We're looking for an Honorary Treasurer to join our valued Board of Trustees who will play a pivotal role in ensuring IPEM is well governed and complies with all financial legislation and good practice for charities. This is an exciting time to join IPEM, with an ambitious growth plan agreed for the next 5 years.
The Honorary Treasurer chairs the Institute’s Finance and Business Planning Committee (F&BP), four meetings/year, normally held on line and is also a Trustee and Director of IPEM, attending the Board of Trustees’ four meetings/year, normally 2 in York and 2 in London. We anticipate a commitment of 12 - 15 days per year with the meetings during the working day (9 - 5pm).

Our trustees are a collective body, with equal responsibility for the governance of our organisation. The following are the expectations of all trustees, plus for this role, a strategic and long-term focus on the organisations’ finances and financial management. The Treasurer works closely with the Chairman, our Chief Operating Officer and the Finance Manager, as well as leading liaison with the External Examiner.
General duties of all trustees
- Ensuring that our organisation pursues its stated objects (its purposes), as defined in our Articles of Association, by developing and agreeing a long-term strategy.
- Ensuring that our organisation complies with its charitable obligations, charity law, company law and any other relevant legislation or regulation.
- Ensuring that our organisation applies its resources exclusively in pursuance of its charitable objects for the benefit of the public.
- Ensuring that our organisation defines its goals and evaluates performance against agreed targets.
- Safeguarding the good name and values of our organisation, our people and our beneficiaries.
- Ensuring the effective and efficient administration of our organisation, including having appropriate policies and procedures in place.
- Ensuring the financial stability of our organisation.
- Protecting and managing the property of our charity and ensuring the proper investment of the charity’s funds.
- Having clarity on the difference between strategic governance functions for trustees and operational management functions for employees.
- Following proper and formal arrangements for the appointment, supervision, support, appraisal and remuneration of our employees.
- Understanding and acceptance of the legal duties, responsibilities and liabilities of trusteeship.
In addition to these duties, each trustee should use any specific skills, knowledge or experience they have to help the Board of Trustees reach sound decisions. This will involve scrutinising Board papers, leading discussions, focusing on key issues, providing advice and guidance on new initiatives, and other issues in which you may have particular expertise.
Specific duties of our Treasurer
- Monitoring the financial standing of the charity and reporting to the Board about cash-flow forecasting, income streams, out-going expenses and the overarching strategic management of the organisation’s financial resources.
- Overseeing planning/budgeting processes in participation with the Board.
- Advising on the financial implications of the charity’s strategic plans and overseeing the charity’s financial risk-management process.
- Leading in the development and implementation of financial reserves, cost management and investment policies.
- Liaising with the External Examiner, in particular for the end-of-year Examination.
- Advising the Board on appointment and review of the External Examiner on an annual basis, reporting on financial health to the Board of Trustees at regular intervals.
- Guiding and advising fellow trustees to present, and asking Members to formally approve, the Trustees’ Annual Report and Examined Accounts.
- Ensuring that the organisation’s Annual Accounts are submitted to all relevant regulators in a timely fashion.
- Explaining financial technicalities of Management and Annual Accounts in plain language which is fully understood by all trustees. Working with the Finance Manager, preparing and producing Management Accounts in a timely manner for Board meetings.
- Acting as one of the people authorised to access online banking.
It is recognised that this role is voluntary and that our employees and other trustees will provide support, assistance and resources as are available to enable you to utilise your best endeavours to carry out these duties within those resources. Here is some of what we would expect from our Treasurer. We know that you may also need training and support from employees, from other trustees and from external organisations, and that that will be forthcoming, as necessary, to build on any area.
- Experience and knowledge of managing finances.
- A recognised financial and/or accounting qualification would be highly beneficial but is not a prerequisite. Experience and knowledge of current practice relevant to charities or SME finance would be highly useful but not a prerequisite.
- Ability to communicate financial information clearly, especially to other trustees whose in-depth financial knowledge may be less than yours.
- Strategic vision; good, independent judgement; ability to think creatively, tempered by pragmatism and reality.
- Skills to analyse proposals, examine their strategic financial consequences and make concise recommendations as part of the trustees’ team.
- Ability to cooperatively work with the team of trustees, bringing impartiality and objectivity to decision-making.
- Skills and ability to listen, even to dissenting views.
- Willingness to speak your mind and to challenge other trustees and employees with good intent; able to make unpopular recommendations to the Board, if necessary.
- Commitment to the organisation; willingness and ability to devote the necessary time & effort, and maintain that for a period of office of a minimum of three years.
- Understanding of the needs of our beneficiaries is desirable; an empathy with them is important.
- Clear commitment to equity, diversity and inclusion, valuing differences to make better decisions and deliver better outcomes.
- Experience of committee work, with an understanding of the role of the Treasurer in effective (charity or corporate) governance, would be highly-valued.
- Willingness to be available to employees and volunteers with financial responsibilities on a scheduled or ad-hoc basis to provide advice and answer enquiries.
- Having appropriate personal and professional contacts & networks, with willingness to draw on those as needed would be beneficial.
Location & time commitment
The Board meets four times per annum, three remotely and one in-person meeting in central London. Much of your role can be carried out online and by phone/video. It should be noted that the focus of this role is strategic and you will not be managing the organisation on a day-to-day basis; however, regular contact and liaison with our Chairman, the Chief Operating Officer and the Finance Manager is expected. This is a voluntary position, with reasonable reimbursement of agreed expenses, if needed.

