Director of programmes and learning jobs

As Chief Executive, you will lead the staff team, be responsible for providing overall strategic direction, coordination and management of all CAP programmes. Partnership building is a key role to maximise our impact.

Church Action on Poverty is a medium sized social justice charity, with a vision for the UK to become a country where everyone can flourish free from poverty. We are an ecumenical organisation with a Christian ethos and roots in the churches who remain key partners for us. We support programmes across the UK improving the lives of people in poverty and create opportunities for those with lived experience to voice their concerns with the aim of educating the public to raise awareness and understanding in line with our charitable objectives.

Currently, our programmes are structured on the principles of dignity, agency and power. They comprise: supporting a network of 130 food pantries with a membership of over 50,000; enabling people with lived experience of poverty to speak truth to power and supporting churches to explore what it means to be a ‘church on the margins’ as well as playing a leading role in high profile national campaigns.

It is anticipated that the role will be varied and flexible, but will include:

• Assisting the CAP Council of Management in the development and implementation of the organisation's programmes, campaigns, partnership building and public affairs work. 

• Managing CAP's staff and resources in line with the organisation's agreed policies and priorities, and core values of collaboration, participation and empowerment. 

• Fundraising and organisational strategy to achieve our aims.

• Ensuring that people with lived experience of poverty are actively involved in all aspects of CAP's work. 

• Leading and line managing the Senior Leadership and Management Team.

• Working with the whole staff team to develop and implement strategies that build dignity, agency and power to end poverty.

Key responsibilities 

1. Supporting CAP's Council of Management in its governance function

• Maintaining regular contact with the CAP Chairperson and Officer Group. 

• Providing regular written reports to CAP's Council of Management and attending all meetings of the CAP Council of Management and Officers Group. 

• Agreeing and implementing an annual planning cycle with the Council of Management, in line with CAP’s strategic values and vision.

• Working with the chair and officers to ensure good governance of the organisation. 

2. Ensuring the effective management of CAP's staff team by: 

• Providing day-to-day management and support for the Senior Management and Leadership Team. 

• Holding oversight of the policies and procedures of the organisation and ensuring that they are up to date and fit for purpose 

• Setting the culture of the organisation, with a focus on promoting collaborative working, learning and staff wellbeing. 

3. Finance and fundraising

• Setting a clear, viable organisational and financial strategy and implement through

• Fundraising and relationship building to secure the resources needed for the programme work and campaigning.

• Formulating appropriate applications for programme funding.

• Providing resources for donors and churches to organise fundraising.

4. Programme Development

Leading the process of programme development within CAP in order to: 

• Promote new approaches to combating poverty, which build the dignity, agency and power of people and communities struggling against poverty. 

• Ensure that programmes have clearly identified aims, objectives and methods and that projects are monitored and evaluated. 

5. Partnership Building
Building partnerships and contribute to the shared leadership and development of a movement based on dignity, agency and power with people and struggling communities against poverty, by

• Working with a wide range of partners and people with lived experience, to connect and build networks of people and groups who are committed to challenging poverty.

• Ensuring that CAP works collaboratively, leading CAP's involvement in strategic coalitions, alliances and other movement building opportunities.

• Ensuring CAP’s work is informed by the insights of people with lived experience of poverty, as well as wider public policy, debate and research. 

• Ensuring that CAP’s views are shared with government, politicians, churches and others, where possible, led by people with lived experience of poverty.

6. Membership and supporters
Working with CAP’s Communications and Supporter Relations manager to ensure the recruitment and retention of members, donors and supporters by ensuring that: 

• CAP members are provided with regular mailings and appropriate support for local/national activity. 

• Ensuring that requests from CAP members and others for information and support are dealt with appropriately. 

• Overseeing resources for Challenge Poverty Week and Poverty Sunday

7. Public Profile
In collaboration with CAP's Council of Management and staff, ensuring that CAP maintains a high profile within both the church and secular media, including: 

• Ensuring CAP contributes effectively to public and media debate, including mainstream secular and church media, TV, radio and new/social media etc.

• Prioritising opportunities for people with lived experience to act as spokespeople and the public face for CAP.

• Attending and speaking at appropriate conferences and events making sure that CAP is represented at key events.

