• Embed an evidence-driven culture across Carers Trust, working with colleagues across teams UK-wide to ensure insight guides everything we do.

We are looking for a motivated self-starter, and someone who is passionate about the work of CJA members. 

The Policy and Public Affairs Manager will monitor and map the criminal justice policy landscape, tracking developments across the system. They will engage with MPs, civil servants and key stakeholders, bringing evidence from our membership and the voices of those impacted directly by the criminal justice system to government to influence change.

The postholder will have excellent written and verbal communication skills and have demonstrated evidence of impact in policy and public affairs. They should be confident in building relationships with a diverse range of stakeholders, be a collaborative and inspiring team player, show commitment to our values and share a passion for the CJA’s vision and mission.

Main responsibilities

Public Affairs (50% time)

• Develop and implement the CJA’s public affairs and influencing strategy to advance the CJA's objectives.
• Work with CJA members on influencing specific legislation, including campaigning around bills, writing amendments, and working with MPs and Peers to promote them within the legislative process.
• Stakeholder engagement (Parliament): Build and maintain relationships with key policy makers and parliamentarians through face-to-face meetings, providing briefings to MPs and Lords for Parliamentary debates, preparing written/oral questions, and attending Select Committees, APPGs, Parliamentary receptions and other relevant roundtables and events.
• Stakeholder engagement (other): Build and maintain relationships with other key stakeholders, including Police & Crime Commissioners, the Victims Commissioner, HM Inspectorates, civil servants, and other relevant bodies.

Policy and Research (40% time)

• Monitor policy and political debates and developments on criminal justice issues, horizon-scanning emerging policy issues, and where appropriate, disseminate and brief colleagues and CJA members.
• Maintain a repository of evidence briefings from CJA members.
• Identify proactive and reactive opportunities to promote and embed CJA and members recommendations and research.
• Produce high quality and influential policy briefs, reports, position papers, and responses to consultations, to advocate for changes in policy and practice put forward by CJA members.
• Lead on the monitoring of policy engagement and impact by using our evaluation tools and work with external evaluators as required to capture impact and utilise learning.
• Work with CJA members, people directly impacted by the justice system and other key stakeholders to harness and amplify their expertise and insights.
• Lead the co-ordination and establishment of member expert groups to inform our policy work.
• Develop opportunities for joint working with researchers / research organisations and manage that partnership work, including co-ordinating the CJA research symposium.

Other (10% time)

• Work with the Communications and Engagement Manager to respond to media and other communication opportunities to promote the CJA’s work and to contribute to national debate on criminal justice issues.
• Work with the CJA team to recommend and secure relevant speakers and presenters for CJA meetings and events. 
• Support the Communications and Engagement Manager to develop content for the website and other internal and external communications, such as blogs and articles.
• Contribute to the general administration and delivery of CJA programmes, events and overall objectives.
• Work with the Director to support the development of potential fundraising bids and reporting progress to funders.
• Conduct the duties of the job description in accordance with the operational policies of the CJA, including the Diversity and Adult Safeguarding Policies.
• Maintain good working relations with trustees, staff and other stakeholders.
• Maintain up to date and accurate records of contacts, engagement and stakeholder areas of expertise.
• Line manage any policy interns and / or other policy staff as required.
• Undertake any other reasonable duties as may be required.

A keen understanding of Diversity, Equity & Inclusion (DEI) in the workplace and employee wellbeing is an advantage.

This role is essential to ensure we continue to be an effective, inclusive and people-led organisation. Your role will be vital in making sure Breaking Barriers is and continues to be a great place to work for its staff.

About the role

This role provides tactical and targeted support to our District teams as we seek to enable our volunteers to deliver training to both cadets and volunteers in line with the Sea Cadets Learning Strategy.  This post is responsible for supporting the delivery of the district training, including Royal Marine Cadet (RMC) training activity at Troop level. The work location can be flexible (home or office-based) requiring regular evening and weekend working supporting our volunteers by attending virtual meetings and delivering online training.

Responsibilities

• To provide functional support to our area Training Managers and District and RMC Troop Teams, ensure the district training plans are delivered, amended as necessary throughout the year, to the training plan and in line with identified training needed to best support the delivery of the Sea Cadet Experience.
• To support specific District Teams including the District Training Officer (DTO), District Recreational Officer/ Deputy District Officer (DRO/DDO), District Staff Officers (DSO), and RMC Troop Commanders (Trp Cdr) identified as requiring support under our change management process.
• To work closely with all District Officers to increase the number of certificated, current and competent instructors, and develop the capability and capacity of District Instructors to deliver training to cadets and volunteers across all Districts.
• To support the ATOs/DTOs/RMC Troops in all training matters (including uniformed and unit management teams) with a specific focus on Districts/Troops that need support.
• Support our Programmes and Virtual Training Manager with the co-ordination the of delivery of appropriate MSSC and other approved training packages (including BTEC, Duke of Edinburgh’s Award) appropriate to the age and experience of cadets across the organisation.
• Work under the leadership of our Assistant Director Sea Cadet Learning monitor performance against set targets set by the National Support Centre to ensure equitable access for cadets and adults to the Sea Cadet Experience.

