Location: Romford. Please note that unfortunately, this service does not have step free access.

Salary: £40,100

Shift Pattern: 37.5 hours per week Monday to Friday 09:00 - 17:00. You may also be required to work weekends, evenings, and bank holidays as per service requirements. You will also take part in our out of hours on call rota for managers.

About the Role

We're looking for a compassionate and driven Service Manager to join our residential service based in Havering. This role supports residents in temporary housing who are facing challenges with substance use. As a Service Manager, you’ll lead a dedicated team, making sure we deliver high quality support, performance and improvements across our service whilst representing values of the organisation. You'll play a hands on role in supporting individuals facing addiction, homelessness, and complex needs guiding them towards stability, independence, and brighter futures.

The service focuses on providing a 24 hour, 25 bed accommodation service to residents who are deemed to be high risk. They support those who are experiencing homelessness. All admissions are jointly agreed, and placements reviewed at a weekly Complex Needs Panel chaired by the local authority. Residents are agreed on the basis that they are: 

The role includes:

• Overseeing support related to substance misuse, ensuring effective interventions and pathways for service users
• Line Management and Leadership, supporting your team providing advice, guidance and support throughout their employment lifecycle
• Support the Service Manager in leading the day to day operational delivery of the service
• Risk Management ownership, ensuring processes and policies are followed
• Property and Housing Management, ensuring the accommodation meets our requirements, and repairs and maintenance are regularly reported and completed
• Financial Management, including petty cash and budget management
• Contract management and Internal auditing, admin, and general other duties as required

About You

We are seeking a passionate, driven and motivated colleague to lead this service in a trauma informed and inclusive way. Someone who is knowledgeable in the needs of our residents, particularly substance misuse and can support the team in delivering excellence. You will be driven with passion for what we do, and be able to work flexibly to meet service needs, providing new ideas and opportunities to develop the service further to continue to achieve excellence!

• Understanding and/or practical knowledge of the social and societal marginalisation that can be attached to people with substance abuse issues, addiction, exploitation, homelessness and within the criminal justice system
• Previous leadership experience
• Experience of working with confidently and ability to provide advice, lead a team on all aspects of the service such as resident related enquiries which can include housing, substance abuse support, signposting
• Ability to motivate and empower a team to achieve service KPI's through direct leadership
• Willingness and ability to work flexibly to meet service needs
• IT Proficiency, including Microsoft Office, and the ability to navigate and learn new case management systems and other types of organisational software

Responsibilities include:

• Strategic Direction: Lead PBI UK, representing it to external stakeholders, including funders, policymakers, collaborators and the legal community. Oversee day-to-day operations to align with the strategic and operational evolution of the broader PBI. The Finance and Corporate Services Manager will report to the Finance and Corporate Services Director and be responsible for the day to day management of the accounting systems including the book keeping, payroll, bank payments and month end procedures for Invictus UK 2027 Limited, and its trading subsidiary Invictus UK 2027 Trading Limited, which will deliver the Invictus Games that will take place in Birmingham in 2027, and for the associated impact activities.

Job responsibilities

 Financial Control

· Manage the Xero accounting system, including:

• updates to the chart of accounts,

• access controls,

• development of reports to support financial reporting requirements

• Uploading budgets as they develop

· Manage all bookkeeping, ensuring all invoices are authorised and recorded on Xero

· Ensure accurate and timely processing of expense claims, and support with implementation and training of an expenses system

· Maintain accurate intercompany recharge records between the Charity and the trading subsidiary

· Lead the month-end process, ensuring all balance sheet accounts in both entities are fully reconciled

· Ensure costs are accurately allocated against government grant funding or unrestricted income

· Oversee all HMRC reporting, including quarterly consolidated VAT submissions, PAYE/NI and Gift Aid returns and statutory tax requirements

· Manage payroll including setting up new employees and ensure all related submissions and payments are made on time

· Maintain secure online banking protocols and oversee supplier, staff, Board and payroll payments across both entities. Ensure payments are processed on Xero on a timely basis and Xero is reconciled to the bank weekly.