• Representing CAP views to national, regional and local government.

8. Theological Development
Facilitating the development of theological and other resources which reflect 

• the lived experience of people and communities struggling against poverty, biblical sources, personal faith and other theological writing.

• wider analysis of social, political and economic issues.

Accountability and relationships 

The Chief Executive is accountable to the elected Council of Management. Regular contact is maintained with the Officers Group, and in particular the Chair.

The Chief Executive provides line management to the other members of the Senior Leadership and Management Team, and works closely with other members of the CAP staff team, and external partners. 

Other details about employment

Duration: Permanent contract with six month probationary period.

Hours: 35 hours per week including occasional 'unsocial' hours, weekend working and overnight travelling for which Time Off in Lieu is provided.

Salary: Church Action on Poverty Salary Band L, starting at scale point 43 on the NJC scales (currently £52,805 pay award pending).  Rising by increments after 3 years and every 2 years thereafter to point 46 (currently £56,073), paid monthly on the 14th day of each month.

Pension: Church Action on Poverty operates the Nest auto-enrolment pension scheme, and contributes a 10% employer contribution provided the staff member commits to making a 5% employee contribution.

The Activate Fund:

For 60 years, the Churchill Fellowship has been supporting remarkable individuals to source solutions from around the world to tackle critical issues affecting communities in the UK. The Activate Fund is an extension of the Fellowship which provides further funding and support to Fellows on their return to the UK to turn their ideas into action and achieve real and lasting change.

Purpose of the role:

This is a new role which sits within the Fellowship team and will be responsible for the re-opening of the Activate Fund in June 2026, following completion of a successful pilot. The Head of Activate will lead on all aspects of the application and award cycle and on the development of additional forms of support to enhance Fellows’ impact on society. The role will be supported by the Activate Manager, work closely with the Salesforce and Engagement teams, and alongside colleagues managing the annual Fellowship selection process.

This is a new role which is being recruited with sufficient lead-in time for the Head of Activate to be inducted into the existing processes to deliver the first year of awards, with scope to introduce new ideas to enhance the Fund’s impact from Year 2.

Key responsibilities:

Delivery of Activate

• Lead on the re-introduction of the Activate Fund; responsible for ensuring that potential applicants and relevant stakeholders understand the purpose, scope and criteria of the Fund and that all systems and processes are in place for applications to open in June 2026.
• Lead on the selection process from pre-applicant support to application, assessment and award, supported by the Activate Manager, working closely with the Salesforce team and the Comms team, and ensuring the process is aligned with TCF’s EDI values and strategic priorities.
• Lead on the iterative improvement of application and award documentation, throughout the lifetime of the Fund, working closely with the Salesforce team to ensure that any process changes are agreed with sufficient planning time to be implemented ahead of the next cycle.
• Oversee and participate in the longlisting and shortlisting of applications to the Fund, alongside other Fellowship staff and external assessors, where required.
• Responsible for establishing and convening (an) award panel(s) for the Activate Fund and working with the Chief Executive and Engagement team to identify panel members, likely to be drawn from the Fellowship’s Board of Trustees, Advisory Council, expert working groups and/or previous Activate grantees.
• Responsible for ensuring appropriate due diligence is conducted on applicants and where relevant, host organisations, to ensure that Activate grants are awarded in line with TCF’s charitable objectives and for a purpose that benefits individuals and communities in the UK.
• Attend and play a key role in the Activate selection interviews, including supporting Panel decision making according to agreed selection criteria, grant-setting and providing feedback to unsuccessful applicants.
• Oversee the award, payment and reporting of Activate grants, including the development of appropriate terms and conditions, and reporting requirements.
• Manage the Activate annual budget, ensuring that grants awarded are in line with the annual budgetary allocation for the Fund and report as required to the SLT.
• In collaboration with the Development team and Salesforce team, set up appropriate reporting mechanisms so that funding partners contributing to the Fund are informed of relevant Activate awards and updated on progress, as required.

