Job purpose

Reporting to the Chief Executive, the Head of Finance and Operations is a key member of RSN’s senior leadership team (SLT), helping determine and implement our overall organisational strategy. The role oversees a budget of circa £1m and directly manages the Finance Manager and Operations Assistant. They work closely with the Head of Programmes and individual programme leads to oversee income and expenditure, ensuring that RSN’s work is delivered to budget and adequately funded, and that accurate financial reports are available to the SLT, CEO, trustees and donors.

Our Head of Finance and Operations takes a lead on enabling RSN’s team to serve young asylum seekers and refugees as effectively and efficiently as possible: overseeing our HR, legal responsibilities, working environment and everything that goes on behind the scenes to resource and support our service delivery. The postholder will develop and undertake their role through the lens of our organisational ethos, seeking to embed and uphold RSN’s values across all their work streams.

The postholder joins our team at a particularly exciting time, we launch our new strategy, continue our work to become a more actively anti-racist organisation, and take on a new name that better reflects our education-focused vision and mission. 

We are also beginning the refurbishment of an abandoned historic bank on Harlesden High Street, which will become an educational centre for young refugees, a social impact hub for the local area, and our home. When the refurbishment is completed (projected summer 2021), the postholder will also line-manage a Facilities and Community Manager, and will play a key role in ensuring RSN’s new premises have maximum social impact, for us and others.

Terms and conditions 

The role is full time and permanent - though we are a flexible employer and welcome applications from candidates interested in working 4 days per week. The role will be based at RSN’s office in Harlesden, north London (NB: the majority of our team are currently working from home due to Coronavirus and we anticipate this role doing the same until it is appropriate to return). The salary is band B - £37-45k pro rata (starting salary depending on the competencies and experience of the successful candidate). The package also includes 25 days leave and a pension.

As the role involves some contact with children and vulnerable young people and their data, the successful candidate will have to undertake a DBS check and all those invited to interview will be required to complete a self disclosure.

Key responsibilities and accountabilities


  • Together with the Chief Executive and Head of Programmes, oversee annual budget creation and on-going budget control

  • Manage preparing of statutory accounts, audit, VAT and any other finance compliance (in partnership with our external accountants)

  • Maintain financial projections and oversee financial reporting to SLT, trustees and funders (including the preparation of monthly management accounts)

  • Track incoming resources through further developing and maintaining our Grant Management Information System

  • Oversee outgoing payments, including oversight of tendering, payroll, expenses, etc

  • Oversee mortgage and regular reporting to mortgage provider (Charity Bank)

Strategy, legal and governance 

  • Identify, plan for and deliver all operational, financial and IT-related initiatives required to deliver on our ambitious growth objectives

  • Continually improve operational systems, processes and policies in support of the organisation’s mission and ethos

  • Oversee all legal contracts – including subcontracting and partnership working

  • Oversee and further develop all organisational policies

  • Ensure all policies are effectively implemented and that all staff remain up to date with necessary training and checks

  • Ensure effective and appropriate risk assessment and management procedures are in place and implemented, including insurance and office risk assessments

  • Provide governance support as requested by the Chief Executive (including registration of new trustees)

  • In collaboration with our Head of Programmes, oversee and develop RSN's approach to meeting the requirements of UK GDPR, including staff training and data hygiene days

Human resources

  • Oversee all employment contracts

  • Oversee operations onboarding processes for all new starters

Information management

  • Oversee database development and management

  • Ensure organisation is working within the most efficient internal online file management systems and architecture, with appropriate access and permissions for staff and volunteers

Office, Logistics, Health and Safety

  • Manage all premises contracts – both for tenants in our London office and as tenants across the UK

  • Ensure health and safety standards are met across the organisation, including from staff who need to work from home

  • Oversee all telephony and IT provision (landlines, staff mobiles and laptops etc)


  • Maintain some form of direct contact with the young people RSN serves, as agreed with your line manager. This may involve mentoring one young refugee, attending sessions of our Youth Advisory Board or other comparable responsibility


Person specification


  • Strong financial and commercial awareness, with a track record of setting and managing budgets

  • Strong track record of financial analysis and preparation of financial reports

  • Experience using an accounting system (such as Xero)

  • Confident line manager with a track record of building and motivating teams

  • Experience of drafting and reviewing contracts (both for employment and services)

  • Experience of drafting and reviewing organisational policies

  • Proven ability to develop, monitor and maintain management information systems and procedures to help teams work effectively Experience of managing operations in an office and/or community premises

  • Proven administrative, leadership and management ability in organisational development


  • Ability to think strategically and convert strategy into detailed operational plans

  • Ability to communicate effectively in person, in writing and over the telephone with individuals and with a wide variety of organisations and audiences and to research, analyse and interpret complex information and produce clear verbal and written reports