Key Responsibilities

1.Regular Reporting

• Forecast and create monthly cash flow as requested. 
• Report on cash reserve levels with reference to the reserves policy.
• Produce timely and accurate management and financial accounts information, as requested by the Director or Trustees each month, with full explanation on significant areas and variances from budgets, using accrual accounting methods.
• Prepare and send quarterly & yearly reports to the financial team of the International Board.
• Produce other reports and recommendations as appropriate or requested. 

2.Budgets

• Help to generate annual budgets. 
• Work with staff and Treasurer to identify risks & opportunities to help deliver within the budgets. 
• Facilitate financial support and guidance to budget holders.

3.Audit and Year End

• Prepare the information for statutory annual accounts for the auditors.
• Liaise with external auditors or equivalent, as needed.
• Submit annual returns to the Charity Commission on time. 

4.Controls, Procedures, Systems

• Ensure accounting process remains compliant with the appropriate Charities SORP (Statement of Recommended Practice).
• Manage the annual report process to ensure a quality annual report is produced with an accurate and dynamic reflection on the year that the report refers to.
• Provide support in reviewing, monitoring and developing an appropriate and effective financial framework (policies, regulations, procedures and controls) that are in line with MEM’s strategy and values.
• Ensure financial processes and policies are up to date, communicated to and understood by the staff team and the Trustees. Ensure they are also in line with any regulatory requirements.
• Ensure appropriate risk management techniques and financial controls are embedded throughout the charity at strategic and operational levels. 

5.Donor Support

• Deal with any donor queries that come by email.
• Maintain up-to-date records of donors, field staff and other contacts in the MEM’s database. 
• Support the team with gift acknowledgements.
• Set up standing orders and keep records. 
• Process and record completed Gift Aid declarations, and regularly submit Gift Aid reclaims to HMRC.

6.Financial Administration

• Input all financial data (income and expenditure) into organisation’s CRM, accounting and other relevant software.
• Prepare and follow up suppliers’ invoices for payment. 
• Make payments for all authorised invoices.
• Process expense claims and make payments. 
• Manage the banking of income (cheques and cash). 
• Schedule transfer of funds to the field on a regular basis, making sure the transfer statements have the right codes. 
• Act as one of the signatories for the bank accounts making amendments, payments and being a first point of communication with bank as required. 
• Liaise directly with the outsourced payroll provider. Prepare, submit and issue P11Ds and ensure appropriate payment. 
• Manage pension details and ensure contributions for all staff are made on time.

7.Other Duties

• Provide support during the recruitment process.
• Collate staff timesheets, keep track of holiday and staff sickness in line with MEM policies.
• Prepare and check monthly payroll details before sending to the payroll provider, including sickness reporting etc.
• Manage incoming post and liaise with Mailbox administration (mail will be forwarded to your address).
• Be the primary contact with the Charity Commission.
• Determine the insurance needs and negotiate suitable policies on a timely basis.
• Contribute to the general operation and activities of MEM’s UK team, attending meetings as required, sharing knowledge and expertise.

The Head of Media is responsible for the Spokesperson Network and helping people in NEON’s networks make the most of media opportunities. They lead on strategy, developing high-level media contacts and managing staff associated with the programme. 

You will be someone who knows how to land stories and spokespeople in the media, capitalising on media and movement moments to push the conversation in a progressive direction. You’ll have a track record of jumping on opportunities, training spokespeople to deal with hostile interviews and staying calm under pressure. You will be a reflective manager, able to establish a strategically aligned, motivated and committed team. You will have a strong  understanding of the media landscape - including how it interacts with social media. 

On a day to day basis you will manage a team which books spokespeople into broadcast media every day of the week. You’ll pitch and draft comment pieces, build new contacts across progressive spaces and have high level meetings with producers and journalists. 

This project is part of a wider Communications Hub in which you’ll play an active role helping to develop the overall strategy and direction of the project.

We are currently looking for a Boat Station Manager to join our team.

About the role

The manager is instrumental in facilitating and delivering life changing, positive on the water experiences for young people. As an expert practitioner, they will provide leadership, development and mentoring to their team of instructors. The post will require strong organisational skills.

The Manager is an employee of the Marine Society & Sea Cadets based at our Crosby Boat Station. The post holder is required to hold and maintain the following qualifications as a condition of employment: RYA Senior Dinghy Instructor and RYA Powerboat Instructor.

The primary purpose of the role is to manage a water-sports training facility in the Liverpool area for all Sea Cadet Units and other affiliates to the Boat Station.

Responsibilities

• Manage the day to day running of the Boat Station.
• Ensure that all visiting groups and their staff are fully briefed on the Boat Station’s policies and procedures and that there is adequate supervision of Cadets and young people at the facility, so as to discharge their duty of care for them.
• Oversee the Chief Instructor and all other sessional Instructors using the Boat Station.
• Manage the Boat Station’s accounts in liaison with the Regional Finance Manager including day to day fees.
• Ensure that best practise in accordance with the NGB guidelines and requirements following our Inshore Boating Operating Standard.

Requirements

• RYA Senior Dinghy Instructor
• RYA Powerboat Instructor
• Leading outdoor activities with a wide range of groups, individuals and abilities
• Developing and implementing training programmes and strategies
• Budget/financial management
• Experience and knowledge of boat routine maintenance and repair
• Experience delivering afloat instruction/training

Desirable

• Experience/knowledge of uniformed and/or youth organisations
• RYA Advanced Dinghy Instructor
