Job description

£33,107 - £38,618 (non-qualified)/£37,922 - £44,336 (qualified)
(£2,000/ £4,000 accountancy allowance is on offer for part/fully qualified accountants.)

The Department for Digital, Culture, Media & Sport (DCMS) is at the heart of the government’s economic and social agendas. Working closely with HM Treasury and Finance Business Partners, the post-holder will be directly responsible for finding solutions to some of the most significant obstacles facing the department and our ALBs - some of the UK's largest and most respected bodies (the BBC, many museums, and UK regulators like OFCOM to name just a few).

They will also lead on governance and engagement on behalf of the Strategic Finance function. Providing strategic oversight of the Department’s Finance Committee, including line management of the Committee Secretariat. Supporting the Governance and Engagement Manager on reforming the Committee’s purpose and processes, this post-holder will work across the Department and with Senior Leaders to understand the improvements required, and put in place a plan to revamp the Investment Appraisal process.

Key responsibilities are as follows:

  • Working with teams throughout the department to monitor, triage, and find solutions to some of the most significant financial obstacles facing the department and our ALBs.
  • Supporting the Governance and Engagement Manager to reform the Finance Committee, including revising the Terms of Reference, Membership and strategic forward look.
  • Lead on developing new tools and training for colleagues across DCMS with regards to the new Finance Committee process.
  • Lead on all reporting upwards to the Executive Board regarding Finance Committee.
  • Develop and maintain a strategic forward look of business cases for investment appraisal.
  • Attend regular meetings with HM Treasury, owning the agenda and liaising across Finance to prioritise live queries and issues.
  • Lead and monitor Strategic Finance engagement with the National Audit Office.
  • Work with colleagues to ensure the outcome from Fiscal Events is communicated across the Department with an understanding of the necessary approvals required.
  • Lead and monitor Strategic Finance engagement with the Government Internal Audit Agency, driving forward recommendations made that impact the Finance Directorate.
  •  Line management of the Finance Committee Secretariat.

The successful candidate will demonstrate the following:

The post holder will build strong relationships externally with HM Treasury, National Audit Office and Government Internal Audit Agency, as well as internally with Senior Leadership and Finance colleagues and teams across DCMS. 

  • A history of developing, improving, and managing a number of varied monitoring systems. Ensuring good process management so everything is accounted for, and nothing urgent is ‘missed’.
  • Proven ability to time and workload manage yourself and others. Can effectively triage essential, time critical, and highly important tasks, against others.
  • Line management of colleagues, and/or actively supporting and encouraging others so all can deliver to the best of their abilities.
  • Experience developing and maintaining excellent relationships with internal and external stakeholders. Can influence, change, and impact decisions through those relationships.
  • Past experience managing a governance board of seniors or acting as secretariat or a personal assistant. (desirable)
  • Working with senior people and ‘managing upwards’ – supporting them to be more effective in their role. (desirable)
  • Track record in project management, including organisational and business process changes. (desirable)
  • Previous experience of working in a Finance role, or experience with Business Cases and Investment appraisal.  (desirable)