We are currently seeking to recruit goverenance members to our Local Boards who can contribute to the support and challenge operating in our schools and bring experience, for example in finance, marketing, data analysis, human resources.

There are approximately 210,000 school governors in England – the largest volunteer force in the country. High-quality governance has a significant impact on how well a school is run and what pupils can achieve.
What we are looking for
Contrary to popular thought, you don’t have to be a parent or connected to the school in some way to be on the local board.
For our schools, the main advantage of having you join one of our local boards is the expertise and experience you can bring to the role. Knowledge of e.g. marketing, financial management, human resources, data analysis will greatly improve the effectiveness of our board and have a positive impact on our pupils’ education.
What we require of local board members
In terms of time commitment, we expect that you will attend at least one meeting per term, which will take place at the end of the school day (usually around 4pm) and rarely last more than 2 hours. Plus, take part in agreed school visits focusing on specific areas such as Pupil Premium, SEND and safeguarding. Feedback from members contributes to an evidence-base for self-evaluation and school improvement and you will be offered training and support to help you fulfil your role successfully. All those in governance roles, meet together at least once a year at a conference event.

All schools are in rural locations and are firmly rooted in their local communities. We support learners from 4-18 and inclusivity is central to our working. There are two SEND Centres for children with additional learning and cognition needs, supporting children in KS2, 3 and 4. Our schools are: Bacton Primary School, Cedars Park Primary School, Mendlesham Primary School and Stowupland High School.

