What You’ll Do
This role enables the DEC and our 15 member charities to effectively respond to humanitarian emergencies and provide timely, quality, community-focused assistance.
As an Accountability & Learning Officer, alongside your efforts to contribute to our learning and growth, you will shape our work to influence key policy agendas. You’ll be working across such areas as climate adaption, flexible funding for humanitarian action, and locally led humanitarian responses.
Overseeing our monitoring, evaluation, accountability and learning activities, you will support the set-up of projects, build relationships, and co-ordinate activities in all our current operational theatres.
Specifically, your role will involve:
- Assessing humanitarian crises for DEC appeal eligibility
- Maintaining and improving reporting templates
- Setting up and overseeing key learning activities over the appeal cycle
- Overseeing our Collective Initiatives and Shared Services portfolio
- Supporting a range of DEC research and learning projects and reviews
- Helping members to achieve their climate and environment targets
- Leading the design and set up of regular learning events and workshops
- Acting as the key focal point for members’ and partners’ queries
- Acting as deputy for the Performance, Quality, Accountability & Learning (PQAL) Manager when needed
What You’ll Bring
To thrive in this role, you’ll need:
- Experience with monitoring, evaluation, and research design and/or implementation
- Experience in the international humanitarian/development/charity sector for an NGO, UN Agency or similar
- A strong understanding of humanitarian crises globally
- Detailed knowledge of humanitarian principles, programming, and how the sector operates
- A good understanding of Monitoring & Evaluation frameworks and methodologies used to monitor programmes and measure outcomes
- An understanding of and interest in key policy areas within the humanitarian system

About the job
The Protection Consortium, led by DRC in collaboration with 3 other national and international organizations, aims to deliver a comprehensive, locally led protection response across Ukraine. The project strengthens access to specialised protection services for conflict-affected and marginalised populations while bolstering national systems, service providers, and local organisations.
The Chief of Party (CoP) will provide strategic direction, managerial oversight, and representational leadership for the Protection Consortium. Under the supervision of the Head of Operations and in coordination with consortium partners, the CoP will ensure effective coordination, donor compliance, and delivery of protection outcomes.
Your primary duties and responsibilities will be:
Representation & External Coordination
- Represent the Protection consortium to donor, Steering committee, local authorities, Partners and coordination mechanisms.
- Promote the Consortium’s collective vision, with a focus on localisation, inclusive protection, and sustainability.
- Coordinate joint advocacy and visibility efforts aligned with strategic protection priorities.
Compliance & Grant Management
- Ensure compliance with donor requirements, including financial forecasting, narrative reporting, indicator tracking, and safeguarding commitments.

About you
To be successful in this role, we expect you to be a strong and strategic leader with a solid background in programme oversight, and stakeholder engagement, ideally in complex humanitarian or early recovery contexts. You have a proven ability to manage diverse teams, foster collaboration among partners, and ensure compliance with donor requirements. You bring a deep commitment to locally led responses and have demonstrated experience in supporting and strengthening the capacity of local actors — through mentoring, technical support, or tailored accompaniment — to enable sustainable and impactful programming.

Required:
- Minimum 5 years of experience managing humanitarian or protection programming, preferably in complex/conflict settings.
- At least 2–3 years in a senior coordination or leadership role, preferably within a consortium or multi-stakeholder framework.
- Strong understanding of protection programming, including GBV, legal aid, MHPSS, and inclusive service delivery.
- Demonstrated experience engaging with government actors, donors, and humanitarian coordination systems.
- Excellent communication, representation, and negotiation skills.
Desirable:
- Previous experience as Consortium Manager/ Chief of Party
- Previous experience as program manager or program coordinator
- Familiarity with FCDO compliance requirements.
- Technical background in protection sub-sectors.
- Previous experience working in Ukraine or Eastern Europe.