Safeguarding and EDI

• Work with the Fellowship’s safeguarding lead and with the Fellowship Director to identify safeguarding risks and develop appropriate processes that are specific to the Activate Fund, for example where Fellows are working with children and adults at risk.
• Contribute to the ongoing improvement of the Fellowship’s approach to Fellows’ wellbeing, particularly when awarding grants to Fellows with lived experience of the issues they are addressing in their project. 
• Work closely with the Fellowship’s EDI lead to ensure a proactive and consistent approach to EDI in the delivery of the Fund; in particular, that the Activate Fund’s selection processes are accessible to all Fellows eligible to apply, that EDI is core to the development of pre-application and non-financial support, and that the Fund’s messaging is inclusive and representative of the diversity of Churchill Fellows.

Enhancing Fellows’ capacity to achieve UK impact

• Building on learning from the Activate pilot, work closely with the Activate Manager to develop a support offer for Activate grantees that enhances their capacity to deliver their funded project and create change in their chosen sector or community; this could include 1:1 support such as mentoring and coaching and/or peer learning, convening and networking opportunities with the wider Fellowship community.
• Working closely with the Fellowship Director and Head of Fellowship, explore if there might be opportunities for scaling support which has been tried and tested with Activate grantees, to Fellows at different stages in their Fellowship journey.
• In collaboration with the Engagement team, support Fellows to develop relationships with individuals and organisations in relevant sectors that will amplify the impact of their Activate project and proactively explore opportunities for Knowledge Partners to contribute time, expertise and networking support to Activate grantees.  

Evaluation and Learning

• Working closely with the Engagement Director, to develop an approach for evaluating how the Activate Fund enhances Fellows’ capacity to create change in the UK.  
• Apply lessons learned from stakeholder feedback to improve the experience of Activate applicants and grantees through changes to the selection process, development of new forms of support and extension of networking opportunities with the wider Fellowship community.
• Working closely with the Fellowship Director to undertake a strategic review of the impact of the Fund from the end of Year 3.
• Keep up to date with new thinking and research around supporting and developing individuals and good practice in grant making, including developing relationships with relevant individuals and organisations.

Fellowship team

• Attend quarterly leadership meetings, where appropriate and, in particular, to contribute to thinking about TCF’s role in supporting Fellows to achieve change in the UK.
• Attend Fellow-led events as appropriate and utilise knowledge of Fellows’ activation of their Fellowship learning to contribute to the design and delivery of Fellowship events, such as Connect & Inspire, as required.

Qualifications

• Degree level or equivalent transferable skills

Skills & Experience

• 10 years’ experience in grant making, with at least 3 years in a senior grant making role with responsibility for designing and delivering an end-to-end grant making process.
• Experience of managing a multi-year grant making or support programme and balancing ongoing delivery with innovation and improvement.
• Experience of working with and supporting individuals to create change whether through grant making, learning and facilitation or movement building. 
• Demonstrable knowledge of different grant making practices and a commitment to trying out new approaches to remove barriers to those furthest away from funding.
• Experience of convening and managing relationships with multiple stakeholders to deliver time-sensitive projects or programmes and confident in liaising and negotiating with busy people in senior positions.
• Previous line management experience. 
• Experience in safeguarding and or risk management. 
• Experience in analysing and interpreting data for the purpose of monitoring, evaluation and improvement.
• Experience using and interacting with Salesforce (or similar CRM) and of working collaboratively with a data management/systems team.
• Strong communication and interpersonal skills for communicating face-to-face, in writing and by telephone with individuals at all levels.
• Strong IT skills, including proficiency in all aspects of Microsoft Office and comfort with facilitating meetings via video conferencing platforms.
• Excellent organisational and prioritisation skills.

We have embraced the benefits of working from home and at the same time, we value the contribution of face-to-face contact in building teamwork, collaborating with your colleagues, exchanging ideas and know-how, and for work efficiency. We therefore operate a hybrid working policy, where staff can work from home if they wish, however everyone is required to work in the office a minimum of 1 to 2 days a week with Tuesdays as the core day for regular whole team meetings, and Thursdays as an additional core day for Senior Leaders.

About us

The Asylum Reform Initiative (ARI) is an alliance of nine leading national organisations collaborating to secure deep change towards a fair, compassionate and well-managed UK approach to refugees. Central to its strategy has been incubating, launching and backing the broader, public-facing Together With Refugees campaign coalition, now with over 600 national and local member groups from across the refugee sector and beyond. The ARI team provides a dynamic hub that supports Together With Refugees, coordinating the development and delivery of the coalition’s campaign strategy.

