmes are in line with our vision and mission, and are achievable as well as ambitious
• Continued development and monitoring of the new Community Hub Programme in partnership with other local strategic partnerships
• Prioritising the articulation and communication of the Ark-T methodology and approaches to using the arts for improved wellbeing and mental health across our programmes and sharing best practice across the team
• Prioritising the reach and engagement of Ark-T programmes to a larger and more diverse audience representative of our surrounding communities
• Recruiting an increasingly diverse team of Trustees with the skills, contacts and time to contribute effectively to the running of the charity
Management of Staff, Freelancers and Volunteers
• Recruiting key staff and others.
• Leading, managing and developing direct reports and supporting them in managing their key workers – staff, freelancers and volunteers.
• Ensuring that processes for the recruitment and management of volunteers are developed and maintained
• Liaising with external HR consultants to update procedure and processes appropriately and managing staffing matters arising
• Enabling a safe, stimulating and supportive workplace where teams and activities can flourish and work standards and practices are maintained.
• Taking steps to ensure that staff and freelancers attain high standards of work.
• Ensuring that staff have, or can develop, the skills and abilities they need to carry out their jobs competently, safely and effectively.
• Maintaining and updating safeguarding standards and procedures and working with staff to ensure that staff and users are, and feel, safe.
• Acting as one of the two Safeguarding Leads for the charity and managing concerns from staff, users and visitors to the centres.
Finance & Fundraising
• Researching and writing funding bids to secure both restricted and unrestricted funds
• Exploring other possible sources of funding for programmes and core costs, including individual donors, corporate sponsorship and commercial opportunities.
• Working with the Finance Manager, Treasurer, and external
Bookkeeper, including using Xero software, to monitor the finances of the charity to ensure that sufficient funds are attracted to run planned programmes, meet the commitments of the charity within agreed budgets, and produce regular reports.
• Maintaining adequate reserves for the charity in line with policy.
• Preparing the annual report and accounts for submission to the Charity Commission to be independently examined alongside the Chair and the Bookkeeper.
Management of the Buildings
• Overseeing relationship with Landlords and tenancy agreements
• Managing Centre Manager to ensure efficient and cost-effective operations.
Partnerships & Representing the organisation
• Represent Ark-T as a leader in arts for improved mental health and wellbeing, driving change, particularly diversity and inclusion through influencing and contributing to the key meetings.
• Maintaining relationships and strategic partnership agreements with OX4 Food Crew Alliance, Oxford Community Action, Donnington Doorstep, Safe! and Waste2Taste.
Communications
• Overseeing the marketing and communications for Ark-T.
• Ensuring that key stakeholders are kept informed of the progress of the charity,
including the publication of an organisational wide impact report in 2024.

. • Oversee responsibility for Fundraising, Marketing and Training strategies.
External Relations • Act as principal spokesperson and advocate for the Charity, working with key stakeholders, partners and funders to maintain and enhance its reputation. • Promote collaborative work with other relevant statutory, charitable/voluntary and corporate bodies to offer the best possible services • Establish links and build relationships with key people of influence within Gloucestershire County Council, Integrated Care Board and NHS services. • When necessary ensure Framework documentation and associated contracts are in place to support work undertaken and appropriate tenders are submitted • Lead in negotiations for core funding,service specifications, and contracts. • Maintain links with other relevant organisations • Form and sustain links with relevant community links • Support national campaigns that champion the issues faced by the vulnerable people the Charity supports e.g. Mencap campaigns,
Management • Responsible for ensuring that best practice is followed in all aspects of people management from recruitment onwards in respect of employees and volunteers including regular training and supervision. • Be directly responsible for supervising members of the senior management team and other key staff as appropriate • Responsible for ensuring the requirements of the sponsorship scheme are met • Ensure tasks and individual objectives are fairly allocated to ensure delivery against the business plan. • Be accountable for quality, including with Trustees the risk management of all operational aspects of the charity business and for the accurate capture of data for reporting, record keeping and invoicing. • Oversee the development of systems, documents and procedures to support the smooth running of services.
Responsible for financial management of the charity including payroll instructions and pension administration. • Develop and produce relevant information for the monthly board of Trustee meetings. • Obtain all necessary resources and equipment. • Ensure the regular monitoring and evaluation of services, with a drive for continuous improvement. • Maintain any accreditations that have been agreed by the Board e.g. IiP
General • Ensure that the board of Trustees are appraised of opportunities and risks • Assist in keeping properties in a suitable state of order • Undertake any other duties that may be reasonably required

