Strategic Leadership & Financial Planning

Oversight of International Operations

Leadership, Management & Culture

Person Specification 

• Worked as a Finance Director or as a Head of Finance (with autonomy of decision making and board reporting duties) 

• Strong understanding of charity accounting standards and regulatory requirements. 

• Senior-level finance experience in an INGO, charity, or multi-country organisation (preferably with operations in the Global South) 

• Fully qualified accountant (ACCA, CIMA, ACA, CPA or equivalent). 

• Demonstrable experience with institutional donor compliance.

Key Responsibilities

1. Financial Management & Reporting

• Lead preparation of management accounts, cash flow forecasts, and variance analysis

We are looking for an experienced administrator and grant writer who is passionate about migrants’ rights and democratic reform to start working in March 2026.

We are looking for a part-time Operations and Fundraising Manager to support our Executive Director and staff team in the day to day operations of the organisation, including office tasks, support with reporting and fundraising, diary management and administrative support.

We are looking for an administrator who can work the equivalent of 3 days per week hours flexibly, adapting to the needs of the organisation. When work is carried out by any Migrant Democracy Project employee outside normal working hours, time off in lieu is applied.

Migrant Democracy Project’s office is in Vauxhall, London. Staff have daily access to the office and the team co-works from there regularly. This role can be done remotely, however, we expect the role-holder to join the team in-person for strategy days which happen every few months. 

This is part-time role at 0.6 FTE. Working days are flexible, equivalent to 3 days per week between Monday to Friday, as long as most of the hours match MDP’s usual working hours (9:30 am - 5:30 pm). Responsibilities

We are looking for a strategic Operations and Fundraising Manager who can skillfully identify the organisational and team needs and can propose and implement solutions, ranging from project management tools, HR systems, and other systems tools. The ideal candidate will be scanning the horizon, ensuring the organisation has the appropriate policies and thinking long-term about its financial and organisational needs.

Lead the Operational Management of Migrant Democracy Project

• Review existing operational policies and procedures, identify improvements and updates, and implement them to ensure the smooth running of Migrant Democracy Project.

• Lead the development and implementation of operational infrastructure, including systems for project management to ensure efficient progress of the organisation’s objectives.

• Ensure Migrant Democracy Project is in compliance with relevant policies, including data privacy, safeguarding, risk register, and others and support the team in implementing them.

Lead on People Management and Recruitment

• Implement and manage all people and culture functions and internal processes including systems for leave, TOIL, employment contracts, and other identified needs.

• Support the Executive Director with recruitment processes, such as job vacancy promotion, sifting application forms and booking interviews.

Lead on online systems for the team

• Manage MDP’s Google Drive folders, ensuring information is up to date.

• Manage staff access to shared workspaces and folders.

• Manage staff accounts, such as creating new emails and managing permissions.

• Manage MDP’s generic info inbox and direct queries to relevant staff where applicable.

• Support the Executive Director with new staff onboarding and manage their Google Suite access. 

Diary and Office Support

• Support with booking rooms and team meetings as needed e.g. team Strategy Days.

• Create a calendar of relevant MDP events for all staff and support the team’s long-term project planning.

• Manage travel and accommodation booking for MDP staff members for required events.

• Process all relevant office orders, such as printing, stationery and office equipment.

• Regularly assess office needs and proactively ensure the stocks of MDP materials (such as leaflets, business cards, etc.) are appropriate. 

Finance Support

• Work with the Finance Manager to create budget templates and monitor them regularly.

• Pay small invoices under £500 and process staff expense forms on a monthly basis.

• Manage MDP’s invoice folders and create invoices from MDP’s templates when required.

• Submit relevant invoices and receipts to Xero’s inbox.

• Manage MDP’s Soldo account and top-up expense cards for staff as appropriate.

We are looking for an organised and efficient Operations and Fundraising Manager with the following essential skills:

• At least three years of demonstrated experience of leading projects or teams, including managing multiple people and budgets

• Demonstrable experience in fundraising, such as grant writing.

• Excellent organisation skills, with extensive experience in project and program management, and a proven ability to plan, organise, and lead the implementation of plans and processes.

• Experience of creating systems and organisational processes that are effective, efficient, and embed and socialise them with the team and key external partners.

• Experience in project monitoring and evaluation.

