Chalk Farm Tenant Management Organisation (TMO) is looking for a competent leader with a passion for social housing to manage our housing organisation.
Located close to the historic Camden Market, the TMO provides housing services and community activities for residents of the estate. Sustainably funded by Camden Council long term, this is an ideal opportunity for a candidate with experience in management and a real interest in social housing, who values the autonomy of working in a small and close knit organisation.
As estate manager, your main duties will be to:

Give the TMO the strategy it needs to deliver an excellent housing service for residents.

Ensure that the TMO is adequately and responsibly resourced.

Ensure that the TMO complies with the Management Agreement signed with Camden Council, all applicable legislation, and current best practice.

Provide effective day-to-day leadership, management and supervision of staff.

Uphold a service culture which puts residents’ satisfaction at the heart of delivery.

Ensure the effective delivery of the TMO’s housing management functions.

Work in partnership with the committee to deliver continuous improvement and good value across all TMO managed and contracted services.
This could be you if you have:

4 years+ experience of managing staff, and at least 2 years experience of reporting to a board;

good knowledge of housing law or current issues relating to social housing;

experience in procuring contracts and managing contractors;
-
a proactive, can-do attitude, and an ability to motivate a team;

excellent numerical and IT literacy, including a record of preparing and scrutinising budgets;

Either a Level 4 Certificate in Housing, or an undergraduate degree (2:1 or above), and are prepared to enrol in the 1 year online Level 4 course by the Chartered Institute for Housing.
The TMO is prepared to fund the Level 4 course, and to support a bright manager with a successful track record of delivery to transition into social housing.

Strategic Planning/Implementation and Review • Work with the Trustees to create a business plan and annual strategy to work towards achieving key organisational goals, reviewing, updating and reporting progress regularly
. • Together with the Charity Accountant agree an annual operational budget with Trustees, monitor and report financial position and support production of annual accounts
. • Negotiate contracts and identify appropriate sources of funding to maintain and develop services
. • Oversee the delivery of existing services; introduce new and enhanced services in line with strategic aims and as gaps in services are identified
. • Ensure the organisation has all necessary and appropriate policies in place
. • Oversee responsibility for Fundraising, Marketing and Training strategies.
External Relations • Act as principal spokesperson and advocate for the Charity, working with key stakeholders, partners and funders to maintain and enhance its reputation. • Promote collaborative work with other relevant statutory, charitable/voluntary and corporate bodies to offer the best possible services • Establish links and build relationships with key people of influence within Gloucestershire County Council, Integrated Care Board and NHS services. • When necessary ensure Framework documentation and associated contracts are in place to support work undertaken and appropriate tenders are submitted • Lead in negotiations for core funding,service specifications, and contracts. • Maintain links with other relevant organisations • Form and sustain links with relevant community links • Support national campaigns that champion the issues faced by the vulnerable people the Charity supports e.g. Mencap campaigns,
Management • Responsible for ensuring that best practice is followed in all aspects of people management from recruitment onwards in respect of employees and volunteers including regular training and supervision. • Be directly responsible for supervising members of the senior management team and other key staff as appropriate • Responsible for ensuring the requirements of the sponsorship scheme are met • Ensure tasks and individual objectives are fairly allocated to ensure delivery against the business plan. • Be accountable for quality, including with Trustees the risk management of all operational aspects of the charity business and for the accurate capture of data for reporting, record keeping and invoicing. • Oversee the development of systems, documents and procedures to support the smooth running of services.
Responsible for financial management of the charity including payroll instructions and pension administration. • Develop and produce relevant information for the monthly board of Trustee meetings. • Obtain all necessary resources and equipment. • Ensure the regular monitoring and evaluation of services, with a drive for continuous improvement. • Maintain any accreditations that have been agreed by the Board e.g. IiP
General • Ensure that the board of Trustees are appraised of opportunities and risks • Assist in keeping properties in a suitable state of order • Undertake any other duties that may be reasonably required

