Job description

Refuge Manager 

Hours of Work: 37 hours per week (some out of hours work may be required)

Salary:  £34,728

Job Purpose: 

• To work as part of the Management Team with specific responsibility for managing refuge accommodation, ensuring a high quality service for women and children who have experienced domestic violence. To support and supervise a staff team, in the development and delivery of services for women and children in refuge. 

Responsible To: The Operations Manager

Duties and Responsibilities

Project Management:

• To identify service needs and inform the Operations Manager as appropriate

• To comply with the Housing Association management agreements

• To ensure that services comply with the funders’ criteria and with agreed quality standards, including Supporting People Quality Assessment Framework

• To develop and maintain appropriate fire safety and health and safety systems that comply with current legislation

• To act as the designated lead on safeguarding of children and vulnerable adults for the refuge

• To ensure that the building and furnishings are kept to a high standard to develop and maintain appropriate maintenance systems

• To ensure that any issues are reported to the Operations Manager and where appropriate to the Housing Association

• To monitor and evaluate the service, via various methods including feedback from service users and by producing statistical information

• To prepare quarterly reports for the Chief Executive Officer

• To be responsible for ensuring that returns are forwarded to the Supporting People team, the RSL and other funders as appropriate. 

• To ensure that monitoring systems are maintained and used by staff

• To ensure that Birmingham & Solihull Women’s Aid (BSWA) administrative and financial systems are maintained across the service

• To ensure that adequate records are kept for all service users

• To ensure that appropriate inventories exist to account for the equipment and resources

Development:

• To develop the services to meet the needs of the service users

• To develop a work plan for the services

• To work with the Chief Executive Officer and Management Board to develop, agree and implement a fundraising strategy

• To develop and ensure the implementation of appropriate policies and procedures with the management team

• To develop links with outside agencies and attend relevant fora and meetings in order to enhance the work of BSWA

• To work with the management team in the development of BSWA

• To participate in the development of Strategic and Annual plans for the organisation

• To participate in the development of Strategic and Annual plans for the organisation

• Staff Management:

• To offer line management, support, case reviews and annual reviews and plans for the staff team

• To assist in the recruitment and selection of staff

• To devise and run induction programmes, in consultation with the Operations Manager

• To ensure that staff are aware of and follow policies and procedures

• To ensure that staff receive appropriate training within budgetary constraints

• To facilitate team meetings and ensure that they are recorded

• To ensure that an adequate shift system is developed and adhered to

• To ensure that staff provide adequate support and supervision for volunteers and that they are integrated into the team

Communication:

• To ensure that all staff team members are aware of any matters that are relevant to the welfare and security of the refuges, staff, volunteers and service users by:

• Maintaining BSWA communication records 

• Following safety procedures

• Attending team and organisational meetings

• To attend in-house training

• To attend support and supervision sessions with your line manager

• To develop a professional working relationship with external agencies

• To contribute towards your project’s quarterly Management Board report.

• Financial Management:

• To work with the operations manager to develop a project budget

• To ensure that appropriate finance systems are maintained and that staff are aware of and follow finance systems

• To ensure that the services run within budgetary constraints

• To keep the Chief Executive Officer informed of the financial needs of the refuges

• To ensure that all charges are collected and recorded and report to the operations manager any problems related to this

• Support Work:

• To ensure that an Individual Support Plan is produced for each service user, in conjunction with the service user, and reviewed on a regular basis

• To ensure that individual needs of women and children are identified and to ensure that these needs are met by using both in-house resources and external agencies

• To ensure that appropriate methods of communication with service users are developed and implemented

• To maintain the confidentiality of the women and children using the service 

• To ensure that safeguarding issues in relation to service users are identified and dealt with in line with relevant policies.

• To ensure that information for service users is developed and  kept up-to-date

• To develop and maintain appropriate referral systems and to work to ensure that void loss is minimised

• To ensure that services to women and children meet statutory requirements

• To ensure that the move on policy is implemented effectively

• Training:

• To identify and attend training relevant to the post in agreement with your line manager

• To work alongside colleagues to organise in-house training and information sessions on a range of issues for service users 

• To raise awareness of the impact of domestic violence on women and children and of the BSWA services

• General:

• To maintain confidentiality in all matters relating to the organisation

• To offer an equal service to all women and children regardless of age, class, culture, language, race, religion and sexual orientation

• To maintain an awareness of the issues surrounding domestic violence on a national and local level with a particular reference to those of relevance to child work

• To work within organisational and multi-agency child and adult safeguarding procedures and to act as a designated lead for safeguarding for the project

• To ensure the efficient use of resources at all times

• To work within BSWA policies and procedures and demonstrate a commitment to the values and ethos of BSWA 

• To work within BSWA’s framework for equal opportunities and anti-discriminatory practice

• To undertake any other duties required by BSWA, which may arise incidentally, develop, or be assigned commensurate with the post

These posts are subject to a 6% pension contribution.  Women only need apply.  These posts are covered by a Genuine Occupational Requirement (Schedule 9; Equality Act 2010).
