Future Commissioning Policy and Public Affairs Lead

About the Role

Funded by ten prime providers, this is a senior policy and public affairs role leading a high-profile campaign on behalf of the employment support sector. The postholder will ensure that decision makers, policy makers, and commissioners clearly understand:

• The value and contribution of large employment support organisations as prime contract holders
• The strengths and impact of the prime provider model
• What is required to deliver effective future employment support programmes

The role will be managed by the CEO of ERSA, with the CEO reporting into a dedicated campaign working group.

This workstream will strengthen and add capacity to existing work being led by the ERSA CEO on future commissioning. It will enable ERSA to further and more effectively represent the interests of the employment support sector and the prime provider model across future national and devolved commissioning activity.

Key Responsibilities

• Lead the development and delivery of a coordinated policy and public affairs campaign
• Research, analyse, and interpret policy and commissioning developments relevant to employment support
• Produce high-quality reports, briefings, consultation responses, and policy submissions
• Build and maintain credibility with senior stakeholders, including policy makers, commissioners, and sector leaders
• Represent ERSA externally with confidence, authority, and credibility
• Work collaboratively with the ERSA CEO, campaign working group, and wider sector stakeholders

The postholder will be part of the ERSA team and will report directly to the ERSA CEO.

About the role

Sitting within our people and organisational development team and reporting into the senior learning & organisational development manager, you’ll support us with a wide range of administrative duties across the learning & development; people; equity, diversity and inclusion (EDI) and internal communications & engagement functions.

As the first point of contact for all learning management system (LMS) user and administrative queries you’ll maintain and housekeep our LMS as well as help coordinate and administer internal and external training programmes, workshops and learning events. You’ll also provide administrative support across our core people activities, including invoicing, onboarding, offboarding, and the employee lifecycle processes.

You’ll use our HR management systems to develop and maintain regular people management reports and liaise with the people and EDI teams to ensure employee and training records are updated.

This included investment to grow the Philanthropy fundraising team, develop new fundraising products, increase our supporter networks, and build a stronger pipeline. As a result, we have seen significant year-on-year growth for a charity of our size and are keen to maintain this trajectory with the opportunities in front of us.

We are in the final year of our current 5-year organisational strategy cycle and in the process of developing our new 5-year fundraising strategy, so you will be instrumental in bridging the gap, delivering against agreed income targets for 2026 and driving forward new plans into 2027.

Skills and Experience

Thousands of young people were sleeping rough every night, with many areas notoriously dubbed “cardboard cities” due to the visible rise in street homelessness. Citizens Cymru Wales has developed an innovative approach to reducing youth violence with community organising at its heart, working across four unique assumptions:  

• ‘It takes a village to raise a child’  

• ‘Anger without power leads to rage’  

• ‘Recognising the need to address Adverse Community Experiences’  

• ‘If you are not at the table, you’re on the menu’  

In 2021 it developed a community led action plan to address youth violence in the neighbourhoods of Butetown and Grangetown. This work then secured £1m funding from the Youth Endowment Fund (YEF) to demonstrate how community organising can improve the lives of children and young people. Across Grangetown and Butetown, almost 2500 people were listened to, and issues workshops took place from which seven interventions were identified including Mental health, Additional Learning Needs and Literacy, an Employment partnership, Sports and diversionary activities and local microgrants. Each intervention is led by a local community-based organisation. At the heart of the work is building a hyperlocal community organising alliance.  Underpinning the work is the development of a Youth Action Zone, a youth-led multi-agency partnership to support young people in the neighbourhood for the long term. The project is in its final year of delivery and needs a locally based project manager to support the current organisations to fulfil the action plan and build a long-term legacy.

Main Responsibilities 

This is a unique role, focused on project management but embedding community organising. As project organiser for Butetown and Grangetown Neighbourhood Fund you will support the project aims, enabling core partners and intervention leads to fulfil the action plan and build a legacy for the long term. Alongside this, you will develop a craft of community organising, working closely with civic organisations based in the neighbourhoods, understanding local power and building partnerships with wider stakeholders, and developing local institutions and youth leaders. All of this should ladder up to building the power of the broader Cardiff Citizens alliance. 

You will embed the ethos of community organising across the project and its legacy by: 

• developing the leadership of people within local organisations - our 'leaders' who lead the campaigns we work on 

• helping them to collectively identify the changes they want to see and create strategies to win those changes 

• strengthen institutions’ own abilities to achieve their missions. 

• Support leaders in connecting the hyperlocal work to the Cardiff Citizens alliance – developing their capacity to work with other leaders and civic institutions across the city to develop collective ambitions and actions (leading up to the 2027 Local Authority elections). 

We envisage the role to be roughly 2 days project management and 1 day Community Organising, but given the nature of the project, these will naturally bleed into one another. 

Working as the Project Organiser for Citizens UK, your main responsibilities will include:

Our client, a well-known anti-poverty charity is looking to recruit a Director of Policy & Engagement on a maternity contract of up to 12 months. This great charity provides front-line advice, advocacy and campaigning and policy work on behalf of people in London beneath pension age, who are experiencing issues around benefit payments, disability and housing or who are at risk of homelessness. The role:
As Director of Policy & Engagement, you will lead the organisation’s policy, public affairs, and campaigns function, shaping and delivering local and national influencing to drive change on social security and housing issues. You will ensure the voices of people with lived experience are central to all of the organisation’s work, embedding meaningful participation across the organisation, in governance, services, policy and campaigns.

The person:
The successful candidate will be a strategic, politically astute leader with experience of leading policy, public affairs and campaigns at a senior level. This person will value and embed lived experience in all aspects of their work and will have a strong understanding of social security and housing policy. 

This person will also have substantial experience of leading on research for social policy influencing purposes in addition to having developed and shaped policy  for an organisation in a charity which works towards combatting poverty and other social justice issues. Having managed political and media engagement and external influencing activities in the past, this person will be an effective relationship manager both internally and externally, in addition to having provided knowledge based leadership to small teams in the charity sector. In addition to being a highly effective project manager, this person will be a very strong communicator both verbally and in writing, and will be fully committed to the aims and objectives of this anti-poverty charity.