About the job
The Area Manager (AM) is responsible for the coordination, management, development, and representation of DRC programming in the North or South of Yemen. S/he will oversee program implementation according to DRC strategies in Yemen and ensure that operations are implemented within DRC’s regulations, procedures, guidelines, and strategy; enable a productive and accountable relationship with beneficiaries, communities’ leaders/representatives, relevant governmental authorities, regional coordination teams (RCTs), sub-national clusters, donors, national and International NGOs and UN Agencies. The AM is DRC’s primary representative with relevant actors in the area of responsibility; s/he is the line manager for all staff with area responsibilities and s/he is responsible for ensuring a result-oriented team. The incumbent will also ensure a safe environment for DRC staff, beneficiaries and assets through a proactive-acceptance approach using DRC’s security framework.
Duties and Responsibilities:
Representation and Coordination
- Participate in SMT representing Area of Responsibility (AOR)
- Represents all aspects of programs and operations and has overall accountability for their AOR
- Act as the primary DRC representative at the area level and actively participate in all relevant fora/meetings
- Foster relationships with Government authorities and other relevant stakeholders in the area of operation
- Develop, implement, and regularly revise a DRC engagement strategy aligned to the National Strategy
- In coordination with the CD, Head of Program, and Advocacy advisor ensure that the DRC program in the area contributes to DRC´s advocacy efforts, nationally, regionally, and internationally.
- Maintain close working relationships with donors, national and international organizations, and local counterparts.
Management
- Line manages area support and program staff ensuring inter-department co-ordination;
- Enable an effective team through result-oriented management systems, providing leadership, on-job capacity building and designing staff development strategies.
- Ensure detailed capacity building plan for staff is in place and regularly followed up on;
- Closely coordinate with the senior management team and sector coordinators ensuring regular information flows, adherence to sector strategies, proposal development processes and safety regulations.

Programme development
- Lead the process of adapting DRC national strategy to the local context and circumstances in coordination with the Head of Programme and Technical Coordinators
- Support in developing DRC’s program in the area of operation and provide technical and context-specific input for fundraising efforts;
- Provide regular analysis on the context and humanitarian situation in the area for the development of project proposals and safety assessments.
Local Partnerships
- Lead the identification of local partners within AOR for sector-specific interventions
- In coordination with the Partnerships & Localization unit, support the capacity assessment of partners and the development of tailored capacity building plans
- Manage local partnerships at field level (within AOR) and ensure follow-up with partners on quality implementation, in line with DRC policies and procedures.
Safety and Security
- Ensure a safe and secure environment for DRC staff, beneficiaries, and assets by ensuring the local security procedures are up to date and SOPs are being followed in line with the SMP and DRC policy, promoting regular staff training, providing safety and security analysis, recommendations, and follows-ups.
Accountability
- Ensure overall provision of and adherence to DRC policies, procedures, guidelines, donor regulations, systems and standard practices.
- Promote compliance with DRC policies and practice with respect to safeguarding, code of conduct, safety and security, anti-harassment, and other relevant policies and procedures.
Operational
- Provide leadership in overseeing of all logistical/procurement, HR/administration and office services activities and ensure their timely/efficient delivering, including office scale-up/scale-down based on funding and contextual changes.
- Lead on recruitment of senior staff in coordination with SMT, as appropriate.
- Maintain oversight of narrative and budget development of proposals and concept notes.
- Ensure quality implementation of Core Competency programs ensuring optimal use of financial resources, regular project follow up, reporting, among other tasks.
- Responsible to ensure Area Office compliance with internal procedures and donor regulations.

Reporting

Job Profile
CAFOD’s work in the Catholic community of England and Wales is to inspire and resource Catholics to participate in the Church’s mission to overcome poverty and injustice in partnership with CAFOD.
The main purpose of this role is to inspire and increase the participation in CAFOD’s work of Catholic parishes, schools and the broader Catholic community within the Portsmouth Diocese. CPCs are accountable for delivering CAFOD’s annual participation plans locally across England and Wales. As well as growing the number of parishes and schools participating to address global poverty and express solidarity with our global family, we aim to increase the breadth of their engagement, participation.
This will be accomplished partly by the recruitment and support of a team of committed, inspired and well-resourced volunteers working in parish and school communities to enable and equip Catholics to give, act and pray. The work will also involve meeting important church-based stakeholders, advisers and networks within the diocese to build fruitful and positive relationships.
The post reports to the Community Participation Manager for the East Region (The dioceses of Portsmouth, Arundel and Brighton, Southwark, Brentwood, East Anglia, Westminster, Northampton, Nottingham, Hallam, Leeds, Middlesbrough and Hexham & Newcastle)
The Community Participation Coordinator (CPC) is part of a regional team working across a group of dioceses and whilst having a primary focus on one diocese, is responsible for the results of the regional team plans in relation parishioner and school participation and volunteer recruitment and retention.
The role will be home based, although the post holder will be mobile and flexible to meet volunteers, clergy and other stakeholders and contribute at events as required.
The role requires a willingness to be adaptable to support the work of the regional team, deploying skills, knowledge and at times activity in other parts of the regional team area. This is likely to require some additional travel (which would be reimbursed by CAFOD). The post also requires weekend and evening work for which time off in lieu (toil) can be claimed.
Key Responsibilities
Delivering participation plans
- Share accountability for delivery of annual participation plans for the region (a group of dioceses) with a primary focus on one diocese, and for fundraising, education, campaigns, and other targets, as delineated by the participation plan for the region. It is usually anticipated that the role will have an 80% focus on parish communities and a 20% focus on school communities
- Contribute to the development and delivery of a regional plan across a number of dioceses in support of the annual participation plans and appropriate for local contexts
- Achieve targets for increasing parishioner and children & young people participation primarily through recruitment and retention of volunteers and working with clergy, religious, diocesan and parish advisers and administrators etc.
- Monitor and share information around community participation and recruitment, activity, development and retention of volunteers
- Closely monitor parish participation activity
Managing volunteers
- Be the local volunteer manager in a specific diocese or dioceses
- Hold the relationship with, and coordinate the work of, a number of volunteers in order to achieve the annual participation plan in the region
- Contribute to increasing the number and activity of parish and school volunteers and volunteer co-ordinators in line with the regional team plan
- Contribute to development of volunteering opportunities and volunteer leadership
- Match the offers, skills, experiences and expectations of volunteers with opportunities and needs in relation to CAFOD’s plans for parishioners and children & young people
- Ensure each volunteer is appropriately inducted, briefed, trained and resourced
- Increase and ensure volunteer retention through induction, support, affirmation and effective management of the volunteer throughout their involvement with CAFOD
- Organize and promote volunteer meetings and training opportunities to be delivered either by national programme teams or self or members of her/his regional team
- Ensure volunteer records are accurate and up to date on the database.
Managing relationships
- Build and maintain key relationships including with priests, advisers, school staff and others within a diocese as determined in the regional plan. Be point of contact with the local Bishop.
- Build and maintain effective working relationships with diocesan communications officers and press and be a point of contact for local broadcast and print media, to increase opportunities for Catholics to hear about CAFOD’s work, working with and through media volunteers where possible.

