The Institutional Fundraising Manager will help shape a fundraising strategy aligned with PWYP’s global strategy – Vision 2025 – which lays out the roadmap towards a world where everyone benefits from their natural resources.
Publish What You Pay is the world’s largest network of civil society organisations working to promote transparency, citizen participation and accountability in the oil, gas and mining sectors. We work with communities in more than 40 countries, to ensure that the revenues generated by natural resource exploitation benefit all citizens, rather than a small elite.
PWYP was established more than fifteen years ago and we have come a long way. From a handful of organisations in 2002, the network has grown to include more than 700 member organisations across the world. We are a founding member of the Extractive Industries Transparency Initiative, the first global standard for good natural resource governance. Our advocacy has led to milestones in accountability, such as legislation that requires major extractive companies like BP and Total to publish what they pay to governments for their natural resources. Combined, these successes have led to billions of dollars of extractive revenues to be publicly disclosed, a level of transparency that seemed unachievable just a few years ago.
Our global strategy - Vision 2025 – a people centred agenda for the extractive sector, builds on our success in securing unprecedented levels of transparency from the extractive industry, while placing more emphasis on making sure that transparency leads to broader changes that improve the lives of citizens in resource-rich countries. It prioritises greater citizen participation in the governance of oil, gas and mineral extraction so that people can exercise their right to take part in decisions that affect them and can hold the powerful to account. It also aims to connect to international efforts to curb poverty and promote sustainable development, redress inequality and prevent disastrous climate change.
PWYP’s annual budget of GBP £3 million is supported by a mix of private foundations and governmental donors, including the Open Society Foundation, the Ford Foundation, the William and Flora Hewlett Foundation, the Sigrid Rausing Trust, Luminate, the Finnish Ministry of Foreign Affairs, DANIDA, and Cordaid. To preserve its independence, PWYP does not accept funding from oil, gas or mining companies.

The Fundraising Manager will play a key role in leading proposal conceptualisation and writing to ensure that we capitalize on the new fundraising opportunities presented by the global strategy. In addition, she/he will help us to steward our existing donor relationships through report writing and the development of systems to ensure that we meet donor accountability requirements effectively (e.g. record keeping and tracking systems).
The Fundraising Manager will be charged with helping both the PWYP Secretariat and national PWYP coalitions and members to become better resourced, including through sharing best practice from which to build a dependable, sustainable fundraising operation.
The Fundraising Manager will be a strong conceptual and strategic thinker and an excellent writer who will work closely with colleagues at PWYP to develop accurate, compelling and persuasive funding applications and reports for all areas of PWYP’s work. The ideal candidate will be committed to transparency, accountability and civic participation, and excel in private foundation fundraising, fundraising best practices, and team-building. A strong plus will be a familiarity with and/or exposure to government grants (e.g. bilaterals such as DFID, SIDA and multilaterals such as the World Bank or the European Union).
The location of the role is in London where the Executive Director is based. The Fundraising Manager will need to build relationships with, and be in regular contact with, staff including in Senegal, Cameroon, Lebanon, Uganda and Turkey.
Key Result Area #1: Lead and manage the conceptualisation, writing and submission of core (unrestricted) and project (restricted) funding proposals.
- Conceptualise and write funding proposals in close collaboration with the Executive Director and the program staff for governmental and foundation funding sources
- Collaborate closely with Director of Finance and Operations to prepare proposal budgets
- Conduct and analyse prospect research to identify new sources of institutional giving for PWYP and for PWYP coalitions; and support the Executive Director and/or program staff to cultivate relationships with these prospects and strategically position PWYP to align with funder priorities
- Lead on development of strategies and approaches to foundation funders and prospects and actively support program staff in their cultivation and solicitation of government sources
- Support the Director of Finance and Operations in collating and submitting the due diligence information that is required by funders; maintaining central files of frequently required information
Key Result Area #2: Support the development and implementation of systems that will ensure the timely development of reports and delivery of other donor accountability requirements
- Ensure full understanding of donor accountability requirements and liaise with the MEL and Finance and Operations teams to ensure that their information management systems will facilitate required data collection, analysis and reporting
- Lead the team in writing donor reports on time and to standard; drawing on the MEL and sub-grant management systems to source relevant and accurate data
- Develop and maintain a tracking system to ensure timely submission of proposals, reports and acknowledgements
- Liaise with the Finance and Operations team to support donor audits; and to facilitate any visits or ad-hoc requests from donors
Key Result Area #3: Develop, execute and manage PWYP’s annual fundraising plan and budget to ensure the organisation’s financial sustainability
- Develop and execute PWYP’s annual fundraising plan and development budget.
- Work with the Executive Director and Director of Finance and Operations to develop and track revenue projections, and help prepare budgets and forecasts related to all fundraising activities.
- Report regularly to PWYP’s Senior Management Team and Board on fundraising progress against stated goals.
- Create proper tracking and record keeping systems and protocols for existing and potential grants.
- Support the entire organization to excel in donor/funder prospecting, cultivation and stewardship.
- Development generalist with five years of fundraising experience , preferably in an international affairs, international development, anti-corruption or human rights organisation.
Experience / knowledge
- Demonstrated expertise in foundation and government fundraising.
- Exceptional writing skills, with the capacity to write for different audiences and on topics with which s/he may not be a technical expert
- Excellent oral communication skills.
- Commitment to the vision, mission and values of PWYP.
- Familiarity with the landscape, priorities, and methodologies of private foundations and government donors.
- Excellent interpersonal and team-building skills.
- Experience with fundraising, organizational and program budgets.
