Job description

The Horserace Betting Levy Board (HBLB) is a UK statutory body that was established by the Betting Levy Act 1961. It operates in accordance with the provisions of the Betting, Gaming and Lotteries Act 1963 (as amended). It is a non-departmental public body (NDPB), and its sponsoring Government department is the Department for Digital, Culture, Media and Sport.

Unlike some NDPBs, HBLB receives no central Government grant-in-aid and no National Lottery funding. Instead, it is required by the Act to collect a statutory levy from the horseracing business of bookmakers (Circa £100million). Today, HBLB applies Levy funds to a wide range of schemes in direct support of horseracing. HBLB's statutory objectives are to collect the Levy from bookmakers and to apply the funds so raised to one or more of the following:

  • The improvement of breeds of horses
  • The advancement or encouragement of veterinary science or veterinary education
  • The improvement of horseracing

The Assistant Accountant will report to the Financial Controller and working closely with the Finance Manager to provide broad, professional, effective and efficient support for the Finance team with core financial administration and transactional duties. The role will enable the role holder with practical hands-on experience relevant to advancing their professional qualifications.  

The key responsibilities of the Assistant Accountant will be:

  • Assist in the preparation of Annual Financial Statements that form part of the HBLB Annual Report and Accounts.
  • Preparation of supporting schedules and audit evidence for the annual external audit and answer queries where necessary.
  • Together with the Finance Manager, prepare the monthly management accounts and accompanying commentary.
  • Maintain the fixed asset register for the Levy Board, including calculating and posting journals for monthly depreciation expense and any additions or disposals.
  • Calculate and process prepayments and accruals on a monthly basis, including posting journals and completing month-end schedules to support the management accounts balances.
  • Reconcile bank accounts on a weekly basis, including posting payments and Levy journals into the financial reporting system.
  • Process monthly payroll and pension journals.
  • To have a key focus on personal professional development ensuring a significant amount of time is spent learning other key organisational processes in the finance and grants areas.

The successful candidate will have:

  • Part-qualified within CCAB or equivalent (ACA/ACCA/CIMA/CIPFA) with the ability to gain formal CCAB qualifications within a reasonable time.
  • Knowledge of basic accounting principles.
  • Experience on Excel to an intermediate level.
  • Analytical and problem-solving skills with excellent attention to detail.
  • Effective verbal and listening communication skills.
  • The ability to efficiently conduct the day to day duties of the role.
  • Experience of delivering financial transactional processing services to internal and external stakeholders.