As well as growing the number of parishes and schools participating to address global poverty and express solidarity with our global family, we aim to increase the breadth of their engagement, participation.
This will be accomplished partly by the recruitment and support of a team of committed, inspired and well-resourced volunteers working in parish and school communities to enable and equip Catholics to give, act and pray. The work will also involve meeting important church-based stakeholders, advisers and networks within the diocese to build fruitful and positive relationships.
The post reports to the Community Participation Manager for Wales & West Region (The dioceses of Lancaster, Liverpool, Salford, Shrewsbury, Wrexham, Cardiff-Menevia, Clifton, Birmingham, and Plymouth)
The Community Participation Coordinator (CPC) is part of a regional team working across a group of dioceses and whilst having a primary focus on one diocese, is responsible for the results of the regional team plans in relation parishioner and school participation and volunteer recruitment and retention.
The role will be home based, although the post holder will be mobile and flexible to meet volunteers, clergy and other stakeholders and contribute at events as required.
The role requires a willingness to be adaptable to support the work of the regional team, deploying skills, knowledge and at times activity in other parts of the regional team area. This is likely to require some additional travel (which would be reimbursed by CAFOD). The post also requires weekend and evening work for which time off in lieu (toil) can be claimed.
Key Responsibilities
Delivering participation plans
- Share accountability for delivery of annual participation plans for the region (a group of dioceses) with a primary focus on one diocese, and for fundraising, education, campaigns, and other targets, as delineated by the participation plan for the region. It is usually anticipated that the role will have an 80% focus on parish communities and a 20% focus on school communities
- Contribute to the development and delivery of a regional plan across a number of dioceses in support of the annual participation plans and appropriate for local contexts
- Achieve targets for increasing parishioner and children & young people participation primarily through recruitment and retention of volunteers and working with clergy, religious, diocesan and parish advisers and administrators etc.
- Monitor and share information around community participation and recruitment, activity, development and retention of volunteers
- Closely monitor parish participation activity
Managing volunteers
- Be the local volunteer manager in a specific diocese or dioceses
- Hold the relationship with, and coordinate the work of, a number of volunteers in order to achieve the annual participation plan in the region
- Contribute to increasing the number and activity of parish and school volunteers and volunteer co-ordinators in line with the regional team plan
- Contribute to the development of volunteering opportunities and volunteer leadership
- Match the offers, skills, experiences and expectations of volunteers with opportunities and needs in relation to CAFOD’s plans for parishioners and children & young people
- Ensure each volunteer is appropriately inducted, briefed, trained and resourced
- Increase and ensure volunteer retention through induction, support, affirmation and effective management of the volunteer throughout their involvement with CAFOD
- Organise and promote volunteer meetings and training opportunities to be delivered either by national programme teams or self or members of her/his regional team
- Ensure volunteer records are accurate and up to date on the database.
Managing relationships
- Build and maintain key relationships, including with priests, advisers, school staff and others within a diocese as determined in the regional plan. Be point of contact with the local Bishop.
- Build and maintain effective working relationships with diocesan communications officers and press and be a point of contact for local broadcast and print media, to increase opportunities for Catholics to hear about CAFOD’s work, working with and through media volunteers where possible.

