Job description


Founded in 2011, Kaleidoscope Trust works to uphold the human rights of lesbian, gay, bisexual and transgender (LGBT+) people in countries around the world where they are discriminated against or marginalised due to their sexual orientation, gender identity and/or gender expression. We work with British and international institutions and partners to support the work of LGBT+ activists to bring about positive legislative, policy and social change for LGBT+ people everywhere.


At the 2018 Commonwealth Heads of Government Meeting (CHOGM), former Prime Minister Theresa May delivered a historic speech expressing her deep regret for the legacy of discrimination and violence that colonial-era legislation continues to inflict on people across the Commonwealth, partly as a result of our advocacy around raising the visibility of the human rights of LGBT+ people in the Commonwealth with our partners in The Commonwealth Equality Network.


Since then, UK-funded programmes have delivered successful outcomes to improve institutional protection against discrimination. These have included through removing or amending discriminatory laws, policies and practices; reducing hate speech, violence or harassment based on discrimination; and increasing the participation of minority groups in political and public life, including in positions of leadership and influence.


Kaleidoscope Trust was a founding member and implementer of one such programme, the Equality & Justice Alliance (EJA). This successful and innovative programme focused on building intersectional movements to push for the reform of discriminatory laws, combat violence, eliminate hate crimes and increase access to justice for women and girls, LGBT+ people and youth in a number of Commonwealth countries and regions.


Despite the challenges and uncertainty of the current moment, Kaleidoscope Trust and our partners are in a position to move forward with building on the foundations laid under EJA. We are recruiting a Programme Manager to manage and deliver a line of work focused on the reduction of violence and discrimination against LGBT+ people and women and girls through the “Commonwealth Equality Project”.


The Role:

This is an exciting opportunity for a dynamic Programme Manager to join a small, creative and influential NGO, as we deliver our international activities championing the equality and human rights of LGBT+ persons, women and girls, and other intersectionally disadvantaged groups, bolstering their inclusion in political and societal decision-making processes.


The Programme Manager’s work will focus on the planning and delivery of the “Commonwealth Equality Project: towards an equal world for women, girls and LGBT+ persons”, a six-month intervention implemented jointly with the Westminster Foundation for Democracy (WfD) in a number of Commonwealth countries. Between now and March 2021, the project will:


1.    create greater evidence, capacities and incentives among government actors and parliamentarians of the social and economic costs of discriminatory regulations and practices

2.    strengthen collaborative relationships between civil society organisations and political decision-makers and the flow of reliable information and evidence, and

3.    deepen civil society policy development and policy advocacy capacities with a view to creating a more conducive environment for positive change in laws, policies and implementation and social norms.

The Programme Manager will be critical in ensuring the impactful delivery of Kaleidoscope Trust’s contribution to this programme. They will work in close collaboration with a variety of stakeholders within Kaleidoscope Trust, including in the executive and those leading on research/policy, communications and finance/compliance; at WfD; with recipients of funding for other programmes under the Commonwealth Equality Project; and with civil society actors, lawmakers and parliamentarians from across the Commonwealth.


The Programme Manager will report to Kaleidoscope Trust’s Head of Programmes and manage a Programme Coordinator.



Key Responsibilities:


Programme Management


1.     Lead the effective, timely and on-budget implementation of Kaleidoscope Trust’s contribution to the project, as agreed with WfD and the donor

2.     Manage a high-value budget in line with principles of proper financial oversight and in compliance with contractual and legal obligations

3.     Prepare and update monthly and quarterly plans and track programme deliverables against objectives and outcomes

4.     Ensure the timely delivery of monthly and/or quarterly narrative and financial reports in line with standards agreed and to meet overall programme monitoring and evaluation needs

5.     Conduct regular risk assessments and reviews and appropriately escalate critical issues, suggesting mitigation strategies to remedy issues