· Ensure timely invoicing and recognition of sponsorship, and other income, including accruals for commission payments

· Assist in the preparation of documents for the annual audit process for both the Charity and the trading subsidiary

Financial Reporting

· Produce accurate and timely financial reports for donors and grant providers

· Prepare consolidated monthly balance sheet and income statement for inclusion in the management accounts

· Prepare monthly report for department heads updated for spend to date, committed future spend and remaining budget

Corporate Services

· Take responsibility for finance onboarding of new staff/volunteers including explaining expenses policy and claim procedures

· Maintain a log of all supplier contracts, including key payment dates and cancellation dates

· Maintain a log of all sponsorship agreements, including invoice dates

· Maintain the asset log

· Lead on Games-specific finance tasks, as agreed by Finance & Corporate Services Director

Aston-Mansfield is a charity with a rich history of supporting children, young people, and families in East London since 1884. Based in Manor Park, the organisation focuses on four key areas: children and families, youth empowerment, mental health and well-being, and community development. 

Our work with young people includes training workshops, mentoring, youth-led heritage programmes, and other initiatives that help young people build confidence, develop decision-making skills, foster social inclusion, and improve well-being. We are passionate about amplifying youth voices, encouraging young people to join our board as Young Trustees and take on paid Young Facilitator roles to develop their leadership and delivery skills. 

Our two most current young adult programmes include: The Heritage Lottery programme second year delivery:  

New Voices for Old Stories is our youth-led heritage project which supports young people in investigating our heritage and the heritage of the area and reframing old stories from the past 100 years into new voices. 

Newly funded Reaching Communities programme:  

Breaking Boundaries Collective: Aims to reduce loneliness and isolation and build stronger relationships across different communities. At the same time, the project will focus on increasing the social mobility of young people from disadvantaged and low socioeconomic backgrounds. This will be achieved by employing 16 Young Facilitators in key leadership roles as well as engaging 160 young people as Changemakers, providing training and development through learning days and Action Learning Sets using external free lancers. 

This programme will have an integrated and community-focused approach, alongside the development of Young Facilitators to lead the project. Breaking Boundaries Collective will build on Aston-Mansfield's existing work and create a safer, happier, and more connected Newham for young people and the wider community. 

Role Overview 

As the Youth Programmes Manager, you will lead Aston-Mansfield’s Young Adult Programmes for individuals aged 16–25 in Newham and surrounding boroughs. You will oversee the delivery of funded programmes, develop new initiatives, and ensure high-quality workshops, training, and mentoring. This role also involves managing teams, budgets, safeguarding responsibilities, and building partnerships to support the charity’s mission of empowering young people and creating stronger communities. 

Our partner, a respected international development organisation, is seeking a qualified Finance Manager to lead the financial management and oversight of a large, multi-country donor-funded project. The postholder will ensure timely, accurate and compliant financial accounting, reporting, and donor compliance, while supporting strong financial management across the wider programme portfolio.

Responsibilities

• Lead on the financial management, planning and reporting of a multi-country project, ensuring transactions are accurate and compliant with donor and organisational requirements.
• Oversee budgeting, forecasting, cost recovery and co-financing, and maintain up-to-date financial data in grant management and tracking systems.
• Prepare and deliver timely internal and donor financial reports, ensuring consistency between internal records and external submissions.
• Monitor project and portfolio expenditure, analysing variances and providing actionable insights to senior management and programme teams.
• Strengthen financial controls and compliance frameworks, including development of tools, manuals and checklists to ensure adherence to donor and internal policies.
• Support audits (donor and statutory), maintaining trackers for audit actions and disallowances, and ensuring audit readiness.
• Review and approve partner budgets, sub-grant agreements and financial reports, ensuring compliance with donor terms and promoting financial capacity building.
• Provide technical support and training to field teams and partners on donor regulations, financial management, procurement and reporting standards.
• Collaborate with programme teams to align financial management with programme delivery and results.
• Contribute to the continuous improvement of financial systems and processes across the organisation.
• Occasional international travel may be required (approx. 1–2 trips per year).

Requirements

• Qualified accountant (CCAB or equivalent) with experience managing finances for complex, large-scale donor-funded projects; experience working with UN Agencies and the World Bank is highly desirable.
• Strong experience in budgeting, forecasting, grant management and donor reporting; familiarity with institutional donor requirements highly desirable.
• Proven experience in financial controls, audit preparation, and compliance for multi-grant, multi-country programmes.
• Excellent analytical and problem-solving skills, with the ability to communicate complex financial information clearly to non-financial colleagues.
• Strong interpersonal and stakeholder management skills; able to build effective relationships across diverse teams and cultures.
• Proficient in Excel and financial systems, with strong numeracy and attention to detail.
• Fluent written and spoken English.
• Ability to work under pressure and manage competing priorities effectively.
