Role Summary

The Programme officer role is a key component of a CEC wide initiative to ensure that national objectives and strategies are aligned across the business and implemented effectively and consistently across our Career Hubs infrastructure.

A key priority for this role will be supporting CEC’s and the government’s ambition for a new work experience guarantee to ensure that all pupils participate in 2 weeks’ worth of work experience by the time they leave year 11. The role will support specific programmes, pilots and activities that will be rolled out across Careers Hubs.

This role will play a key part in supporting the implementation of the programmatic strategy for Work Experience as well as other strands of work. It will support in helping to translate national initiatives and policy aligned with our strategic priorities into operational programmes delivered through our Network of Career Hubs. Priorities and programmes may change and flex over time but work experience will remain a priority theme.

To be successful in this role you will need to be a natural collaborator, a strong communicator and have strong organizational skills, and some function knowledge of our priorities.

The role will also contribute towards the wider success of the Network and Employers team supporting colleagues and areas outside of the designated area as required.

Within this role we would also offer a development opportunity for post holders not currently qualified in project management. Such employees would be offered the Associate project manager (level 4) apprenticeship, which is an 18-month development programme. This would be fully funded and paid for by CEC, you would be able to complete the qualification while in post in the Programme Officer role and you would also be given the appropriate release time each week for activities and tasks specifically related to gaining the qualification.

About The Role

The Unity Project (TUP) supports people who are facing poverty and homelessness because their immigration status allows them ‘no recourse to public funds’ (NRPF).  We believe NRPF should not exist and we are working to end it. Until then, we seek to minimise its impact by supporting people to make the ‘change of conditions’ (CoC) application to access public funds. However, as the number of people living under NRPF continues to grow, we know we will never be able to meet the need for CoCs. Ensuring that our knowledge and experience is shared - with advisors, support services, community groups and individuals who could make applications themselves - is vital. Raising awareness of our work also supports our income diversification strategy by building corporate partnerships and individual donations.

In this role, you will be leading The Unity Project’s outreach and communications work in order to increase awareness of the Change of Conditions process and the support The Unity Project can offer to individuals and organisations.  Your first priorities will include mapping CoC provision across the country; working with the Director to design and implement a communications strategy to engage applicants, advice organisations, corporate partners and donors; and creating a suite of CoC resources to share online. As you develop in the role, you will deliver outreach and information sessions online and in the community. We hope that over time you will have the opportunity to grow, take on new responsibilities and help to shape how we do outreach and communications as we evolve.

Job Purpose:

This role sits within Family for Every Child’s (Family) Sustainability team, providing comprehensive support for all aspects of financial management.  The Finance Officer will work closely with the Secretariat, providing a central support function for the Sustainability, Impact, and Innovation teams.  This role will support the International Finance Manager (IFM) in building an internal finance function and will work with Family’s outsourced financial service provider in the UK to transition support in-house, ensuring efficient income and expenditure processing, reconciliation and reporting.

This role includes study support to become a qualified accountant (ACCA) with the potential for role development linked to successful exam progression. Family offers a study leave policy of 10 days over a rolling 12 month period (pro rata for part time staff).

Scope and Limits of Authority:

The post holder is expected to organise their own day-to-day activities according to the overall priorities and timescales set, and to exercise sound judgement in many critical decision-making areas.

Key Responsibilities:

Finance administration

• Principal point of contact for staff and suppliers (purchasing, expenses and payments).

• Managing and organising the finance inbox, ensuring queries are answered in a timely manner and ensuring good supplier relations are maintained.

• Processing all invoices and expenses onto the accounting system, ensuring correct coding and allocation of costs.

• Preparation of domestic and international payment runs, ensuring international payments are compliant with local requirements and following up on any issues.

• Working closely with the Programme Officer to track the status of grants and ensure outgoing payments are received.

• Managing the prepaid cash cards and monthly sign off of spend, supporting staff with purchases and expenses, checking and updating expense claims prior to processing of payment.

• Bank reconciliations, monitoring bank activity, ensuring invoices/expenses paid by direct debit are processed and approved as required, maintaining supplier details up to date.

• Preparation of monthly journal entries for review and approval by the IFM.

• Acting as the main point of contact for staff to provide guidance on all operational financial policies and procedures.

• Leading on continuous improvement to operational finance processes, including the use of AI technology to streamline processes and improve efficiency.

Payroll

• Preparation of monthly UK payroll.  Working closely with the HR Officer to ensure all adjustments are processed.

• Preparation of monthly UK pension submissions within the required deadline.

