The National Lottery Community Fund is the largest funder of community activity in the UK - we’re proud to award money raised by players of The National Lottery to communities across the UK.

Last year alone we gave out over half a billion pounds (£588.2 million) of National Lottery funding to over 14,000 community projects across the UK, enabling even more people and communities to bring their ideas and ambitions to life. Over eight in ten (83%) of our grants were for less than £10k, going to grassroots groups and charities.
We are here to support people and communities through bad times as well as good – and that has never been so important as this year. Thanks to National Lottery players, we’ve been able to respond quickly and positively to communities working hard to mitigate the impact of COVID-19. Their efforts have been humbling and inspiring and we’re delighted to have been able to help by distributing over £400 million pounds in National Lottery funding alone across the UK since the first lockdown began in March 2020.
Our Funding Strategy Directorate and Policy & Practice Team
The National Lottery Community Fund manages five distinct funding portfolios: the UK portfolio which supports work that spans the four countries; the Wales portfolio; the Scotland portfolio; the NI portfolio and the England portfolio.
Our newly-established Funding Strategy Directorate sits across these portfolios. The Directorate is a central enabling and generative function that supports the development, innovation and delivery of our funding. It does this through the provision of systems, policies, frameworks, guidance and other services to our funding teams, driving forward innovation and best practice. It provides consistency and clarity of purpose across our funding, whilst still allowing our funding portfolios the flexibility and autonomy to make funding decisions appropriate for their specific working context.
About the Role
The Senior Funding Policy and Practice Manager role is housed in the Policy and Practice Team within the Funding Strategy Directorate. The team is responsible for ensuring our Fund-wide funding policy and internal practice enables funding to make the greatest possible difference to communities, whilst recognising the wider regulatory and strategic considerations associated with the distribution of public money.
Working with the Senior Head of Controls, Policy and Practice, you will play a key role in developing our Fund-wide funding policy and practice. You will work with internal and external stakeholders to ensure that our funding policies, which set the direction on who we fund, what we fund and how we fund, are fit for purpose. A key part of this will be ensuring that our funding policy and practice is “for everyone”: we’re looking for someone who recognises that our commitment to equity and fairness in our grant making should not just ‘sit next to’ our funding policy, but instead ‘flow through it’.
You will recognise the importance of innovation in policy and practice, and have an eye for identifying internal and external insight that has the potential to inform our policy and practice direction. You will be well-connected internally and also hold some key external relationships. You will collaborate with these individuals to formulate well-considered policies that are aligned with our strategic ambitions.
The right person for this role flourishes in complexity and relishes the challenges of finding the best path through overlapping and often competing agendas. They are adept at managing a diverse and ever-changing workload, and setting their own priorities in response to insights from a wide variety of sources, including our grant-holders, staff, our senior management team, and external stakeholders.
Critically, you will recognise that decisions and intentions only have an impact if they are acted upon, so you will work internally to ensure that our policy and practice is effectively operationalised.

Location: Multiple locations considered. Flexible on visiting the office twice per month / when necessary

As an experienced senior leader, you may, or may not come from a funding background but are likely to have significant experience working with mission-driven organisations. You will be a confident and clear communicator. Critically, you will be committed to turning strategic intention into everyday practice.
Specifically, you’ll need to have examples that demonstrate your experience, qualifications and mindset in these areas:
- Experience effectively collaborating with, and influencing, colleagues from a broad range of disciplines, including those in senior leadership roles
- Operationalising complex policy and strategic positions through the changing of systems and processes
- Good decision-making skills, considering evidence, competing agendas and strategic priorities, and mitigating risk as appropriate
- Demonstrated effectiveness as a communicator who feels comfortable in all environments – from one-to-one communication to facilitating/chairing meetings with senior leaders
- Experience of contributing to large, complex strategic challenges and systems change
- Values-driven and passionate about the Fund’s purpose.
- Strong commitment to the Fund’s ambitions, particularly in terms of equity, diversity and inclusion
- Experience building skills and understanding across an organisation or team, with clear examples of how you have simplified dense topics down to pragmatic yet meaningful content and action
