Title: Associate PPH Officer (Proposal Development)

Duty Station: Flexible location within Europe (working from home)

Contract Type: UNOPS, International ICA, Level 1 (P2 equivalent)

Duration: 1 July 2021 - 31 December 2021 (renewable contract)

Application start date: 2nd June 2021

Application closing date: 15th June 2021

UNHCR, the UN Refugee Agency is a global organization dedicated to saving lives, protecting rights, and building a better future for refugees, forcibly displaced communities, and stateless people. Every year, millions of men, women, and children are forced to flee their homes to escape conflict and persecution. We are in over 125 countries, using our expertise to protect and care for millions. UNHCR is almost entirely funded by voluntary contributions from governments and private donors.

UNHCR’s Private Sector Partnership Service (PSP) supports the Agency’s global collaboration with the private sector through its network of fundraisers and national associations in over 30 operations in the Americas, Europe, Africa, Asia Pacific, and the Middle East and Gulf region (“the PSP network”). The ambitious new PSP Global Strategy 2018-2025 has the vision to grow PSP into a service capable of generating $1bn annually. The strategy focuses on both individual giving (IG) and Private Partnerships and Philanthropy (PPH) and identifies priority markets and regions.

The PSP network includes fundraising staff who are dedicated to PPH (“PPH fundraisers”), which refers to the work of building and managing partnerships with corporations, foundations, and High Net Worth Individuals (collectively called “PPH donors”). A subset of the PSP Global Strategy and within wider organizational changes within UNHCR aimed at guaranteeing that the organization has the structure and resources in place to effectively respond to the challenges of forced displacement, the PPH Global Strategic Framework (2018-2025) aims at raising $300 million annually from PPH donors as well as mobilizing other forms of private sector support for the organization and persons of concern.

Organizational context

The Private Sector Partnerships (PSP) Services works in different regions: Europe, MENA, Americas, Africa, and Asia, and further decentralizes at local levels.

The position will be part of UNHCR’s Private Sector Partnerships Unit, which sits within the Department of External Relations (DER) responsible for mobilizing resources to enable UNHCR’s refugee response programming around the world. The Associate PPH Officer (Proposal Development) position will be part of PSP Europe Regional team.

The position

The Associate PPH officer (Proposal Development) will be part of a multi-functional team in the PSP Regional Office for Europe, which coordinates and provides support to Europe-based fundraisers to achieve income targets and other goals set for the European region. Under the supervision of the Fund Raising Officer who acts as PPH regional focal point for Europe, the incumbent will focus on turning UNHCR program information – provided as building blocks -  into creative and inspiring fundraising products that help fundraisers secure and solicit private sector interest and support. The incumbent will to this effect collaborate closely with the HQ based Partnership Support Unit (PSU) – and fundraisers in Europe.

This is an integral role within the Regional Office which will produce concept notes, proposals and reports for PPH fundraisers, and thus contribute to PSP’s capacity to realize the ambitious targets set for private sector fundraising in both the immediate and long term.

The incumbent of the position will provide key cross-cutting support to PPH fundraisers in Europe by developing donor-friendly proposals, concept notes and reports, and assisting the coordination of content and information for fundraising products. He/She will utilize raw data on funding gaps and needs provided as building blocks by PPH’s Partnership Support Unit (PSU), UNHCR’s Global and Supplementary Appeals and other core documents, to develop creative and inspiring fundraising products that will appeal to a private sector audience.

Duties and responsibilities

Under the direct supervision of the Fund Raising Officer and working closely together with the PSU counterparts, the Associate PPH Officer (Proposal Development) will perform the following responsibilities:

  • Upon specific request from the PSP markets, research, produce, regularly update, and disseminate donor proposals, concept notes and fundraising packs. This will entail translating the raw materials from PSU counterparts, as well as readily available information on UNHCR programmes, technical expertise, operational budgets, and funding gaps to create inspiring and donor-friendly content. The incumbent will work closely with PSU so that the accuracy and reliability of especially budget and programme information is ensured before the final product is shared with donors or external audiences.
  • Produce reports and written updates on projects and campaigns funded by private donors, in line with European donor requirements and standards, to support further giving and uphold UNHCR’s reputation as a reliable partner for private donors. This will entail working closely with PSU counterparts, who will gather input from the relevant Bureaux, technical counterparts and field operations.
  • In consultation with PSU, produce any other specific inputs or tailored fundraising documents or content to fulfil donors’ needs and requests.
  • Research and produce fundraising content, including proposals and reports, to support fundraising from European donors during emergencies, as required.
  • Keep abreast of UNHCR operations to ensure fundraising content and materials are accurate, up to date and in line with UNHCR Priorities and key messages.
  • Ensure that any relevant content is shared and kept up to date on the relevant UNHCR platforms for collaboration, including PSP’s SharePoint pages and communities.
  • Working closely with European fundraisers and operations to coordinate and support the organization of field missions for private partners from the assigned region.
  • As deemed necessary, participate in meetings with donors as well as UNHCR field colleagues.
  • Support European fundraisers in building capacity and competence in producing high-quality donor-friendly products and materials.
  • As deemed appropriate by the supervisor, provide input and guidance on private sector interests, requirements, and expectations as relevant for the development of fundraising products for PPH donors.
  • In as far as relevant, and in coordination with the supervisor, collect and distribute any best practice material relevant to good practices and achievements in PPH fundraising and partnerships.
  • Perform any other related duties that may be required.