• Experience using Xero, Soldo or similar software for processing invoices and expenses.

• Experience in diary management.

• Excellent knowledge using Google Suite.

• Comfortable in a start-up environment and experience working in a small team, where flexibility is required to meet emerging tasks and deadlines.

Role description

The Finance Officer is part of the Organisational Support and Development (OSD) team at the Tax Justice Network, which is led by the Director of OSD, and the role reports to the Head of Finance and Reporting. The OSD team leads and delivers on a range of operational services from finance management, risk management, project management, event management, human resources, IT systems and other enabling functions. The team is also responsible for fundraising for the organization. As a member of the Senior Leadership Team, the Director of Finance will make an active contribution to the organisation’s strategic direction, decision-making, and leadership, working collaboratively with colleagues to balance risk, opportunity, and impact.  The Director of Finance will have up-to-date knowledge of charity SORP regulations and requirements, a high level of IT competency, including the use of Microsoft Office, and excellent communication skills with a commitment to personal growth and development.  You will be a role model for the values of the Charity and ensure the needs of children and young people are at the heart of everything they do.

You will hold an integral role at the DEC for accurately and efficiently managing DEC’s accounting function, ensuring compliance with charity and donor regulations. You will oversee budgeting, grant management, and donor reporting with transparency and accuracy. You will provide financial insights to support cross organisational projects and program delivery and hold a key role in developing and implementing financial strategies that align with our vision and strategic planning.

About You

You will be a confident communicator, who can engage with diverse internal & external stakeholders, including funders and partners, creating a collaborative approach to meet varying commitments. You must be ACA/ACCA/CIMA qualified (or equivalent) with senior finance leadership experience in the non-profit or NGO sector and demonstrate strong understanding of charity accounting standards and donor compliance requirements.

Key Responsibilities

Financial Processes

• Ensure accurate income/expenditure recording, bank reconciliations, and daily donation processing.
• Manage monthly accounting routines, prepare management accounts, and lead budget/forecast reviews.
• Coordinate annual and strategic budgeting, financial reporting, and analysis.
• Oversee income reconciliation across multiple streams and liaise with fundraising teams.
• Review and process drawdown payments to member agencies.
• Maintain and update accounting systems and support procurement processes.

Financial Controls

• Lead annual accounts preparation and audits; ensure regulatory compliance.
• Manage pension schedules and benefits compliance.
• Ensure tax compliance (VAT, Corporation Tax, Employment Taxes).
• Audit gift aid claims and maintain robust financial control environment.
• Update financial policies, procedures, and systems, support due diligence standards.

Financial Analysis & Reporting

• Oversee appeal finances, income tracking, and fund allocation.
• Coordinate governance processes (e.g., Indicator of Capacity) with member agencies.
• Monitor legacy income and liaise with fundraising/legal teams.
• Deliver annual report and accounts; produce reports for executive team and committees.

Leadership & Team Management

• Deputise for the Director of Finance and Resources.
• Prepare papers for finance committees and membership groups.
• Oversee finance team members and provide leadership support.

Freeways is a highly regarded provider offering a range of social care support services and Freeways Trust owns and manages a portfolio of properties which support the work of Freeways. Both charities are passionate about helping people to become as independent as possible by supporting them to make choices, learn new skills, and make links with their local community.

We provide support for up to 115 people across North Somerset, Bristol and South Gloucestershire in accommodation based services and also individuals in their own homes and a small number of respite placements in South Gloucestershire.

The Role

Freeways is looking to recruit a Head of Finance who will   manage a small finance team.

This role is responsible for preparing the monthly management accounts and associated report for both charities: providing high quality financial insight, analysis and advice to support informed decision making.

The Head of Finance is also responsible for ensuring the efficiency, accuracy and compliance of the day-to-day financial activities (including accounts payable, accounts receivable and cashbooks) for both Freeways and Freeways Trust.

This includes responsibility for the integrity and ongoing development of the accounting and payroll systems, ensuring transactions are processed accurately and in a timely manner to enable the production of accurate financial information for the management of both charities. 

You will also deputise and work closely with the Finance Director playing a pivotal role in shaping the strategic direction of both Freeways and Freeways Trust, responsible for advising on financial strategies that align with the charities’ objectives.