About the role

This is a new role. Working closely with the rest of the ARI team, One Strong Voice, and the newly formed Together With Refugees Steering Group, it will play a key part in shaping and delivering the ambitious next phase of the Together With Refugees strategy. The Deputy Director will lead on movement building, strengthening the coalition, and developing the reach, activation levels and effectiveness of the coalition’s grassroots campaign organising to secure changes in policy and practice. At the heart of this is the engagement and leadership of activists with lived experience as refugees, and of member groups that are led by and for refugees – so advancing the goal of a transition to leadership by people with lived experience across the coalition. Key to this work will be building the capacity, effectiveness and impact of the One Strong Voice network to support lived experience campaigners, organisations and leaders at all levels. The Deputy Director will also contribute to wider leadership of the team’s work including fundraising, support for – and accountability to – coalition leadership structures, and effective delivery of the team’s work programme.

The Deputy Director will be a natural collaborator and relationship builder, able to work with diplomacy to drive forward our ambitious strategic aims. You will need ambition, energy and an ability to work at both strategic and more detailed levels. This could be the right opportunity for a range of potential candidates. You could be someone who has led and managed in other issues-based settings, in the asylum and refugee sector, or more broadly. About the role

The Learning & Insight Officer will play a key part in delivering our learning, monitoring and research activities, and we want the successful candidate to be able to develop their skills and interest within the role. They will work closely with the Head of Learning & Insight, wider Grants team colleagues and others across the Foundation to gather insights from our grants and wider work. These insights will inform our strategic direction and contribute to wider sector learning and understanding.

Main Responsibilities

• Work with colleagues to design and implement systems for the LEF to collect data and to capture and share learning in a systematic way that reflects our values and our commitment to Power, Cuture and Inclusion.

• Coordinate a timetable of activities for LEF to learn from its grants and direct work (such as regular feedback surveys and internal reflection sessions).

• Work with colleagues to collate and analyse evidence from organisations we fund to identify key insights and learning (such as reports and notes from grant management calls).

• Work with colleagues to run internal sessions with staff and trustees to reflect on our processes (what is working well, less well and what we can improve about how we work) and understand the progress the LEF is making towards its strategic objectives.

• Work with colleagues to run online and in-person events to bring together the organisations and people we fund to reflect and learn from one another.

• Support the development of a ‘culture of learning’ within the LEF and with grantees and

Job Purpose 

The Director of Finance, Operations & Compliance will be a key member of the Senior Leadership Team, working to ensure the impact, sustainability, diligence and productivity of the organisation, with a commitment to organisational transformation within the framework of a values-led approach to people and culture. 

Taking a lead on all financial, support and compliance activities, the role demands a combination of the hands-on approach needed in a medium-sized charity with the strong people management skills to enable all members of their team to deliver high quality services and to thrive in their roles.

Key Accountabilities and Responsibilities:

Financial Strategy, Planning and Control: 

• Accountable for organisational financial strategy, working with senior staff and trustees to ensure multi-year planning, target setting and monitoring in line with Habitat GB’s strategic objectives.

• Accountable for all aspects of financial management and control, including budgeting, reforecasting, treasury management, cashflow, management information, performance and statutory reporting.

• Accountable for the development and continuous improvement of reporting frameworks, including leading regular reviews with Senior Leadership team and providing quantitative and qualitative reports for the Board including clear and accessible narrative analysis.

• Provision of financial management and accounting services, management information, and statutory reporting. 

• Lead the organisation of quarterly Finance, Audit & Risk Committee meetings, in line with the Committee Terms of Reference and in consultation with the Treasurer, and National Director/CEO. 

• Responsible for the preparation and submission of annual statutory accounts in accordance with SORP and legal requirements and coordinating the external audit exercise and seeing the process through to Board approvals and filing with statutory bodies. 

• Lead a positive and collaborative relationship with HFHI Finance teams and ensure that Habitat GB meets its regular reporting requirements. 

• Lead Habitat GB’s relationship with relevant external partners, including auditors, bankers, insurers, pension providers, HMRC, Charity Commission and Companies House. 

