The London Office of the United Nations High Commissioner for Refugees is seeking to fill the following position:

Background information

Established in December 1950, the Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate international action to protect and assist refugees and other persons of concern.

In the UK, UNHCR provides guidance on refugee and statelessness law and policy to the UK government, legal practitioners, non-governmental organizations and others. We are involved in coordinating UNHCR’s engagement with the Home Office to deliver protection to persons of concern through its resettlement programmes. The Office is also focused on working with the UK authorities to strengthen the integration of refugees in the UK. The Office’s work includes intervening in court proceedings, which are precedent-setting for the international protection of refugees, engagement with parliamentary bodies, including with respect to the development of legislation affecting persons of concern to UNHCR, and providing training on a range of issues to those working with asylum-seekers, refugees and stateless persons.


Organizational Setting and Work Relationships

The Senior Procurement Assistant provides procurement support to all activities pertaining to the procurement function including planning, tendering, evaluation, award and contract administration within the area of responsibility (AoR).

The incumbent is supervised by a relevant higher-level position and receives regular guidance and instructions from the supervisor on successive steps. S/he works independently on routine tasks while follows instructions of the supervisor on more complex issues. The incumbent may have contacts on a working level on specific issues with other UNHCR offices, UN agencies, NGOs, government partners and commercial contractors in the area to facilitate performing the procurement function. The duty of the incumbent is to support procurement management within the geographical area covered while exercising efficiency in the use of those resources.

  • In compliance with procurement rules and procedures, support the related procurement activities to facilitate UNHCR end to end processes resulting in a timely and quality delivery of goods and services to persons of concern. 
  • Apply UNHCR's sourcing & procurement strategy when planning and/or purchasing commodities and services.
  • Examine purchase requisitions to ensure conformity and liaise with requesters when necessary.
  • Prepare Requests for Quotation as well as formal tender documents.
  • Actively support Evaluation Committees within the AoR.
  • Produce bid tabulations and prepare Purchase Orders for approval.
  • Dispatch approved Purchase Orders, and follow-up with the delivery of ordered commodities and services.
  • Administer contracts and update vendor performance evaluation in coordination with the Contract Manager
  • Provide information on all procurement activities within the AoR.
  • Maintain accurate and comprehensive records on procurement activities and provide reports and updates periodically, and on request. Compile statistical information on procurement related matters that will assist in decision making.

In the Country Operations

  • Ensure local liaison to effectively support procurement activities.
  • Assist in procurement management of goods and services according to UNHCR rules and regulations as well as country-specific SOPs;
  • Assist in vendor evaluation and preparation of submissions to relevant CoCs.
  • Perform other related duties as required.


Operational Context:

The Senior Procurement Assistant will report to the Admin Associate. The United Kingdom Country Office (CO) is located in London and works under the Regional Bureau for Europe.

The Country Office is moving into new premises. The incumbent will support the Admin Unit and act as first point of contact ensuring that all preparations are made in good time and the move is carried out efficiently.

In particular, the incumbent will liaise with suppliers, trades people and others to ensure that the fit out is carried out in accordance with agreed standards and UNHCR rules; and that the move of staff, goods, etc. to the new premises (located in the same building) is properly organized. The incumbent will also liaise with UNHCR’s own IT services to ensure that the infrastructure is in place.

The Senior Procurement Assistant will be assisting with the tendering and will need to be familiar or able to understand quickly UNHCR procurement and supply policy. They will also be responsible for ensuring adherence to budget and raising cost implications of the move to ongoing year on year costs. Experience with project management within an international organisation or charity would be a desirable asset.
