Key Areas of Responsibility

Strategic Leadership and Service Development

• Contribute as a key member of the Senior Leadership Team to WCT’s organisational strategy, business planning and future development.
• Provide strategic leadership for the community-based services portfolio, ensuring services remain relevant, effective and aligned with WCT’s mission, values and strategic priorities.
• Use service data, community insight, evaluation and feedback to identify opportunities for improvement, innovation and growth.
• Work with the CEO and colleagues to identify funding and partnership opportunities that support the sustainability and development of services.

People Leadership and Management

• Lead, support and develop managers and team leads within the service area, setting clear expectations and ensuring effective supervision, performance management and communication.
• Promote a positive, accountable and inclusive culture that encourages teamwork, professional development, initiative and continuous improvement.
• Ensure staffing structures, deployment and resources are appropriate to contractual requirements, service demand and available budgets.
• Support recruitment, induction, development and, where required, formal peoplemanagement processes in line with WCT policy.

Contract, Performance and Quality Management

• Oversee the implementation and delivery of multiple contracts, grants and commissioned services across the community-based portfolio.
• Ensure clear systems are in place to monitor outputs, outcomes, quality, contractual milestones and service-user experience.
• Analyse quantitative and qualitative information and produce clear, accurate reports for funders, commissioners, the CEO, Senior Leadership Team and Board of Trustees.
• Ensure subcontracted or partner-delivered activity is appropriately monitored and managed where applicable.
• Address underperformance promptly and support managers to implement effective improvement plans.

Financial Management and Sustainability

• Lead the development and management of service budgets, including budgets of significant value, ensuring expenditure remains within agreed funding and organisational parameters.
• Monitor income, expenditure, forecasts and variances in partnership with the Head of Finance & Resources and relevant managers.
• Ensure resources are used efficiently and that services demonstrate value for money and financial sustainability.
• Contribute to funding applications, tenders, business cases and service-costing activity where required.

Risk, Governance and Compliance

• Identify, assess and manage risks relating to service delivery and ensure significant risks are escalated through WCT’s organisational risk-management arrangements.
• Ensure services comply with contractual requirements, WCT policies, data protection requirements, safeguarding arrangements and relevant legislation and guidance.
• Contribute to the development and review of organisational policies and procedures within the postholder’s areas of responsibility.
• Maintain appropriate professional boundaries, confidentiality and information-governance standards.

Partnerships and Representation

• Develop and maintain strong relationships with commissioners, funders, statutory agencies, VCSE organisations, local communities and other partners.
• Represent WCT professionally at strategic and operational partnership meetings, networks and forums.
• Promote collaboration across WCT services and with external partners to improve pathways, reduce duplication and strengthen outcomes for local people.
• Protect and enhance the reputation of WCT in all internal and external relationships.

  concerns within the service area are managed and escalated in accordance with WCT

We are seeking a talented Director of Programme Delivery and Operations (maternity cover), fully committed to our widening participation cause, to join the Senior Leadership Team in a pivotal role for a growing and ambitious charity. 

You will have responsibility for ensuring we are providing high quality programme delivery to young people across our centre network, that are centres are functioning effectively, and that targets are monitored and met. About You

You don't need to have done exactly this job before — but you do need to have done something like it. You're someone who can set a strategy and still get your hands dirty. You've probably managed a freelancer or consultant before. You've built relationships with funders or partners when resources were tight, not abundant. And most importantly, you actually want to build something — not just keep an existing programme ticking over.

Experience with trusts and foundations fundraising, youth or family support work, or a background moving from a founder-led organisation toward distributed leadership would all be a bonus, though none are essential.

Join us as our Community Fundraising Manager (maternity cover) at The Grand Appeal, the Bristol Children's Hospital Charity and play a key role in growing our community fundraising programme. You will inspire and support individuals, schools, groups and organisations to raise vital funds through creative and engaging fundraising activities, while leading the strategy, development and delivery of our fundraising campaigns to maximise income and help make a lasting difference.

As Community Fundraising Manager you will:

• Work on strategy and ensure that targets are met within the community fundraising programme.
• Be responsible for the development and delivery of our diverse community fundraising portfolio, identifying opportunities to scale activity and maximise income.

WHAT YOU OWN

• Impact framework : the organisation's impact measurement framework, metrics and indicators.

• The Impact Hub (CRM) : the platform, its roadmap, adoption and supplier relationship.

• Data governance : data quality standards, validation protocols and UK GDPR compliance.

