Job Description

Relate is a prime contractor for delivery of one of 4 contract package areas of the DWP Reducing Parental Conflict Programme.  Mobilisation and delivery runs over 27 months, and commenced in February 2019.  The overall value of the package area is £3.5 million, delivering interventions to nearly 3,000 people. 

The contract package area covers 10 local authority areas in the North East of England, with two subcontractors in the supply chain.

This is a key project for Relate helping us to develop new skills in working with new client groups.

A number of the interventions have never been tested in this country, or with this client group, so the programme is a part of a DWP led evaluation programme.

Some of the key activities for the role include:

  1. Establish a project management approach to this contract, including the development of the project plan and the creation of a local project management board

  2. Develop a set of project systems, including reporting, performance management, staff management, quality and audit, payment and invoicing

  3. Working with the Delivery Manager, develop close working relationships with key stakeholders across the Contract Package Area (CPA)

  4. Manage the interface of this project with the wider Relate organisation

  5. Closely and proactively manage all project timelines; performance targets and service standards; other contract requirements - identifying and implementing remedial actions within the agreed scheme of control

  6. Closely manage the programme budget to drive financial performance

  7. Be a key point of contact and relationship management between the DWP and Relate

To be sucessful in this role:

  1. Experience of managing central government contracts (Essential) and DWP contracts in particular (Desirable)

  2. Commercially astute –  ensuring maximum value for money on spend decisions

  3. Significant experience of project and programme management of a similar budget size.

  4. Significant experience of line management.

  5. Experience of working with local authority children and family services (Desirable)

  6. Experienced in Payment by Results contracts

  7. An understanding of implementing models of intervention which are both new to the delivery organisation and the beneficiary communities

  8. Strong finance and budget management skills as they apply in a project management setting

  9. Demonstrable understanding of risk assessment and risk management within a project setting

  10. Understanding of the importance of relationships and parental conflict (Desirable)

  11. Relationship and stakeholder management skills at all levels

  12. An understanding and empathy with front line staff working in challenging environments.

  13. Project management qualification (Desirable)

  14. Experience of project management in a not-for-profit environment

  15. Excellent IT skills

  16. Good demonstrable skills in: communicating, reporting and presentation
