Service Managers are responsible for their services meeting targets and delivering on contract requirements, including providing the data required for contract and organisational monitoring.
The Service Manager role assumes responsibility for all aspects of SWAN’s West Berkshire statutory advocacy services. This includes IMCA, Paid Rep, Care Act and IMHA. Our Service Manager is also responsible for the delivery of SWAN’s social value projects in West Berkshire.
The role requires a positive approach and a high degree of personal responsibility. The Service Manager is responsible for the West Berkshire team’s performance. Service Managers are experienced and inspirational leaders. You will be working remotely, but within easy commuting distance of West Berkshire.  They have, or are willing to work towards, a level 5 management qualification.

FTE salary is £31,602.88 - £34,533.32 (actual £25,623.97 - ££27,999.99) and the lower salary will be paid to new starters unless they hold the relevant qualifications.

WHA is an international NGO, representing over 400 civil society and patient organisation members in over 120 countries. We are committed to eliminating viral hepatitis, a devastating disease that affects more than 300 million people and is now the second most deadly infectious disease in the world.

We are seeking an experienced project manager to lead WHA’s delivery of the SAFEStart+ project. Focused on accelerating the elimination of mother-to-child transmission (EVT) of HIV, syphilis, hepatitis B, and Chagas disease in endemic areas. The project will focus on demand generation, adoption and scale-up of innovative EVT programmes through strong community and stakeholder leadership. It will do this in part, through understanding the values and preferences of stakeholders, addressing barriers around awareness and stigma and discrimination, providing training to both community groups and health care workers and undertaking community led monitoring. These community led-activities will run alongside work in countries to strengthen health systems and supply chains and address gaps in product access.

The duties and key responsibilities of the Community Implementation Manager include:

• Plan and coordinate WHA activities related to the project to ensure that goals and objectives are accomplished within prescribed time and funding parameters.
• Manage community implementation partners within project countries, working closely with them to develop advocacy and awareness strategies, implement community-based research , monitor budgets in line with approved policies and measure impact.
• Support the coordination of global and country community advisory boards.
• Be the main point of contact for all project partners, fostering positive working relationships to ensure effective coordination throughout the projects’ lifecycle.
• Support capacity building efforts for community groups and health care workers in project countries.
• Work with teams across WHA, including communications and advocacy, to ensure the project outcomes are being appropriately disseminated.
• Coordinate all internal and external reporting related to the project.

Role Purpose

To deliver and develop a high-impact mentoring programme through effective mentor management, community engagement, and high-quality organisation and programme administration around London. • Maintain consistent, high-quality mentor communications, including regular check-ins and reviews, ensuring consistent session attendance.

• Drive mentor engagement and experience through the online community platform, reflective sessions, and arranging mentor meetups.

Our operations team is led by the Chief Operations Officer (COO) and includes the finance and bookings & venue teams. This is a newly created role that will report directly to the COO and work closely with the wider operations team.

Scope of role

The role supports the delivery of our IT, facilities, health and safety across operations. They act as the first point of contact with outsourced providers and co-ordinate any work related to these areas.
The role is in place to support the project management and delivery of a set of work programs and there is a level of autonomy to make decisions on a project / work area basis within an agreed framework to deliver.
The role will hold the IT budget, and support COO with facilities budget; thus it is expected that there is a good understanding of the budgets to understand constraints and opportunities. The role can make spending decisions up to £2,000.
This role is designed to allocate approximately 60% of the focus on core IT functions and 40% on facilities and operational oversight including procurement.
They will be expecting to advise COO and wider SMT on IT and Operations related plans for the year.

Responsibilities and Accountabilities

Information Technology & Systems

• Be responsible with the support of the COO and wider SMT with all IT related strategy including procurement and streamline of new IT service provider/s. Including setting up KPIs’ and using these to assess performance.
• Manage the setup of new staff – including the procurement of equipment required for the role – this includes all communication tools.
• Managing the relationship and being the key point of contact with the technology suppliers and technology support providers.
• Identifying cost savings/efficiencies in the tech stack.
• Supporting IT KIT refresh plans and purchase, this includes audit of needs and vendor negotiations and lifecycle planning with the COO.
• Leading on regular assessment of IT and systems needs for all services and administrative staff.
  Facilities, Health and Safety & General Administration
• Act as the main point of contact with our property management company. Work with the COO to escalate issues.
• Book in contractors and maintain all required documentation in conjunction with other key stake holders (property manager/agent).
• Be the escalation point for maintenance issues, liaising with the property management company to make sure that issues are dealt with in a satisfactory manner.
• Work with H&S consultants and property managers to ensure all relevant training is planned for and carried out and Risk assessments are being completed and used.
• Work with HR to ensure that all relevant training is planned for and carried out.
• Maintain records for all mandatory tests in conjunction with our property agents.
• Liaise with the Events and Venue Manager to ensure building management is always in place, keyholding, security etc.
• Ensure smooth operations of front of house – including reception and security rotas and arranging additional cover as needed for events.

Projects

• Manage ad hoc projects on behalf of the operations team; such as refurbishments, implementation of printer management.

General

• Building good working relationships across the organisation
• Representing Toynbee Hall to external audiences
• Developing an open and ‘critical friend’ dialogue within our programmatic work
• Undertaking any other appropriate responsibilities that may arise such as top up of franking machines, and general administrative orders as needed.
• Hold regular catch ups with team members, and ensure they are meeting their yearly appraisals.

Key areas of responsibility

• Lead the day-to-day HR function providing support to staff across all areas of HR.

• Ensure HR policies are reviewed and updated to ensure compliance with employment laws, regulations and best practice. Develop new policies that are fit for purpose, legally compliant, and embedded within the team.

• Update, maintain and develop employee handbook, HR templates, processes, and systems to support the delivery of an effective HR function.

• Manage HR systems ensuring all records are maintained accurately and comply with GDPR.

• Oversee all recruitment processes.

• Oversee the entire employee lifecycle - from induction to exit - while implementing talent retention strategies, performance management systems, and succession planning.

• Oversee organisational volunteer management, ensuring compliance with policies and alignment with strategic objectives 

• Coach and advise line managers on people issues withing their teams from probation to sickness absence to performance.

• Manage grievances and disciplinary actions in accordance with policy.

• Lead on delivery of annual training plan and annual appraisal process. 

• Oversee day-to-day office management to ensure a warm, inclusive, and safe working environment. 

• Ensure health and safety, compliance, and quality standards are consistently upheld across all HR and operational practices, fostering a safe, legally sound, and high-performing work environment. 

• Manage outsourced IT contracts and service level agreements, overseeing IT and communications providers - including VOIP systems - while coordinating support and resolving issues as needed. 

• Oversee office supplies, contracts, and supplier relationships, ensuring cost-effective and efficient operations. 

• Responsible for governance and compliance matters, providing comprehensive board support, and managing company secretarial duties, including filings and updates with Companies House and the Charities Commission. 

• Oversee and manage operational expenditures to ensure alignment with the allocated budget, while identifying opportunities for cost efficiencies.