• Evaluation methodology : how programmes and services are evaluated, including external evaluation partnerships.

• Referral partnerships : the community and education referral partnership model and its members.

• Alumni strategy : the alumni engagement model, tiered support structure and Advisory Council.

• Organisational reporting : impact reporting to the board, funders and the public.

KEY RESPONSIBILITIES

1. Impact Measurement & Evidence ~ Develop and own the organisation's impact measurement framework, defining metrics and indicators that reflect outcomes and effectiveness rather than interest or activity alone.

2. Organisational Insight & Foresight ~ Act as the organisation's insight lead: translate quantitative and qualitative data into organisational insight that shapes strategy, programme design and resource allocation.

3. The Impact Hub ~ Lead the delivery, rollout and adoption of the Impact Hub, including migration from Upshot, in line with the phased plan in the Data & Digital strategy : and own its roadmap as the organisation's insight platform thereafter.

4. Stakeholder Engagement Framework (Governance) ~ Act as guardian of the unified stakeholder engagement framework, defining the standards, data capture requirements and reporting consistency that all teams apply across our five stakeholder groups.

5. Community & Education Partnerships (Referral Pipeline) ~ Design and deliver the structured referral partnership model set out in the Talent & Engagement strategy, piloting quarterly cohorts of university, faith-group and community-organisation partners with clear MOUs, shared objectives and referral tracking through the Impact Hub.

6. Alumni Community & Engagement ~ Design and deliver a structured 12-month alumni engagement calendar with audience-segmented communications, supported by Impact Hub data.

7. Reporting & Funder Evidence ~ Produce evidence-based impact reporting for the board, funders, partners and public communications, supporting grant bids, corporate stewardship and the annual report.

8. Team Leadership ~ Line-manage the Data Administrator, Progression coaches and any future team members, providing guidance, training and performance oversight.

9. Organisational Leadership ~ Contribute to organisational strategy, annual planning and budgeting as a member of the Senior Leadership Team.

The Opportunity

ESCIP is a one-year proof of concept designed to strengthen how community experience and VCSE intelligence inform local decision-making. It connects voluntary, community and social enterprise organisations with health, local authority and wider partners, creating stronger two-way feedback between communities and decision-makers.

This is not primarily an administrative post. You will build trusted relationships, coordinate a new quarterly forum, develop practical ways to gather and synthesise intelligence, and demonstrate how insight has influenced priorities and action. Because the programme is new, you will have genuine scope to shape how it works.

What You Will Achieve

Over the first 12 months, you will:

• Establish a quarterly East Surrey VCSE and Community Forum.
• Build trusted relationships with diverse VCSE organisations, including smaller groups and under-represented communities.
• Develop and test practical two-way feedback mechanisms between communities, VCSE partners and system leaders.
• Map intelligence sources and introduce consistent approaches to gathering and synthesising insight.
• Produce concise briefings highlighting emerging themes and implications for decision-makers.
• Maintain strategic relationships across health, local government, housing and neighbourhood partners.
• Support independent evaluation and contribute to the case for Year 2.

Main Responsibilities

Partnerships and Networks

• Coordinate day-to-day delivery of ESCIP, maintaining workplans, milestones and actions.
• Plan and support the quarterly East Surrey VCSE and Community Forum.
• Develop strong relationships across the VCSE sector and with NHS, local authority, housing, primary care and neighbourhood partners.
• Maintain wider partner engagement through targeted conversations, briefings and limited observer participation.
• Represent ESCIP professionally and act as a key point of contact.

Engagement and Community Insight

• Plan and deliver insight activity, including stakeholder conversations, workshops, surveys, desk research and analysis.
• Enable organisations of different sizes and capacities to contribute, particularly voices less often heard.
• Map existing intelligence sources, identify gaps and common themes, and distinguish between individual feedback, recurring themes and wider evidence.

Communication, Influence and Learning

• Turn qualitative and quantitative information into accessible summaries, briefings and recommendations.
• Create visible feedback loops so contributors understand what was heard and what happened next.
• Prepare stakeholder briefings and contribute to programme and funder reporting.
• Work with the independent evaluator and contribute learning to the future development of ESCIP.

Working Arrangements

This is a part-time role based in Oxted with autonomy and variety. Some meetings and community activity will take place across East Surrey, so the postholder must be able to travel within the area. Reasonable travel expenses will be reimbursed.

Occasional evening activity may be required by prior agreement, with time off in lieu. The postholder will work closely with colleagues from VASE and CSVA and will have access to office space, HR support and appropriate IT equipment.