• Processing all pension changes, including auto-enrolment and adjustments to contributions.

• Checking calculations for EOR and international payrolls.

• Preparation of monthly payroll allocation journals for review and approval by the IFM.

Financial budgeting and reporting

• Supporting and coordinating the budgeting process with the International Finance Manager and budget holders, updating the budget templates and checking the draft budget for accuracy and completeness.

• Supporting the production of monthly and quarterly financial reports and cash flows, reviewing trial balances prior to accounts consolidation, carrying out income reconciliation  review by the International Finance Manager, and completing sample checks of the financial reports.

• Supporting the preparation of the accounts for the annual audit and financial report

• Supporting the Impact team by reviewing project budgets, re-forecasts and financial reports prepared by members

Income processing and reporting

• Carrying out the income reconciliation between the Bank and Salesforce, working with the Database Officer and Analytics & Process Officer to ensure the necessary adjustments to the database are made.

• Ensuring income recognition is in line with accounting standards and preparing and uploading draft journals for recognition of income to Xero.

• Preparing and completing HMRC Gift Aid submission files, monitoring the Gift Aid debtor balance and receipts from HMRC

• Assisting the IG Finance Manager in administering and reporting on legacy income 

• Carrying out financial analysis and reports as needed for donor reporting, forecasting and financial modeling.

Cross Cover support

• HR:  Managing the monthly payroll process with the outsourced provider including provision of data, and checking reports and calculations, for UK payroll and all international payrolls

• HR: Maintaining day to day liaison with line managers and any outsourced payroll and employment providers (EOR).

• Fundraising:  Assisting the Supporter Care team with income processing, including regular payment processes

• Impact:  Assisting the Programme Officer with purchase orders and grant management as needed to cover periods of leave and heavier workloads (i.e. during events, etc…)

ABOUT THE CLINK CHARITY

The Clink Charity, founded in 2009, aims to prevent and reduce reoffending through training, rehabilitation and support. We deliver hospitality and horticulture training behind prison walls and in the community, creating an environment where students gain skills, confidence and qualifications to rebuild their lives.

We have trained approximately 5,000 people in prison and delivered 2,600 City & Guilds qualifications across hospitality and food courses.

DUTIES AND RESPONSIBILITIES

 General Responsibilities

• Overall responsibility for financial management, including strategic planning, reporting, budgeting, systems and controls.
• Responsibility for IT, HR, premises, lettings and administration.
• Active member of the senior leadership team, working with colleagues and the Board of Trustees.
• Promote the Charity’s ethos and support charity initiatives and policies.

Financial Responsibilities

• Develop and implement the financial strategy and conduct financial modelling for strategic decision-making.
• Lead all financial procedures and reporting, including monthly budget monitoring, management accounts and annual accounts.
• Maintain financial controls, standards and systems.
• Prepare and maintain budgets, financial plans and forecasts.
• Provide information for financial returns, bids and grant claims.
• Maintain the Asset Register and Risk Register.
• Negotiate, manage and monitor tenders, contracts, licences and service agreements.
• Act as cost centre manager for designated budget areas.
• Advise staff on financial matters.
• Manage key charity resources such as printers, transport and other significant assets.

HR Responsibilities

• In liaison with HR Managed Services (Solution22), oversee an effective HR function covering recruitment, induction, training, payroll, pensions, performance, retention and wellbeing.

Premises Management

• Lead responsibility for the Head Office site, including maintenance and development.

• Prepare an annual maintenance plan and capital work forecasts.

We have ambitious plans to ensure that 2,000 young people are supported by our work by 2025, through extending our Department for Education sponsored work in independent day schools. 

Our strategic aims 

Our network of schools is at the heart of all that we do. We harness boarding and independent schools’ commitment to using their educational environments as an engine of social mobility, coordinating a sector-wide effort to target schools’ bursary and partnerships schemes for those who most need access to these opportunities.

We do so by: 

• Identifying children and young people facing complex and challenging home circumstances, for whom a fully funded bursary at an independent or state boarding school or an independent day school represents a life-transforming opportunity 

• Influencing schools to make available more fully funded bursary places; and matching children and young people who we identify through our programmes to the schools best suited to their needs and interests and providing support to ensure they thrive through their placements 

• Encouraging young people leaving school to realise their ambitions, navigate fulfilling careers and make positive contributions in their communities through a vibrant alumni network programme 

• Ensuring targeted access to other educational opportunities available in independent school partnerships programmes for children and young people who are looked-after, or on the ‘edge of’ care but for whom bursary placements are not possible. 

