Awards Management Unit
Established in January 2016, the Awards Management Unit (AMU) is an international unit with staff based in Bonn, Berlin, New York, London, Stockholm, Brussels and Amman. The AMU is responsible for identifying, securing, and managing funding from statutory/government donors. The unit is organised into five pillars: Strategic Partnerships, Program and Grant Support, Compliance and Policy, Program Development, and Training.
The AMU is a bridge between donors and the programmes: providing expert technical advice to the Country Offices, while maintaining portfolio-level visibility to ensure consistency and compliance, and manage risk. This unit ensures that donor compliance policies and procedures are implemented consistently, and supports all staff working across the grants management cycle for all restricted funding from global government sources. The unit operates within a matrix management system across teams in Germany, the US and the UK, driving functional integration between all relevant units and staff.
Purpose of the Role
As Frameworks and Grants Manager you are responsible for overall management and coordination of assigned multi-country frameworks and grants. In the period of 3 months you will coordinate the start-up and management of a multi-country grant from Global Affairs Canada (GAC): Women and Girls’ Health and Safety Needs in Chad, Nigeria, Pakistan, South Sudan, Ethiopia, and DRC during COVID-19 in 2021/22. The Frameworks and Grants Manager will ensure quality development and submission of all framework/grant deliverables, coordinating across AMU pillars to ensure the successful and effective monitoring and management of both the GAC and any other assigned framework/grants. The Frameworks and Grants Manager will also be responsible for central engagement with donors and internally will be key point of contact for these high profile grants for the IRC. As Frameworks and Grants Manager your initial focus will be on the GAC multi-country grant, however additional frameworks/grants will be added to your portfolio as new awards are secured/needs arise within the team.
Key Working Relationships
In this role you report to the Head of Frameworks and work closely with other Frameworks Team members globally. You work as part of the wider Programme and Grant Support team within the Award Management Unit (AMU) with close coordination with:
- Regional Program Support teams, and in particular Regional Program Officers based in the US
- Business Development team
- Compliance & Policy team
- Finance team
Scope and Authority
The Frameworks and Grants Manager has authority and responsibility for the oversight, coordination and management of the GAC grant and any other assigned Framework grants in line with the donor and IRC’s requirements. In this role, you will be responsible for central engagement with donors as well as internal stakeholders, sharing updates, challenges and progress, and delivering on the annual meeting amongst other milestones.
Oversight and overall management of the assigned frameworks
- Ensure timely startup and implementation of the grant in collaboration with regional program support teams, country program staff, partner(s) and relevant departments, in accordance with the grant agreement.
- Ensure regular monitoring in coordination with regional AMU teams, including quarterly tracking of expenditure and monitoring of risk.
- Serve as central point of contact for the donor on this grant and maintain regular communication, in partnership with Regional Program Officers/Regional Grants Advisors, including by providing progress updates, responding to requests for information, and for submission/approval of any modifications and/or changes to the grant agreement or project plan.
- Advise on standard donor compliance rules and regulations as required by IRC’s internal policies and best practice, escalating to the Compliance & Policy team as required.
- Drafting and updating of donor compliance tools to be used by grants staff, such as a donor Help Sheet.
- Ensure implementation is in compliance with donor and IRC policies and procedures in consultation with countries, Technical Units, and the AMU.
- Document program learning, and incorporate analysis and lessons learned into donor reporting and proposals.
- Lead on the coordination, preparation, review and submission of donor reports (narrative, financial and audits), in collaboration with participating countries, regional AMU teams and technical support.
- Ensure internal visibility of the framework grant, including progress, challenges and lessons learned through briefings, blogs, and contribution to management reporting.
- Undertake travel for donor meetings and for project monitoring, as required.
- Collate and share updates on donor priorities with AMU colleagues to inform future funding proposals/requests.
- Maintain and contribute to effective records on the partnership, including use of Salesforce. Providing support and mentoring to team members as required, working closely with the Head of Frameworks on team resource and workload management.
Experience, Skills, Knowledge and Qualifications:
- At least three years’ experience in grant/project management with institutional/government donors, including: preparing donor narrative and financial reports, preparing budget amendments, and project changes (preferably for GAC).
- Demonstrable understanding of humanitarian and development programming.
- Demonstrable experience and a deep understanding of institutional donors and their requirements (preferably GAC experience).
- Excellent communication skills and ability to build strong partnership relations with donor and stakeholders internally.
- Experience of budget monitoring and financial management.
- Experience of proposal and report writing and editing and supporting teams in developing donor submissions.
- Experience with/working in developing countries and/or humanitarian context.
- Flexible and able to shift quickly to changing priorities.
- Strong organizational skills, detail orientated, ability to prioritize and willingness to learn quickly.
- Ability to effectively liaise with people within and across departments in a multi-cultural environment and build and maintain good working relationships.
- Good analytical skills and excellent attention to detail.
- Excellent computer skills: MS Word, Excel, Outlook.
- Ability to work independently and productively in a fast-paced environment – proactive and initiative to problem solve within the parameters of the role is essential.
