About the role
As our Senior Finance & Operations Officer, you will be at the heart of our organisation’s success. Working closely with the Director, Finance and Operations, you will help to manage financial processes, streamline operations, and ensure both our UK and EU teams are properly resourced to drive our mission forward. You will interact daily with a broad range of stakeholders in the UK and the EU including senior level staff, external consultants and suppliers in the while also working closely with Finance, HR & IT colleagues in the US.
Key responsibilities
Financial Management (30%)
- Support on day-to-day financial activities including financial reporting, accounts payable and accounts receivable.
- Develop and implement best practices to optimise operational efficiency and effectiveness.
- Collaborate with the team to develop and monitor project budgets.
- Support decision-making through insightful financial analysis.
Operational Support (40%)
- Be the first point of contact for all enquiries from the campaigns and fundraising teams in the UK and EU.
Contracts Lifecycle Management (30%)
- Oversee the lifecycle of all supplier contracts: creation, submission and signing. (Legal contract knowledge is not required.)

You will be a dynamic individual with a can-do attitude who has a proven track record of juggling competing priorities and meeting deadlines in a fast-paced environment. The role is varied and has a significant financial element so strong numeracy skills, a solid knowledge of financial management principles paired with good communications skills are important. About you

The Senior Accountant (Financial Control) post can be based in either the London or Manchester office. This role is in the central Financial Accounting and Control Team (FACT). In addition to being DCMS’ financial accounting Centre of Excellence, the team leads in the production of the consolidated accounts of the DCMS Group (with 34 of its 42 Arms Length Bodies directly consolidated) and manages the National Lottery Distribution Fund. The team is the hub for all financial operational and control functions including treasury management, VAT, purchase to pay support and manages the relationship with DCMS’ shared services provider. The DCMS Finance team is relatively small and this provides opportunities for development not always found in a bigger department.
Key responsibilities of the Senior Accountant (Financial Control) will include:
- Management and delivery of robust financial policies, controls, processes and systems.
- Management of the core department’s key finance system (Integra) and the relationship with the department’s shared service provider.
- Overseeing the payment process for suppliers via Purchase to Pay (P2P), including prompt payment monitoring and reporting.
- Lead on the preparation of the DCMS core accounts.
- Leading the audit of the Core Department and ensuring all necessary documentation is available to the National Audit Office.
- Provision of sound technical advice on complex accounting, taxation and budgeting issues to a wide range of stakeholders.
- Ensuring that the Department’s financial systems, cash management and cash forecasting regimes run securely, smoothly and efficiently.
- Key influencer in the Matrix cross-departmental cluster to drive decision making for the new Enterprise Resource Planning (ERP) system which DCMS will be an early adopter of.
- Leadership and line management (including recruitment, development and training) of 3 direct staff and task management/close collaboration with 2 other staff members within the wider team.
The successful Senior Accountant (Financial Control) will have:
- Qualified financial accountant (CCAB, CIMA or equivalent) with demonstrable post qualifying experience in a large finance team
- Experience of preparing (or auditing) accounts in conformity with relevant accounting standards
- Experience of managing or using financial systems and advanced knowledge of Excel
- Be an excellent communicator, able to explain complex ideas both verbally and written
- Proven ability to work as part of a team delivering at pace in a fast-moving environment
- External audit background (desirable)
- Knowledge and experience of the FReM, Consolidated Budgeting Guidance (CBG), Managing Public Money and HM Treasury’s supply estimates manual (desirable)

The Finance Business Partners are essential in ensuring that key decisions makers are informed and engaged with key financial processes and manage risks.
About the Role:
As Finance Business Partner to Communications and Fundraising directorates, you will:
- Regularly advise Communications and Fundraising leaders and senior manager to review financial aspects of their operational plans.
- Develop a systematic forecasting process for the directorate and ensure robust 3-year income and expenditure financial plans are implemented.
- Support on long term financial plans and modelling supporting WAUKs 10-year strategy.
- Develop enhanced self-service reporting relevant at budget holder and department level that supports optimal decision-making.
- Create efficient finance processes that best deliver the needs of the organisation.
- Provide training and advice to build the financial management competencies of budget holders.
- Work closely with the wider finance and IS team on delivering the organisational priorities.
You'll also:
- Work with Communications and Fundraising department heads to produce their multiple year income and expenditure budgets that are required to achieve the multi-year operational plan and strategy.
- Evaluate performance against plans and apply business insight to enable fundraising strategies to be delivered successfully.
- Use analysis to identify trends from across the department and ensure optimal financial decision-making.
- Collaborate with the wider organisation to ensure that financial management information is complete and accurate.
- Use Business Intelligence Tools to develop insightful dashboards that inform decision making and encourage self-service.
- Identify operational and financial risks and determine the method of mitigating the risk with relevant stakeholders.
- Contribute to the delivery of a successful audit and use business insights to support the production the financial statements.
- Support the restructuring and prioritisation of resources within the directorate in line with strategy ambitions.
- To perform any other duties commensurate with the post as requested by the Head of Management Accounting.
About You:
To be successful, you'll need:
- Completed a professional accounting qualification (ACA, ACCA, CIMA, CIPFA). We are also open to part qualified candidates with the appropriate professional experience and the intention to finish remaining exams. - Experience of formulating, overseeing and reporting on operational plans, including KPIs.
- Demonstrable innovative ability: using data and insight to inform recommendations for improvements to products, processes or activities.

- Keen interest in information systems, ability to learn new systems quickly.
- Experience of accounting for restricted funds, preferably in an international organisation.

The Centre for Ageing Better launched the first ever campaign focusing on ageism in January 2024.
Ageism is the most widespread form of discrimination in the UK. And it will impact us all at some point, particularly as we get older. Ageism affects how society sees older people: they’re often reduced to offensive stereotypes, patronised, or treated as a burden. And it even affects how we see ourselves. As the years progress, we start to believe what we read, see and hear, and come to think that we’re ‘past it’.
The Head of Ageism Campaign plays a key role in a small team responsible for planning and delivering a nationwide public-facing campaign to bring an end to ageism in England. The public-facing campaign is one strand of a wider ‘age-friendly’ social movement aimed to make people think, feel and act differently about ageing, which will work on a number of levels and with a range of different audiences.
Under the direction of the Director of Communications & Policy and with an expert external consultant, this role is responsible for planning, delivering, measuring and iterating campaign activities that lead to measurable changes in attitudes and behaviour amongst the public.
The campaign will position Ageing Better as a thought leader and expert on ageism in England and mobilise the public and stakeholders around key activity and campaign moments, working at a national, regional and local level.
The postholder will jointly manage a creative agency to deliver phase two of our mass marketing campaign, ‘always on’ activity, and a moment of collective action once a year for warm audiences and ambassadors for the campaign.

You will have excellent experience in campaigning techniques and communications, with first-class writing skills. You will understand how to influence the public and move people along a behaviour/attitude change journey.
