Job description

With a growing portfolio of research and development grants, we are looking for an individual to play a key role in ensuring strong financial controls, planning and management reporting across four country programmes.

This role sits at the interface between programme teams, KCL finance teams, donors and delivery partners in Africa.The role will oversee financial management of KGHPs restricted and unrestricted funds, playing a key role in financial planning and reporting across four country programmes. The postholder will also play a role in strengthening fund management, introducing financial controls and ensuring that funds are managed in a way that aligns to KCL and donor requirements.

The postholder will also provide support to the financial management of key statutory donor funded projects, primarily Prepared-for-Practice, a £3m, 5-year project funded by the Department for International Development’s Strategic Partnerships for Higher Education Innovation and Reform (SPHEIR) fund.

Key Responsibilities include:

Financial monitoring and management

• Working with the Project Accountant, design, implement and, as needed, improve controls to ensure compliance with donor requirements, including checklists, templates and other tools.

• Own and develop internal tools to track the active grants portfolio and ensure that these are up to date and accurate, managing financial risk of in a timely way

• Manage the flows of funding to in-country programmes and partners, including forecast-based transfers and reconciliation

• Support annual budgeting and quarterly reforecasts

• Ensure that exchange rate fluctuations are actively monitored, and appropriate action is taken as required

• Working with Programme Managers, ensure that all funding proposals are properly costed, do not expose KGHP to excessive risks and provide full cost recovery

• Oversee annual project audits, in conjunction with programme and central finance teams, ensuring it is completed according to donor audit protocol and ensuring audit requirements are monitored throughout project. The postholder will act as a key point of contact for external auditors

• Oversee financial reprofiling on donor-funded projects, ensuring the process is clearly communicated and understood by partners and an accurate budget reprofile is submitted to the donor

• Ensure programme-specific financial record keeping in conjunction with central finance teams, ensuring all financial documents are stored in an easy-to-use system and that financial documents can be retrieved for audit purposes

• Support financial close out of projects in line with donor guidance, in conjunction with RMID, including reconciliation of projects closing financial position

• Provide monthly summary reports for management decision making and quarterly reports for the Strategy Delivery Board.

Project financial reporting

• Conduct comprehensive compliance reviews of partner financial reports, ensuring accuracy of financial reporting and proactively raising issues relating to expenditure rates with the project budget holder

• Prepare timely and accurate quarterly and annual financial expenditure reports in line with donor guidance and templates. This will include reviewing and consolidating partner financial reports

• Prepare and consolidate quarterly project forecast and requests for funds

• Upload project financial data to the International Aid Transparency Initiative (IATI) on a quarterly basis

Partner financial monitoring and capacity strengthening

• Deliver training and capacity building to partner organisations, ensuring they understand donor financial rules and regulations and have systems in place to meet them

• Maintain excellent communication with partners to enable receipt of timely and accurate financial information

• Conduct regular verification and monitoring of partner financial management and asset management, ensuring compliance with donor rules and regulations. Escalate issues arising with project budget holders and work with partners to strength systems where needed.

• Provide financial expertise, guidance and support to colleagues within KGHP