6.     Work closely with other programme staff across Kaleidoscope Trust, the CEP programme and other initiatives being funded under the Commonwealth Equality Project, to ensure cohesion, consistency and the successful delivery of the overall project

7.     Ensure relevant, detailed documents and communications to various stakeholders are issued in a timely fashion and in alignment with other strands of the CEP and Kaleidoscope Trust’s public affairs and communications work

8.     Liaise regularly with and maintain feedback from stakeholders in a variety of countries


Programme Delivery


1.     Provide overall leadership, strategic direction and technical oversight for Kaleidoscope Trust’s activities and deliverables under CEP, in close collaboration with the implementing partner

2.     Establish and manage relationships with an international group of civil society partners, consulting with and deploying them strategically to deliver on key aspects of the programme

3.     Review contracts and due diligence assessments when required

4.     Commission consultants and oversee the delivery of their work, in particular with the drafting, editing and delivery of research pieces, in line with procurement obligations

5.     Support the gathering of evidence to inform research and improved programme implementation through monitoring and evaluation

6.     Manage, mentor and develop a Programme Coordinator

7.     Carry out other tasks as necessary to ensure the successful implementation of the programme





Skills and Competencies:

We are looking for a candidate with substantial experience working in a relevant sector in an international context, educated to degree level in a relevant field, who can demonstrate:


Experience with:

●      Planning and successfully delivering complex, high-value projects, programmes or campaigns relating to human rights, international development, humanitarian response or social change

●      Working in cross-cultural environments with a range of partners with different backgrounds and at different levels. Experience in different Commonwealth contexts is desirable

●      Activity-based budget development, management, reporting and compliance

●      Experience of grant-making and the processes of due diligence and monitoring is highly desirable

●      Delivering multi-stakeholder meetings/convenings in a strategic and meaningfully consultative/co-creative manner

●      Developing results frameworks/log frames or other reporting frameworks and supporting the identification and gathering of appropriate evidence

●      Successful management of safeguarding considerations, especially as relating to vulnerable adults


Knowledge and understanding of:

●      How a human rights and/or development organisation operates in an international context

●      Appropriate approaches to working in partnership with organisations and activists—and carrying out interventions in countries—in the Global South, for an organisation based in the Global North

●      The root causes of exclusion, especially with regard to LGBT+ people and women and girls, from a development and/or human rights perspective

●      Programme/project management methodologies

●      Managing grant funding to a high standard and in line with contractual obligations

●      Analysing data/inputs and writing detailed and evidence-based narrative and financial documents (including reports) to a high quality

●      Risk management and mitigation, relating to both activities and finances

●      Microsoft Excel and other Microsoft Office Suite programmes, to an advanced level (G Suite a bonus)


Personal qualities/skills:

●      Commitment to Kaleidoscope Trust’s mission to advance the human rights of LGBT+ people

●      An open, adaptable and detail-oriented approach to delivering high quality programmes in collaboration with others

●      Excellent written and oral communication skills, and able to convey complex issues to audiences with differing levels of knowledge

●      Strong interpersonal skills, confidence working as part of a team and a proven track record of effective stakeholder relationship management

●      Good time management and problem-solving skills

●      Willingness to “pitch in” and support colleagues outside the parameters of the job description where necessary





Terms and Conditions:

●      This role is full time, on a fixed-term basis until 31 March 2021 (with possibility of extension)

●      The salary is £41,000 p.a. plus pension contributions

●      The post-holder is entitled to standard annual leave plus bank holidays

●      The post-holder will be managed by Kaleidoscope Trust’s Head of Programmes

●      The post-holder will be based out of Kaleidoscope Trust’s offices in Dalston, London, however will be expected to work from home (like all other staff) during the pandemic until the organisation deems it safe to return to the office

●      Standard core hours of work are 9:00am - 5:30pm with possible requirement to work very occasionally at evenings and weekends (which will accrue Time Off In Lieu)

●      The post-holder must possess the right to live and work in the United Kingdom for the period of the contract

●      Start date: As soon as possible
