Job description

The global south is deprived of at least £200bn each year through tax-dodging by multinational corporations. In the UK, when all taxes are taken into account, the poorest pay a higher rate of tax than the richest. Tax avoidance costs the UK exchequer at least £30billion each year. Tax injustice contributes to poverty and inequality. We think its wrong, and we want to do something to change it. Will you come and help us?

Church Action for Tax Justice (CATJ) is one of two major programmes of the Ecumenical Council for Corporate Responsibility. Our vision is a more just and sustainable world - a world in which economic justice, human rights and environmental sustainability are core principles. We work to empower churches, faith groups, organisations and individuals to bring about positive change through encouraging joined-up financial choices and campaigning for a fairer tax system. 

We are looking for a new Chair to oversee the CATJ Committee. The ideal person will be someone who is theologically and economically literate, and who believes that one of the best ways to tackle poverty and inequality is by addressing the structural causes of those issues. The Chair does not necessarily have to have deep expertise in matters of tax justice, but they should be willing to become familiar with the issues. We do want someone who is a Christian, is able to chair effectively and who can help lead the work of the committee to be as effective as it can be.

The role is unremunerated and requires attendance at four CATJ meetings per year (remotely for the time being). In addition, the Chair is likely to be invited to be a trustee of the ECCR Board though it is not essential for the Chair to accept that invitation. Key responsibilities

  1. To lead the members of the CATJ Committee in acting as a sounding board for those members of staff working on the CATJ programme, ensuring that CATJ’s activities are in line with its stated objectives.
  2. To lead the members of the CATJ Committee in holding the CATJ programme staff to account in the delivery of the programme and to the agreed timelines set
  3. To lead the members of the CATJ Committee in acting as a resource and a critical friend in all aspects of CATJ’s work
  4. To chair the Committee according to its Terms of Reference as set out by the ECCR Board

Duties and tasks to fulfil the key responsibilities

  • To chair meetings of the CATJ Committee (x4 per year) and be willing to attend ECCR board (x2 per year at least)
  • To provide oversight of the work of CATJ, working with staff, to ensure the charitable objectives of ECCR are upheld, the charitable responsibilities of ECCR are not breached and that the overall objectives of CATJ are maintained
  • In partnership with the staff team and the rest of the Committee, to set the strategic and policy framework for CATJ while recognising that some policy detail will be determined by the executive staff team
  • To advise in setting realistic and achievable targets for CATJ
  • To facilitate the Committee in providing advice into policy positions taken by CATJ
  • To lead the Committee in acting as a critical friend as staff develop educational, worship and campaign materials.
  • To provide support and advice to the staff team and in particular the programme director
  • To assist in disseminating CATJ materials (both print and digital) to their own constituencies as appropriate, and to encourage Committee members to do the same
  • To lead the Committee in advising on potential sources of funding and in disseminating fundraising appeals as appropriate
  • To work with other Committee members in holding the staff team to account for delivery against workplan and targets
  • To lead the Committee in ensuring CATJ’s impact is clearly documented and communicated to stakeholders and funders.
  • To ensure that the Committee adheres at all times to its terms of reference and within the scope of its delegated authority

Person Specification

Essential

  • A Christian
  • Ability to chair meetings effectively
  • Ability to provide both support and challenge to staff team
  • Ability to address either the theological or economic dimensions of Tax Justice 

Desirable

  • Active role in church body or denomination 
  • Known profile in the Christian sector
  • Ability to represent CATJ and its work in the public arena
  • Experience of working with a campaigning organisation