About the job
The Grants Management Manager (GMM) is responsible for leading the Programme Support Unit (PSU). As a key member of the Programme Department, the GMM oversees programme development and the ongoing management of the country grant portfolio, proposals and implementation are high-quality, evidence based and conducted in accordance with donor and DRC regulations. This includes overseeing timely reporting, overall accountability to donors and supporting the implementation of DRC’s localisation strategy. The position reports to the Head of Programme and collaborates closely with Support Services Managers, Technical Coordinators, the Senior Management Team and Area Offices on all grants-related matters, donor compliance, and partnerships.
Responsibilities:
Programme Development and Fundraising
- Develop a Country Programme Funding strategy and updated donor mapping, keeping abreast of funding trends and donor strategies, paying special attention to diversifying the funding portfolio.
- Develop donor engagement strategies, working closely with the HoP, Programme team and with input from the area offices.
- Support the HoP in maintaining active and regular communication with donors, ensuring timely response to communications and coordinating with relevant country team members on high-quality feedback.
- Coordinate Go/No Go meetings for new funding opportunities.
- Lead the proposal development process -including budget development - engaging with Technical Coordinators, Area Offices and other relevant departments to ensure the development and submission of quality proposals.
- In collaboration with MEAL team, ensure that proposal development is informed by reliable organisational data and learning.
- Coordinate the provision of trainings in proposal development and reporting for grants and program teams, including relevant field staff.
Grants Management and Reporting
- Provide thorough contract reviews and support negotiations with donors ahead of contract signing.
- Ensure high-quality contract management - in close cooperation with SMT- anticipate and identify potential risks and implement mitigation strategies.
- Lead on donor communication and prepare modification requests and other contractual documentation, as required.
- Coordinate and facilitate meetings for grant kickoff/opening, review and closing, including monitoring progress against timelines and action points. Support troubleshooting for any identified challenges during project delivery.
- Monitor the Grants Module on Dynamics and other internal documentation systems (including SharePoint) to ensure they are updated, working with HQ focal points and the Grants Management Specialist to address any issues.
- Work closely with Finance to support the submission of high-quality finance reports that align with narrative submissions
- Participate in new staff inductions by providing an overview of grants functions, active grants and relevant project documents.
- Provide ad hoc support and guidance to Programme staff on grants management-related issues.
- Conduct visits to field locations as possible/needed.
Compliance Monitoring and Quality Assurance
- Act as the Grants/Contract Management Donor Compliance Focal Point in the CO, ensure understanding of contractual obligations and regulations, seeking support from HQ, as needed.
- Develop and maintain up-to-date and in-depth knowledge of donor requirements and ensure that contractual obligations (including visibility requirements) and reporting deadlines are known and met by Programme, MEAL and Operations teams.
- Lead on contract amendments, including cost /no-cost extensions and project revisions, in coordination with relevant internal stakeholders.
- Actively participate in Global Grants Community Meetings to stay up-to-date with DRC Grants Management Best Practices as well as new regulations and requirements from donors.
People Management
- Lead the PSU, fostering a positive work environment
- Develop performance and development plans for the PSU, taking into consideration business continuity, staff turnover and localisation.
- Foster a culture of engagement and collaboration with the PSU, promoting knowledge sharing, respect for diversity and inclusion, effective communication and respect for staff duty of care
External Communication and Representation
- Participate in external coordination and fundraising-related engagements, fostering positive relationships with donors and other key stakeholders
- Support the development and implementation of the strategic communication plan, including evidence-gathering, drafting and reviewing donor focused communications pieces (e.g. case studies, context briefs, press releases).

About you
To be successful in this role you must have:
Experience and technical competencies:
- Excellent communication and interpersonal skills, including the ability to build relationships with internal and external stakeholders.
- At least 4 years of experience in grants management including budget development, preferably with an international NGO or other donor-funded organization
- At least 1 year experience in people management and leadership roles.
- Knowledge and experience working with multiple sectors including Protection, Economic Recovery, Infrastructure/WASH, Emergency, and Humanitarian Disarmament and Peacebuilding.
- Commitment to integrate gender, conflict sensitivity and accountability into programming
- Experience working in complex, changing environments with a proven ability to adapt
- Proficiency in Microsoft Office and other relevant software, including Word, Excel and PowerPoint.
- Reliable, patient and able to work independently, with developed leadership capabilities.

Fluency in English (speaking, writing, reading) is essential.