Interim Chief Executive Officer (Maternity Cover)

Role purpose
• To provide leadership to Caxton for the charity to achieve its mission and deliver to its
beneficiaries.
• To be responsible for developing current services and developing new services that
benefit the young people of Caxton and is youth-led.
• To work with the Board and SLT to achieve its 2023-26 business strategy, plans and
targets - while ensuring the Board fulfils its responsibilities in the governance of the
charity.
• To ensure long term sustainability, through effective governance, sound finance and delivery of services.
• To keep the organisation on track to achieve its operational business plan.
Main Responsibilities
Leadership
• Provide, develop and implement Caxton’s strategic and operational plans, leading on
partnership and business development, and being an effective advocate for the charity
and our beneficiaries..
• Provide leadership for all Caxton employees, volunteers and associates including
direct management responsibility for three employees to ensure that Caxton delivers a
safe, effective and fun service for all of its members and their families.
Strategy
• To deliver the 2023-26 strategy.
• Implement a strategy review in the Autumn and tailor the operational plan accordingly.
• Identify and assess strategic risks, issues and opportunities and take responsibility for initiating and leading associated changes, with agreement from trustees.
Business Development:
• Work closely with the Fundraising Manager to ensure Caxton raises c.£500k pa to maintain in-years services.
• Work towards the achievement of long-term sustainability, developing the charity’s business model and maximising income, for example from fundraising, service contracts and earned income.
• To lead on the development of Caxton’s outdoor base and capital campaign

Financial Control and Governance
• Liaise with the Board, Senior Management Team and Accountants to ensure that the charity’s overall governance structure, policies and procedures are appropriate and effective, taking remedial measures and implementing changes as necessary in line with legal requirements and good practice.
• To ensure that adequate finance is available and to work with the Treasurer and the Finance and Facilities Officer, to produce regular management accounts and annual audited accounts in line with requirements.
• To attend all board meetings and quarterly subcommittee meetings, working with trustees on strategic matters.
Buildings Management
• To take accountability for the building management and compliance, working with the finance and facilities officer to ensure regular checks are made and the building is maintained within a budget.
Day-to-day Management
• Day-to-day management of the service to ensure it continues to be safe and effective. This includes being the safeguarding lead for the organisation.
Youth Government and Leadership
• To attend monthly Youth Government meetings and ensure that you are always amplifying the youth voice.
• To communicate effectively with young people with Special Education Needs and Disabilities.
• To liaise with external agencies and create new opportunities for youth leadership.
External Relations
• To develop and maintain positive relationships with private sector donors, statutory, partners and funding organisations.
• To develop and maintain positive relationships with partners, local businesses, funders and other voluntary organisations, building alliances and networks to further the work of Caxton Youth Organisation.
• To promote and publicise the work of Caxton Youth Organisation.

Having operated at a senior level, ideally as part of a Senior Leadership Team, you will be an inspiring leader with a demonstrable passion for our cause. Experienced in successfully managing service transformation and development, including in a contact centre environment, you will also have an understanding of grants programmes, and of building strategic partnerships and national networks. With an understanding of demonstrating and reporting on impact, experience of supporting fundraising for services and bidding for contracts, you will ideally also have knowledge of developing an external training offer.

SINCE 9/11 are seeking a dynamic and driven leader to manage the charity through its next phase of development.

This is an important and exciting time for the charity. More than 20 years after the horrific events of 9/11, with our acclaimed SINCE 9/11 education programmes for schools (developed by the world no.1 UCL Institute of Education) and our strategy and vision for the future both now in place, we want to drive the charity even further forward.
Our work remains as important as ever, teaching young people across the UK – who weren’t even born in September 2001 – about the events, causes and consequences of 9/11 and subsequent terrorist atrocities.
In a world where extremism and terrorism pose a huge risk, both to life and to the pluralist ideals of democratic societies, SINCE 9/11 seeks to lead the way in educating young people and steering society towards a more peaceful and tolerant future. In order to do so, we are now seeking a talented, driven and engaging leader who can take our charity to the next level. We believe that we have a high-quality programme to take into schools and other settings working with young people; our challenge now is to ensure that our programme reaches as many schools as possible.
We therefore need a leader who is confident and creative in building relationships with schools, academy trusts, local authorities, subject associations and teaching unions; someone who is familiar with the national education environment. Supported by a high-profile and committed board, our new director will be tasked with putting all of their energy into building those relationships and ensuring that we have a step change in the number of young people accessing our programme.
