Goodman Masson are partnered with The Disasters Emergency Committee (DEC) to recruit for a Head of Finance to lead their accounting function and play a pivotal role in the UK’s national response to major humanitarian crises.

Since 1963, the DEC has been a unique force in the charity sector, bringing together 15 of the UK’s leading humanitarian agencies—to raise over £2.5 billion for disaster-affected communities worldwide. When a humanitarian emergency warrants a national response, they launch high-profile appeals that save lives and protect livelihoods.

We are looking for an experienced, qualified accountant to lead the DEC’s finance function, ensuring accurate day-to-day accounting and robust financial controls, and delivering high-quality management and statutory reporting. The Head of Finance oversees budgeting and forecasting across the Secretariat, leads the annual audit and year-end accounts production, and provides clear financial insight to budget-holders and senior stakeholders. 

During the DEC public appeals, the role plays a critical part in processing and reconciling high-volume donation income at pace, maintaining strong controls across multiple channels, and supporting timely reporting and allocation of funds to members. 

Key Responsibilities

• Financial Leadership: Oversee the accounting function, including management accounts, budgets, and the annual audit.
• Appeal Management: During emergency appeals, ensure the accurate daily processing of high-volume income and produce critical "FinSit" reports.
• Stakeholder Collaboration: Coordinate the "Indicator of Capacity" (IoC) process with member agency Finance Directors to ensure fair allocation of funds.
• Compliance & Control: Maintain a robust financial control environment, ensuring compliance with tax (VAT, Gift Aid), legal, and regulatory requirements.
• Team Management: Line manage and support the development of the Financial Accountant and Finance & Administration Officer.

Who You Are

• Qualified Expert: You are a CCAB qualified accountant (ACA, ACCA, CIMA) with proven post-qualification experience in the charity sector.
• Systems Savvy: You have experience using database accounting systems (Sun Accounts/Infor SunSystems Cloud is a plus).
• Strong Communicator: You can translate complex financial data for non-financial colleagues and build strong relationships across diverse teams.

About the Role

This is no ordinary desk job. As a Programmes Officer, you will play a key role in supporting HRF’s humanitarian and development programmes, helping secure vital funding and coordinating projects that create meaningful impact for vulnerable communities worldwide.

Working closely with field teams, donors, and partners, you will contribute to programme development, grant management, reporting, and strategic coordination across multiple country programmes. The role also includes opportunities for international travel to field locations, offering direct exposure to the communities and projects you support.

What You'll Be Doing

Under the management of the Head of International Programmes (HQ-based), the Programmes Officer will support the development and implementation of HRF’s programmes, with a strong focus on programme coordination, donor engagement, and fundraising. Key responsibilities include:

Grant Acquisition and Donor Coordination

• Develop concept notes, proposals, budgets, logical frameworks, and situation analyses.
• Identify new funding opportunities through donor platforms, clusters, and networking.
• Coordinate with colleagues to gather data required for proposal development.
• Represent HRF at relevant meetings and networking events.
• Coordinate with the marketing department to support project visibility.

Grant and Programme Management

• Review contracts, MOUs, and project documentation.
• Support project teams throughout the project cycle.
• Ensure projects comply with donor requirements, work plans, and budgets.
• Maintain communication with field offices, donors, and sector focal points.
• Lead the development of narrative and financial donor reports.
• Support donor visits, meetings, and external communications.
• Act as a focal point between HQ, donors, and field teams.
• Support MEAL teams in tracking project indicators.
• Ensure programme quality in line with HRF policies and SOPs.

Organisational Strategy and Growth

• Support the development and revision of organisational policies.
• Assist in supervising volunteers and interns.
• Support recruitment processes, particularly for field offices.
• Promote cross-learning and collaboration within the programmes department.
• Contribute to country-level strategic planning.
• Deliver staff capacity-building support where required.

Administrative Work 

• Maintain and update HRF databases and records.
• Ensure proposal submission documents are accurate and submitted on time.
• Maintain organised and up-to-date files and documentation.

Who we're looking for

• Undergraduate degree in a relevant field; master’s degree desirable.
• Minimum 3 years’ experience in a similar role.
• Strong understanding of the humanitarian or development sector.
• Excellent written and spoken English, with strong report-writing skills.
• Ability to manage multiple priorities and meet deadlines.
• Strong interpersonal and intercultural communication skills.
• Self-motivated and able to work independently.
• Willingness to travel internationally when required.
• Right to live and work in the UK.
• Familiarity with the UK charity sector is desirable.

Reporting directly to the CFO and serving as a key member of the Extended Leadership Team, you will ensure resources are managed with unwavering accuracy, insight, and stewardship to support vulnerable children worldwide.

You will lead core operations—from transaction processing and monthly accounts to treasury, tax compliance, and statutory reporting. You will be a critical partner to the Head of Business Intelligence and leaders across Fundraising and Programmes, embedding clear policies and modern processes that amplify World Vision UK’s mission impact.

Key Responsibilities

• Financial Control & Reporting: Oversee the production of high-quality monthly management accounts and deliver statutory annual accounts under Charities SORP (FRS 102).
• Modernisation & Innovation: Act as the Finance Systems owner and define a multi-year modernisation roadmap, embedding automation, AI for efficiency, and controls-by-design.
• Strategic Leadership: Lead and develop a diverse team of 12 (5 direct reports), fostering a service-oriented business partnering culture.
• Budgeting & Fund Management: Lead the annual budgeting cycle and oversee the management of cash, remittances, and foreign currency hedges.
• Governance & Risk: Ensure full compliance with UK law and Charity Commission standards, acting as the primary lead for external audit and banking relationships.

About You

You are an outcome-focused leader who balances strategic vision with operational rigour. You possess a continuous-improvement mindset and the ability to influence senior stakeholders with commercially aware recommendations.

Essential Requirements:

• Qualified Accountant: ACA, ACCA, or CIMA qualified with significant post-qualification experience in industry.
• Sector Expertise: Proven experience in a finance management position within the Charity sector, including the management of restricted and unrestricted funds.
• Leadership Track Record: Experience leading multi-function teams with a focus on capability building and performance management.
• Technical Proficiency: Deep understanding of internal controls, technical accounting, and large-scale budgeting processes.
• Communication: Excellent verbal and written skills, with the ability to present decision-ready papers to Board committees.
• Occupational Requirement: Given the leadership nature of this role and its responsibility for the spiritual nurturing of staff, there is an occupational requirement for the post holder to have an active Christian faith.

Desired Skills:

• Familiarity with Microsoft Business Central, Power BI, SAP Concur, Jedox, and Blackline.

Salary: Circa £70,000 per annum