GB Homes Subsidiary Entity: 

• Working closely with the National Director/CEO on planning for the future wind-up of the entity, providing all financial management, reporting and compliance resources as required in the interim. 

• Working with the Director of Programme Delivery, provide financial resource and support to the management of the former GB Homes asset portfolio, developing appropriate reporting mechanisms that provide data which can be included into the combined budgeting and reporting of Habitat GB 

• Accountable for integration and ongoing provision of the operational requirements of the GB Homes subsidiary, including insurance, technology, and communications requirements. 

Fundraising & Programmes support: 

• Work closely with the Directors of Fundraising & Partnerships, and of Impact & Influence to set ambitious and achievable targets across restricted and unrestricted fundraising, track performance, and ensure high quality forecasting, reporting and budget management. 

• Be responsible for the development and oversight of policies, protocols and systems required for restricted fund management which align with Habitat for Humanity International and external donor requirements. 

• Work collaboratively across Habitat GB to agree service delivery expectations and ensure the timely provision of relevant inputs from the Finance, Operations & Compliance team across partnership and programme cycles.  For example, audit or financial reporting requirements from donors, up to date policies, review of proposal documents, grants and contract agreements. 

• Work closely with the Directors of Programme Delivery & Retail to ensure Habitat GB has the specialist knowledge and financial skills relevant to our diverse types of programmes, including a new and growing retail operation, as well as construction project delivery. 

Risk Management and Compliance: 

• Lead on the development and maintenance of the organisational Risk Register, being responsible for the management and mitigation of financial, regulatory and operational risks and coordinating with others on the reporting and review of other risk areas. 

• Ensure Habitat GB is fully compliant and up to date with all its data protection and insurance requirements and has access to appropriate legal and other expert resources where necessary. 

• Be responsible for technology infrastructure, hardware and the management of outsourced support services. 

People Policies and HR Administration: 

• Support the Head of People to deliver a high-quality People and HR service to the organisation and our partners, including efficient HR administration, pension and payroll, people management, safeguarding, strategy and leadership. 

• Working closely with the National Director and others, have overall responsibility for the provision of up to date, user-friendly and legally compliant policies and procedures which support an efficient and effective organisational culture and environment. 

Leadership & Management: 

• Lead a high performing and ambitious team, inspired to implement and grow the strategy and with a core focus on positive impact for Habitat GB’s community and strategic partners through the provisional of excellent functional and subject matter expertise.

JOB PURPOSE

Based within the global Fundraising team, the Programme Fundraising Manager will generate sustainable income and play a pivotal role in delivering fundraising strategies to support the mission and objectives of Lumos, including the 10-year ambition to be launched in November 2025.

Working with country programmes in Colombia, Kenya, Moldova and Ukraine, as well as the global system change programme, the postholder will manage a portfolio of donors and prospective donors, positioning Lumos to secure new and repeat funding from charitable trusts, foundations and institutions. The role will also provide advice and support to the wider Fundraising team, building team capacity and writing compelling proposals to engage High Net Worth Individuals (HNWI) and other funders in Lumos programmes.

We are looking for a skilled relationship-builder and strategic thinker who has strong writing skills and experience working with donors. The postholder will work closely with colleagues across Programmes, Communications, Operations, and Finance, and act as a trusted partner to senior leaders across the organisation. This is a fantastic opportunity for a proactive fundraiser to make a tangible impact on children’s lives globally.

KEY OBJECTIVES

Prospecting & Engagement

• Develop and manage a pipeline of short, medium and longer-term prospects for each programme area under the 10-year ambition through research, strategic positioning and targeted outreach
• Identify new funding opportunities and support programme teams to align donor interests with Lumos’ work, collaborating with colleagues to develop tailored approaches
• Project manage programme fundraising appeals (e.g. targeted Trust mailings) in coordination with the Programmes and Communications teams
• Stay informed of philanthropic trends and share donor insights across teams
• Represent Lumos in relevant networks and platforms to raise our profile and pursue funding opportunities.

