Housing Rights Manager
London NW1 1NA
Salary of £36,836 FTE (pro-rata £29,469 per annum, 0.8 FTE, expected to be worked over 4 days.)
28 hours a week, 0.8 FTE. 24 month contract subject to successful probation period, with possibility of extension subject to funding.
About CARIS Families
CARIS Families is a small, frontline charity that supports families who are homeless and living in overcrowded multi-occupant hostels in the London Boroughs of Hackney and Camden. Life in temporary accommodation hostels entrenches children and their parents in poverty and disadvantage. Families suffer from acute overcrowding, inadequate basic facilities and a permanent sense of unsafety. The nature of hostel life isolates people from their support networks, decimates their physical and mental health and becomes an adverse life experience in itself for families already suffering the trauma of having become homeless.
CARIS Families exists to provide early intervention to mitigate the worst effects of hostel life and homelessness for children and parents in our four target hostels. We do this by providing hands-on play, learning and social activities to help children meet their potential, improve families’ wellbeing and build their support network. We provide a holistic family support service that case-works with each family individually to reduce financial and other pressures on them as they wait for a permanent home. We also use our data and learned experiences about temporary accommodation to join campaigns for reform to temporary accommodation policy and practice, both locally and nationally.
We have just received funding to employ a dedicated Housing Rights Manager for the next two years. This is an exciting addition to our team, as it will be our first staff member dedicated to helping our homeless families with their housing case. The housing system is notoriously opaque: families tell us it can be a hopeless minefield to navigate independently and that they often can’t access meaningful help with it, resulting in years-long hostel stays. Our Housing Rights Manager will step into the gap and work with families on an individual basis to gain the information and support they need to progress their housing case and expedite their move-on into a suitable home.
About the role
Our Housing Rights Manager will be a key member of our Family Support Service. They will manage a weekly drop-in clinic from within the hostels where they will assess new housing cases and develop a support plan with families. They will manage a full housing caseload of housing support work, collaborating with relevant local groups, local authority partners and law centres to progress families’ housing cases. They will learn from the barriers families tell us they face, develop CARIS Families’ housing advice service in response and use these learnings to contribute to campaigns for reform to temporary accommodation practices and policies locally and nationally.
In their first year, the Housing Rights Manager will work in partnership with housing solicitors at Shelter to write a Housing Information and Rights handbook tailored to the processes of our target boroughs. The handbook will aim to demystify the temporary accommodation system in our two boroughs, explain residents’ legal rights and help them understand their options. It will form a key part of the support we can offer and allow us to reach many more families in hostels than our small staff team can individually case-work with.
This is an exciting opportunity to join a committed staff team of just 5, working in a person-centred and community-minded way to make a real difference to families on the frontline of inner-London’s housing crisis.
The Benefits
- Salary of £36,836 FTE (pro-rata £29,469 per annum, 0.8 FTE, expected to be worked over 4 days.)
- Flexible working can be negotiated around core frontline delivery hours
- 25 days’ annual leave, plus Christmas week closure and bank holidays (pro rata)
- 6% employer pension contribution
- Ongoing learning and development opportunities
- Being part of a dedicated, supportive and inclusive team
We particularly welcome and encourage applications from Black, Asian and Minority Ethnic individuals, and those who have lived experience of the impact of homelessness and/or temporary accommodation policy and practice.

Community Action Redbridge is a local infrastructure organisation working to support strong and resilient communities where people lead happy, healthy and fulfilling lives. We are a small, friendly team based in central Ilford - just 20 minutes by train from Liverpool Street station.
The healthy communities programme aims to find new ways to promote health and address inequalities in Redbridge using community development and health creation practice.
Over the past year, our team of outreach workers and community development practitioners have engaged over 4,000 residents, helping local people build and share knowledge about health, encouraging people to take control over their wellbeing, and exploring what can improve health and wellbeing in Redbridge.
Through our activities, we have identified two communities in the borough experiencing significant inequity – the Roma community and people living in Loxford ward – along with key priority areas for developing community action initiatives.
Programme Overview 2024 - 2025
Over the next year, we will work alongside local people from the identified communities to build on their strengths and take action for improved health and wellbeing. We will achieve this by supporting local people to establish a monthly community network to:
-
Consider the future they want for themselves and their communities,
-
Discuss issues and agree collective priorities,
-
Share ideas and problem-solve issues, and
-
Take practical action towards realising the future they want to see.
Through this network, we will share information about local services, groups, and activities, and offer training and support for local people to upskill and take the lead with confidence.
We will also lead the development of a Loxford neighbourhood forum where residents, community groups, voluntary sector, health (e.g., GP practices), education and social care services can come together to make connections, work together on what matters to local people, and address health and wellbeing needs in the area.
Finally, we have been re-commissioned by the Public Health department of Redbridge Council to continue delivering our TB Awareness project, raising awareness amongst communities who are at high risk of TB.
You will be responsible for managing the day-to-day operations of projects within the Healthy Communities Programme, which includes overseeing the team and providing support for community action initiatives.
We are looking for someone who is passionate about the power of community, with experience supporting inclusive community development and participation to drive change. You will also need to have project management experience and a commitment to the learning and development of yourself and those you manage.
If this sounds like you, we would love to hear from you!
To apply for the post please download the job description and application form on our website and return your completed application form by no later than 9 am Tuesday 2nd April 2024.

The Bexley SHiFT Practice is a collaboration between SHiFT Organisation ltd (a registered Charity) and Children’s Services at the London Borough of Bexley. SHiFT exists to break the destructive cycle of children caught up in, or at risk of, crime and associated behaviour. Following a successful pilot, we are expanding.
The SHiFT Practice works with children and young people up to the age of 25 for whom things are getting worse, not better. SHiFT offers children an intensive, 18-month, needs and strengths-led, therapeutic relationship. Investing time enables SHiFT to create trust, build stability and provide consistency. Working as highly skilled, multidisciplinary teams of professionals, SHiFT gets alongside young people who are among the most vulnerable and causing the most harm to themselves and others. We start from wherever a young person is, working systemically with them, their family, friends, and community (including all statutory professionals in their lives) to develop high trust, culturally competent and strengths-driven relationships that catalyse pro-social change.
We know that change is difficult. We also know that young people in conflict with the law have complex and overlapping education, health, and social care needs, and that offending behaviours can mask significant and underlying vulnerabilities. Recognising this, SHiFT uses Breaking Cycles and commits to doing whatever it takes to break destructive cycles of harm and trauma. Unconstrained by age, geographic or professional boundaries, SHiFT starts with aspiration and belief in the young people in our care.
For the position of guide, we are looking for a highly skilled practitioner, with significant experience of working with adolescents. Whether your background is in social care, education, health, youth justice or the voluntary sector you will have experience of delivering successful change through evidence-based approaches with children and young people who present with a range of complex needs. You will be able to work flexibly and independently with limited management oversight. You will need to have outstanding communication and interpersonal skills and bring experience of working in a multi-disciplinary context.
Please refer to the Job Description attached for more information.
Appointment to this post will be subject to the outcome of an Enhanced Disclosure obtained through the Disclosure and Barring Service (DBS)
The client requests no contact from agencies or media sales.