About the role
The Chapter body is the custodian of the Cathedral and its precincts, and we are dedicated to the care and conservation of these wonderful assets, so they may enrich lives for centuries to come.
As a non-executive member of Chapter and trustee, your role will be critical to the leadership of the Cathedral.
As a member of Cathedral Chapter, the Chair of the Finance Committee will work strategically to support Chapter in ensuring good financial oversight and will work closely with the Chief Operating Officer and Chief Finance Officer to enable the effective financial management of the Cathedral. This will include developing a financial plan to align with any revised strategy, overseeing effective governance, budget planning, information management and reporting. In addition, this role has oversight of the Cathedral’s investment portfolio.
The Chapter is the Board of Trustees for the Cathedral, a registered charity, and has the ultimate responsibility for directing and overseeing its affairs – as a place of worship and a community of service, as a significant building and a heritage site of remarkable beauty, as a venue for events and as a globally recognised destination for pilgrims and visitors.
Members of Chapter come from a variety of backgrounds and seek to work collegially in their leadership and responsibilities as they take forward the ministry and mission of a Cathedral which has been servicing Wells and the County of Somerset for almost 850 years.
The objects of the Chapter are:
a) to advance the Christian religion in accordance with the faith and practice of the Church of England, in particular by furthering the mission of the Church of England;
b) to care for and conserve the fabric and structure of the Cathedral Church building;
c) to advance any other charitable purposes which are ancillary to the furtherance of the purpose referred to in sub-paragraph (a) or (b).
Who we are looking for
With considerable background in finance as either an executive leader or leader of a specialist finance function, the next Chair of the Finance Committee and Chapter Member will be committed to working with the other members of Chapter as they develop the strategy and plans to bring the mission and vision of the Cathedral to life.
They will understand the role of good governance and shared leadership in a complex organisation and will be able to contribute to the wider agenda of the Cathedral as well as lead on finance.
They will have wisdom and kindness in their leadership and enjoy motivating and developing the team around them. People from all areas of the organisation will find them approachable as they stretch thinking and share ideas.
They will be committed to learning and growing with other members of Chapter and personally as the Cathedral develops into its newly established charity status.
The ability to untangle complex figures and interpret them to others who may not be financially minded is key in this role. A strong financial background is essential, together with the ability to challenge and assimilate views to operate collegially whilst being mindful of the Cathedral environment and governance requirements.
Non-executive members of Chapter will be communicant members of the Church of England, or of a church with which it is in communion. What is a Branch Chair?
There are SSAFA branches throughout the UK and overseas. Many are further divided into local areas called divisions. Each branch has a Chair to oversee all aspects of the branch. Ultimately accountable to the Chair of the Board of Trustees, through the National Chairman your role is to ensure that the branch is running in line with SSAFA’s Royal Charter Rules, Regulations, and policies. Also, to ensure that clients and volunteers are safe, all services provided are appropriate and effective and that the branch is financially sound. You will be the public face of SSAFA in your branch area.
Why do we need you?
We’ve been supporting the Armed Forces community since 1885. Our clients come from all backgrounds and age groups and may have served in WW2 or in a more recent conflict like the Falklands or Afghanistan. More people than ever are contacting SSAFA for financial, practical and emotional support. To do this we need local branches and volunteers who can coordinate people, ensure the local population know about SSAFA and keep things running smoothly behind the scenes.
Our branches support local volunteers to deliver services to veterans, serving personnel and their families. Some branches are divided into smaller divisions to ensure the best local service delivery. Each branch has a team of volunteer caseworkers, support volunteers, executive roles, and fundraisers.
When would you be needed and where would you be based?

- Ensuring that all data is processed and held in accordance with SSAFA’s data management policies.
- Monitoring volunteer numbers against the demand for support and working with other volunteers, regional and central office staff to attract and recruit new volunteers as required.
- Ensuring that all volunteers are recruited, inducted, supported, and managed in line with SSAFA policies, such as the Volunteering Policy, Volunteer Code of Conduct, Data Protection Policy, and Safeguarding Policy.
- Building relationships with regional and central office staff, local voluntary organisations and, if applicable, SSAFA Service committees, local military establishments, prisons etc.
- Overseeing an appropriate programme of awareness raising so that potential clients, volunteers, and supporters know how to contact the branch.
- Providing timely reports and information to SSAFA’s Central Office
- Overseeing a programme of meetings including an AGM, branch meetings, committee meetings, training etc.
- Supporting any salaried branch staff and ensuring that their line management arrangements are working appropriately.
- Resolve any complaints that are suitable for local resolution in accordance with SSAFA’s Complaints Policy and procedures, referring upwards any that are not suitable for local resolution.
The remit of this role may change over the next 12-18 months depending on the outcome of a trial currently being undertaken.

- Volunteers will be covered by SSAFAs Public Liability Insurance whilst carrying out the role.