To do so we have a fundraising strategy to secure c.£2 million p/a in donations, used to help to unlock schools’ own efforts to fund as many bursary places and partnership offerings as possible.

The return on the Foundation’s Capital Fund covers the costs of our small team of 14 individuals. We are ably supported in this endeavour by the involvement of our committed Royal Patron, Her Royal Highness The Princess Royal and an impressive and diverse body of dedicated and enthusiastic Trustees. 

Purpose of the role  

You will support the Head of SpringForward in managing a growing independent school- local authority partnership mentoring programme. This programme promotes partnerships between independent schools and Local Authorities that ensure that children in care can access opportunities for tailored mentoring by independent schoolteachers to help address some of their achievement and attainment gaps, and be supported to secure offers for a university or apprenticeship route on leaving school. 

Key responsibilities  

You will work with the Head of SpringForward to support successful management of day-to-day operations of the programme; including but not limited to:

• onboarding and engagement of volunteer independent schoolteacher mentors;

• liaising with school coordinators and overseeing overall school participation;

• liaising with Local Authority partners and updating on pupil engagement;

• supporting mentors in delivery of mentoring, quality assurance including monitoring of session reports, updating resources). 

You will work with Head of SpringForward to review, implement and refine impact measurement, collecting survey data and feedback, review the outcomes and supporting continuous improvement of programme design and to communicate with new schools and LAs the programme’s benefits. 

You will be held accountable for upholding the highest levels of safeguarding practice in implementation of the mentoring programme, including updating and maintaining safeguarding records for volunteers. 

You will be responsible for writing reports on progress and outcomes for the charity’s senior leadership, trustees and the wider partnership community. 

If seeking additional responsibilities/hours, this role could also include elements of wider communications support - including updating the charity’s website and social media content, collecting impact stories and sharing weekly content on school visits, donor engagement and key newsworthy items relevant to the work of RNCSF.

You will play a vital role in the planning and organising of LLST’s flagship London Legal Walk, bringing together over 19,000 members of the legal community to walk 10km through central London and raise vital funds for over 100 free legal advice charities.

The role involves coordinating event logistics, managing supporter journeys and communications, maintaining our online presence, spreading the word about the importance of the work we do, and helping to develop our fundraising strategy. You’ll also line manage the Events & Fundraising Assistant and play a key role in maintaining LLST’s excellent reputation.

Our client, a well-known anti-poverty charity is looking to recruit a Director of Policy & Engagement on a maternity contract of up to 12 months. This great charity provides front-line advice, advocacy and campaigning and policy work on behalf of people in London beneath pension age, who are experiencing issues around benefit payments, disability and housing or who are at risk of homelessness. The services they provide have become even more essential during the current cost of living crisis.

The role:
As Director of Policy & Engagement, you will lead the organisation’s policy, public affairs, and campaigns function, shaping and delivering local and national influencing to drive change on social security and housing issues. You will ensure the voices of people with lived experience are central to all of the organisation’s work, embedding meaningful participation across the organisation, in governance, services, policy and campaigns.

You will also oversee strategic external communications to support the organisation’s influencing, brand and fundraising objectives and will direct all fundraising for your department including managing funder relationships, identifying opportunities and leading on bid writing and reporting.
 
This is a senior leadership role with responsibility for influencing policy and practice locally and nationally and representing the charity as a spokesperson in the media, with government ministers, MPs, and other senior stakeholders. 
 
You will manage a small multidisciplinary team of four, ensuring integrated effective delivery across the organisation. 
 
The role will cover strategic leadership, policy, public affairs & campaigns, stakeholder & media engagement, external communications, embedding participation, fundraising leadership, team leadership and cross-organisational Integration.

The person:
The successful candidate will be a strategic, politically astute leader with experience of leading policy, public affairs and campaigns at a senior level. They will have experience of integrating research campaigns, participation, external communications and fundraising to deliver impact locally and nationally. They will have excellent media stakeholder and political engagement skills, with experience of acting as a spokesperson for an organisation. This person will value and embed lived experience in all aspects of their work and will have a strong understanding of social security and housing policy. 

This person will also have substantial experience of leading on research for social policy influencing purposes in addition to having developed and shaped policy  for an organisation in a charity which works towards combatting poverty and other social justice issues. Having managed political and media engagement and external influencing activities in the past, this person will be an effective relationship manager both internally and externally, in addition to having provided knowledge based leadership to small teams in the charity sector. In addition to being a highly effective project manager, this person will be a very strong communicator both verbally and in writing, and will be fully committed to the aims and objectives of this anti-poverty charity.