About the role
Title: Housing Access Officer - known internally as Housing Procurement Officer
Location: London; Up to two days working from home may be considered in line with Crisis’ hybrid policy
You’ll join our London Wide Services at an exciting time, helping to deliver an outstanding pan London property access service across the private and social rented sector and contributing to the delivery of Housing First. Working alongside a variety of services across the organisation, you will identify housing opportunities, negotiate new partnerships, nurture existing relationships, and strive to establish routes into sustainable housing for people who have experienced homelessness by working with Landlords across London.
It’s a role requiring a creative approach and strong negotiation skills as you partner with both Landlords and Crisis’ Client Services. You will be responsible for bringing two sectors together and ensuring the interest of everyone involved are looked after, supporting the creation of tenancies that end people’s homelessness. The role is pan London, and you will work collaboratively with our 3 London services to ensure tenants receive the support they need to sustain their homes. There is scope for development of the role and plenty of support. It’s a fantastic opportunity!
Crisis is also in the process of establishing a brand new lettings agency, in partnership with Homes for Good – Scotland’s award winning social enterprise letting agency. The new lettings agency will launch in early 2024 and we envisage the housing access roles working closely with the new business.
About you
Understanding of housing law is essential along with the ability to develop, build and maintain key relationships.
Crisis are looking for a talented, motivated individual to join the Housing Access Team in London who wants to use their skills and experience working with landlords in the private sector, accessing accommodation to help end homelessness for the people we support.
With in-depth knowledge of the housing market in London, its unique challenges and opportunities and possessing excellent interpersonal skills which will support them to negotiate with landlords and access good quality affordable accommodation for our members. Thorough understanding of landlord’s legal responsibilities is essential coupled with insight into the needs of people experiencing homelessness and the challenges and stigma they face accessing good quality affordable accommodation.
A good understanding of the benefits system and how it relates to housing is key along with an ability to work alongside colleagues directly supporting people experiencing homelessness to ensure they are supported into sustainable tenancies so their homelessness is ended for good.

- Undertake the full rent account management process focusing on balancing the needs of the customer with those of the business, and including having proactive discussions to devise payment plans, coaching customers to identify solutions to account issues, supporting budgeting and taking court action as a last resort.
- Ensure safeguarding concerns are dealt with promptly and in line with legal requirements and guidelines and appropriate action is taken.
The successful candidate
- Either have or be working towards a housing qualification.
- Experience of working in the housing sector and in a similar role.
- Good working understanding of effective estate and tenancy management. Experience of delivering a range of tenancy management related services and being able to offer a proactive approach in the identification of tenancy issues and resolution.
- Experience of working in a customer focused environment, with a proven ability of delivering a high standard of customer service tailored to an individual's needs.
- Proven relationship builder with experience of effective collaborative working with external partners.

Main Duties include
- Support, advise and steer communities, and town and parish councillors from their initial interest in providing affordable housing, through scheme inception and pre-development phases to completion.
- Assist communities identify the nature and extent of affordable local housing need in their community, including where appropriate through a Housing Needs Survey.
- Support rural communities to choose a delivery option that best suits their capacity and in the knowledge of the availability of local technical support.
- Assist communities identify a deliverable site for development of affordable housing and/or secure affordable housing as part of market led schemes.
- Work with communities to build and maintain support for the scheme, ensuring the community is meaningfully engaged throughout the pre-development process, including during scheme design.

Housing Support Practitioner
Contract and term:Self-employed 12 month contract, with a 3-month probation

About the project
In an innovative partnership with Southwark Council, Southwark Law Centre, and Impact for Urban Health, we’ve been supporting close to 200 private renters over the last 3 years who have been threatened with eviction by their landlords, or are living in temporary accommodation, to sustain their tenancies and/or find onward housing in the social or private sector that is suitable for their health, needs and aspirations.
About the role
We are looking for an experienced, enthusiastic, and passionate support worker to take up a full-time role within our organisation as a Housing Support Practitioner in our small and dedicated team. The role will be based mostly in Southwark, and you will be working in partnership with the Council’s housing officers, solicitors, community services, social prescribers, and mental health support workers to coordinate tailored support for each client to avoid eviction and sustain tenancies, mediating with landlords where necessary and providing advice for onward housing when needed with the support of the Housing Link Worker. The objectives of these programmes are to avoid evictions, sustain tenancies or move to a better suited property, increase employment opportunities, improve wellbeing, and increase educational outcomes. You will be working in partnership with other stakeholders such as schools and health professionals to improve family health, build relationships and engage families and individuals and their networks of support.

You will have experience of working with individuals with complex needs. You will be an enthusiastic person who is self-motivated, confident and thrives when working independently with a passion to support change.
