Chief Operating Officer (COO)

Role Purpose

The Chief Operating Officer (COO) provides strategic and operational leadership across all frontline services, accommodation provision, organisational infrastructure, and compliance functions within the charity.

The COO is responsible for ensuring safe, trauma-informed, financially sustainable, and outcomes-focused delivery for individuals experiencing homelessness, poverty, health exclusion, addiction, and crisis.

The role leads operations across the charity’s accommodation portfolio, including winter shelter provision, general needs accommodation, supported accommodation, and intensively supported housing. The COO also oversees the operational platform of the charity’s support programmes, including a community café, community supermarket, crisis drop-in provision, and integrated health clinics.

Working collaboratively with the CEO, Board, statutory agencies, housing provider partners, and wider stakeholders, the COO plays a key leadership role in shaping organisational strategy, strengthening operational systems, embedding trauma-informed practice, and developing innovative models of support that improve long-term outcomes for individuals experiencing multiple disadvantage.

The COO provides executive oversight of, operational risk, health and safety, HR, operational systems, and service compliance, ensuring the organisation maintains robust standards of governance, accountability, and person-centred care across all services.

Key Responsibilities

Strategic & Operational Leadership

• Provide executive operational leadership across services and organisational functions
• Lead the delivery, development, and continuous operational improvement of:
  • Supported and temporary accommodation services (68+ properties)
  • Crisis and drop-in provision
  • Food programme and social supermarket
  • Winter shelter provision
• Translate organisational strategy into effective operational delivery plans

Housing, Property & Supported Accommodation Executive Oversight of:

About Adolescent Health Study

The Adolescent Health Study (AHS) is an ambitious new UKRI-funded initiative to establish a prospective, longitudinal population study that will generate a globally leading open science data platform and research resource. AHS aims to recruit at least 100,000 young people aged eight to 18 years from across the UK and to follow their mental and physical health and wellbeing over at least 10 years. It plans to collect data through questions and measures; to obtain bio-samples for a wide range of genomic and other high-throughput assays; and to capture linked data relevant to health and wellbeing from participants’ health, education and other administrative records. Recruitment will take place mainly through schools. There will be a strong emphasis on engaging with and involving young people, schools, parents and other relevant stakeholders in the design and delivery of the study, as well as on including young people that represent as wide as possible a range of backgrounds, experiences and characteristics. AHS will focus on enabling a wide range of research, including studies of the critical biological and social developments that occur during the transition from childhood to adulthood and the determinants of both mental and physical health and wellbeing in adolescents and young adults.

 

Purpose of the post

 The Procurement Lead is responsible for developing and delivering a robust procurement and commercial strategy that ensures value for money, compliance with Procurement Act 2023 regulations in line with AHS being primarily public funded and supports AHS study and operational objectives. The role will lead on sourcing, contracting, supplier management, and commercial governance, ensuring ethical, transparent, and efficient use of public funds.

Main responsibilities

Procurement Strategy & Leadership

• Develop and implement a procurement and commercial strategy aligned with organisational goals and funding requirements.
• Lead procurement planning across research programmes, operations, and corporate services.
• Act as a subject matter expert on public procurement policy and best practice.
• Drive continuous improvement in procurement processes, systems, and capability.

Tendering and Contract Management

• Oversee end-to-end procurement processes including tendering, evaluation, and contract award.

Dimensions

• This is a full-time role, 37.5 hours per week, offered initially as an 18-month fixed-term contract with potential route to permanency.
• Flexible working across several geographical locations in the UK.  Travel may be required to AHS locations and partner organisations.

About the Team

 The High Value Partnerships department is crucial to achieving Shelter’s charitable, raising over £20 million a year through relationship-based fundraising with businesses, high-net-worth individuals, legacy pledgers, trusts. 

This role will sit in a newly formed sub-team of Corporate Partnerships. The Corporate team has been successful in developing high value, long term and sector leading partnerships with companies such as IKEA, B&Q, HSBC UK and M&S.

About Breaking the Cycle

Breaking the Cycle is an access to banking programme for people with no fixed address. Access to banking is a key tool in breaking the cycle of homelessness. Shelter works with the financial services sector, to help them to better serve the needs of vulnerable customers and access basic banking products.

Through the network we ensure more people access the help they need to become financially included. 

Breaking the Cycle is currently delivered in partnership with HSBC UK. In October 2025, HM Treasury announced an ambitious new Financial Inclusion strategy and identified Breaking the Cycle as a key programme to achieve their objectives. This will result in a significant expansion of Breaking the Cycle to an additional 5 major high street banks on a 12-month pilot period.

 About the role

Reporting to the Senior Partnership Manager (Breaking the Cycle), this role will be responsible for supporting the delivery of the Breaking the Cycle programme. The Executive will be responsible for the day-to-day management of two financial institutions, management of existing charity partners and onboarding new charity partners, as well as monitoring due diligence and safeguarding procedures. This role is fundamental to ensuring the programme runs smoothly.

• To support our young people within educational settings, specifically around behaviour interventions and working with those on the edge of exclusion, truanting and developing poor behaviour traits.
• To develop trusted professional relationships with young people to steer them to alternative positive outcomes through interventions, workshops and open access sport and to build aspirations.
• Work in unison with the Youth Intervention Manager to identify new potential partnerships and to manage existing ones through partner delivery and meetings.
• Act as a key contact point for referral partners to ensure regular updates on young people’s progress are shared.
• To provide signposting and advocacy for young people and families needing to access other services.
• To ensure all relevant Health & Safety and Child Protection/Safeguarding policies and legislation are adhered to.
• Work closely with the Safeguarding Manager to gain advice and report any safeguarding concerns relating to young people within the Positive Futures Programme. Support the review of a safeguarding reporting process.
• To deliver and assist in the development of the Positive Futures project, with the overarching aim of using youth work and sport to engage ‘at-risk’ young people in order to identify and support their individual needs and steer them towards education, training and employment.
• To undertake administrative duties including day to day management of:

- Activity registers.