Proposal Development

• Lead the development of high-quality, high-value proposals to secure new and repeat awards from charitable trusts, foundations, and institutional donors
• Work closely with Programme teams to shape and package funding propositions
• Draft compelling funding proposals and marketing materials as needed, including for HNWI
• Ensure proposals meet donor and internal requirements, in compliance with quality assurance, risk management, and sign-off processes
• Support the development of collaborative, efficient proposal development systems.

Awards Management

• Support senior leaders in managing key donor relationships through tactical advice, briefings, and pitch preparation
• Build and steward a portfolio of current and prospective donors, ensuring a high-quality engagement experience
• Work with internal teams to stay informed about funding gaps and strategic priorities
• Develop tools and guidance to support programme delivery teams in meeting donor requirements during implementation
• Contribute to organisation-wide funding management best practices and systems.

Reporting

· Coordinate timely, accurate and engaging donor reports that programme achievements and challenges in a strategic way, ensuring full compliance with donor rules and expectations

• Maintain up-to-date donor information, activity logs and opportunities in Salesforce
• Provide colleagues with donor insights to support planning, collaboration and engagement
• As required, produce internal reports on fundraising against income targets.

Other

• Build strong working relationships across all teams and levels of the organisation
• Actively contribute to team meetings, planning sessions and cross-team initiatives
• Stay informed about developments in child rights, child protection and care reform
• Support the delivery of strategic fundraising priorities

Occasional international travel may be required (1-2 trips per year) depending on programme priorities and donor needs.

The Programme Fundraising Manager currently has no line management responsibility; however, the team is expected to grow in the coming years and the role may expand to manage and build the capacity of 1-2 fundraisers.

· Identify and escalate any gaps or improvements necessary for effective safeguarding in conjunction with the Senior Safeguarding Manager and Designated Safeguarding Lead for the area of responsibility

The Willesden Area Director of Ministry is a senior member of the Willesden Area Team, responsible for providing visionary leadership and ensuring good management of key ministry initiatives. Specifically, the postholder oversees fostering vocations to lay and ordained ministries, directing ordinands, supervising post ordination training, overseeing clergy ministerial review, development, and training, facilitating lay training programmes, holding diocesan Clergy Well-being portfolio. As a senior member of the Willesden Area Team the Area Director of Ministry will also contribute to strategic planning and implementation of ministry objectives within the Area.

The Willesden ADM serves as the Diocesan Portfolio lead for Clergy Well-Being. Collaborating with The Bishop’s Adviser to the Bishop of London, they work with other Area Directors of Ministry (ADMs), the London College of Bishops, and diocesan and Area colleagues, to create a strategic vision and processes to implement improved Clergy Well-Being across the diocese.

Job responsibilities 

Develop Vocations and Support Ordinands  

• Organises events to equip and inspire both lay and ordained vocations. 
• Collaborates with clergy/churches to nurture a diversity of vocations. 
• Leads the AADO team overseeing candidate discernment and ordinand training. 
• Supports ordinands through training, collaborating with TEIs. 

Manages Post-Ordination Training, CMD and IME2  

• Oversees Area post-ordination training programs (IME2). 
• Plan Area ordination retreats and services. 
• Manages the curate placement process for the Willesden Area. 
• Organises training events for clergy and LLM development. 
• Facilitate Area training events (including Clergy Study Days and Area Conferences) 
• Oversee the Willesden Area process of Ministerial Development Review (MDR) 
• Ensure regular communication about training opportunities and grants. 
• Participate and deliver diocesan and national training programmes. 

Lay Training  

• Ensures high-quality training for lay ministers. 
• Communicates training opportunities within and beyond the diocese. 

Collaborates & Communicates  

• Participates in regular meetings with the Area Leadership Team. 
• Works with Diocesan Director of Ministry and within Diocesan Ministry Team. 
• Works with other ADMs, DDO and participates in diocesan initiatives. 

Team Leadership  

• Recruit, manage, motivate, and develop direct reports, promoting continuous learning and collaborative working. 

Diocesan Lead on Clergy Well-being Portfolio 

• Advises the London College of Bishops on Clergy Well-being best practice. 
• In consultation with Area and diocesan stakeholders, to provide strategic oversight of diocesan clergy well-being. 
• Overseas the Diocesan Clergy Well-being budget. 
• Line-manage the Diocesan Disability Ministry Enabler  
• Undertake other duties commensurate of the role.