- Provide regular monitoring and evaluation of delivery.

- Ensure all notes and timeline events are recorded per individual on Upshot.

- Regularly collect surveys that will assist in providing evidence for impact of delivery to funding partners.

- Gathering of ASDAN accreditation evidence to be submitted.

2. SPECIFIC ROLE RESPONSIBILITY

• Support the Youth Intervention Manager to create impact reports throughout the project through collecting relevant evidence and statistics to highlight impact of the project.
•  To work in partnership with Holgate Academy and its feeder Primary schools to work with young people identified by Nottinghamshire Virtual Schools who have, or have previously had social care involvement through Child Protection Plans or Child in Need plans.
• Work in collaboration with Holgate to identify those in need of intervention support and to create bespoke intervention packages for each referred 1:1 individual and support around key concerns / reason of initial referral.
• Support referred young people in both 1:1 intervention and group workshops through transition from Primary school to Secondary school, those struggling to engage positively in school, have formed concerning behaviour patterns and/or safeguarding concerns.
• Provide termly updates on individuals engaging with the project schools / referring agencies.
• Work in collaboration with external supporting organisations attached to individual participants (Social Care, Police etc).
• Plan, coordinate and deliver 3 x days (4 hours per day) of activity per week during school holidays.
• Support in peer and adult relationship repair where necessary.
• Provide suppOrt to young people to engage in further activities external to school within the local community.

This is a full time hybrid position working 37.5 hours per week.  It is expected that the successful candidate will spend approximately two to three days per week at our Godmanchester site.

The starting salary for this position is £27,300 - £29,426 per annum depending on experience. This is complemented by;

Purpose of the role 

In 2027 we will host our prestigious Global Congress. Held every four years, Congress convenes eminent leaders invested in global consumer rights and empowerment. This includes the heads of the leading consumer advocacy organisations, ministers and senior government representatives, leaders in civil society, executives at top businesses, prominent academics, and visionaries from philanthropic and international institutions. 

Congress is critical to the mission of Consumers International. It is crucial for our governance, as the basis for our General Assembly, where our Membership elects the governing Council of Consumers International. Around this procedural milestone, we structure a participatory, diverse and unique programme that is designed to build and advance the future of consumer rights advocacy worldwide. Our last Congress brought together over 600 participants, including more than 100 at C-suite level, and was a platform for releasing new insight and announcing major partnerships. It featured over 30 interactive sessions taking place over three days in person and online, with extremely high satisfaction and feedback ratings from participants.

To drive forward our planning and delivery for our next Congress in 2027, we are looking for an exceptional Lead, Flagship Events. This person will be the organisational lynchpin for Congress, working directly with our Leadership Team at Consumers International to produce and execute a clear event plan according to ambitious milestones and key performance indicators. 

The Lead will project manage and mobilise the wider Consumers International team to deliver the 2027 Congress, building a relationship with the host government and playing an essential part in producing a dynamic event that excites and inspires attendees. The Lead will bring strong leadership, coordination and project management skills to the role. They will have best-in-class relationship building and negotiation skills, experience dealing with senior stakeholders, and will have delivered major impactful events in the past.

Key Responsibilities 

Project Management  

• Develop and drive delivery of a comprehensive Congress project plan with clear milestones, dependencies and performance indicators 

• Lead execution of the project plan, ensuring and mobilising the team to exert discipline against deadlines, priorities and organisational goals 

• Manage the Congress budget, including oversight of host government allocations and financial reporting   

• Co-ordinate the wider Consumers International team around Congress delivery, ensuring clear ownership, accountability and decision-making across workstreams 

• Monitor and report on progress against key milestones, risks, participant targets and budget performance, escalating where needed

• Lead post-event evaluation and debrief, capturing insights and recommendations to strengthen future flagship events 

Relationship management and negotiation

• Manage a strong and trusted relationship with the host government, ensuring effective coordination and resolution of issues that arise 

• Lead negotiations and relationships with venues, suppliers and delivery partners to secure high-quality delivery within budget 

• Build and support leadership at Consumers International to establish trusted relationships with senior stakeholders participating in Congress, including across government, Members, sponsors, speakers and strategic partners 

Event logistics and delivery 

• Lead planning and oversight of major logistical components of Congress, including venue, accommodation, transport, catering, accessibility and interpretation to support a seamless participant experience 

• Lead onsite event management, troubleshooting and issue resolution during Congress delivery 

Event systems and governance 

• Oversee the implementation of systems and processes required for successful Congress delivery, including registration and reporting 

• Coordinate planning for the General Assembly and governance components of Congress, this includes supporting senior management at Consumers International to coordinate on voting processes, member participation and associated systems 

Participant experience and organisational leadership 

• Lead Congress planning discussions across the organisation, mobilising the team and ensuring strong communication, coordination and momentum across teams

• Help shape a dynamic, participatory, safe and inspiring Congress experience that reflects Consumers International’s ambition and global leadership 

• Work closely with Leadership Team to support delivery of a high-profile global event with significant reputational and strategic importance, including through the delivery of an impactful programme 

• Carry out additional responsibilities related to Congress delivery and organisational priorities as required
