The Head of Clinical Governance will lead and enhance the organisation’s commitment to delivering high-quality, safe care for children. Clinical Governance
- Develop and maintain an effective clinical governance framework that supports safe and high-quality care.

Patient Safety

Brief role description:

You will have an entrepreneurial approach to your work to identify and attract new partnerships whilst being responsible for the relationship management of our established corporate partners, focusing on stewardship, renewals and smart uplifts.
Some of your responsibilities include:
- Driving the development of tailored, high-impact proposals and pitches to engage relevant companies and secure strategic, multifaceted partnerships that align with the charity’s mission.
- Work with the wider directorate including fundraising, marketing, communications and events, to identify new, innovative projects to help us achieve our income generation objectives.
- Develop and execute a business development strategy to drive revenue and market presence.

About you

About the role

Key Responsibilities
- External Financial Reporting - Responsible for delivering accurate, compliant, and timely statutory and tax reporting across the organisation, including leading the group audit process and contributing as a member of the Audit & Risk Committee. Essential Criteria
The successful candidate will be a fully qualified accountant, have experience in a large charity settings or a global businesses and be confident in managing a finance function. This includes overall responsibility for operational finance, management accounts, budgeting, statutory reporting and treasury. Demonstrated expertise in ERP platform, preferably NetSuite, and supporting operations across a global organisation will also be key.

About the role
Community Services at The Passage are delivered from our Resource Centre in Victoria, which provides a single, accessible entry point for people experiencing or at risk of homelessness. The Resource Centre acts as a central hub, enabling people to be assessed once and supported to access the most appropriate accommodation, services or onward referrals based on their individual needs.
People are supported by skilled client facing staff who work with them to understand their circumstances and identify the right pathway of support. Alongside assessment and casework, the Resource Centre provides immediate welfare services to help meet urgent needs and stabilise people at times of crisis.
Following assessment, Community Services deliver a range of specialist and preventative interventions, including rapid rehousing for those at imminent risk of homelessness, advice and advocacy, employment and skills support, housing-related casework delivered in partnership with the local authority, and assertive engagement for people less able to access services independently. The overall aim is to prevent homelessness wherever possible and to support people to move quickly into safe, stable accommodation.
Key responsibilities
Strategic Leadership and Service Development
- Lead delivery of The Passage’s 3-year strategy as it relates to Community Services, ensuring services are preventative, trauma-informed, and outcomes-focused.
- Develop, implement and monitor an annual Community Services business plan, reporting to the Quality & Services Committee and Board as required.
- Provide strategic leadership for No Night Out, ensuring it continues to deliver rapid, effective interventions aligned to Westminster’s homelessness strategy and wider system reform.
- The post holder will be responsible for embedding equality, diversity and inclusion across Community Services, ensuring services are accessible, inclusive and responsive to the diverse needs of people we support, and that inclusive practice is reflected in service delivery, staff development and partnership working.
- Identify, develop and lead new service opportunities, including bid development and commissioner engagement for Community Services.
- Lead planning and operational delivery for Severe Weather Emergency Protocol (SWEP) and other system-wide responses.

- Represent The Passage in multi-agency forums, contributing to system-wide solutions and best practice.

- Senior leadership experience within homelessness, housing-related support, social care, or a closely aligned sector, with responsibility for multiple frontline services and managers.

- Lead, coach and manage the People Services team to provide proactive support to the organisation, with a clear focus on the team’s development.
- Design and lead implementation of frameworks to support those with responsibility for managing staff to demonstrate a consistent and high standard of line management and development across the organisation.
- To oversee a comprehensive training programme , including by developing a strategic training needs assessment to support the organisational values and aims.
- Provide expert advice and guidance to managers and SLT on disciplinary and staff performance issues.
Volunteering and Resourcing
- Establish annual capacity and skills plans (headcount, volunteer hours, peak demand cover, succession planning).
- Review and implement a volunteering journey to support our volunteers.
Quality Framework
- Continue to develop and implement specific projects as part of The Passage’s internal quality framework ‘Excellence For All’.
- Lead a review to ensure there are clear and transparent salary ranges, job descriptions, aligned terms and conditions across the organisation.
- Ensure that People Services policies are up to date to reflect current legal and HR compliance and best practice.
Analytics and Systems
- Develop digital systems that add value to HR management with the organisation.
- Develop systems that give managers and staff ownership over their HR journey.
- Make use of workforce data and analytics to inform SMG of the development of improvements and interventions that can lead to enhanced HR and business outcomes.
Training
- Develop a learning and development strategy/plan for all staff to receive Continuous Professional Development.
- Develop a learning and training strategy for volunteers so that they are supported to fulfil their volunteering roles.
Reporting/Governance
- Responsible for the Peoples Services annual budget.
- Attend Senior Management Group (SMG) monthly meetings.
- Report to the People, Performance and Culture (PPC) Committee meeting.
General Responsibilities
- In conjunction with your Line Manager to continuously develop the role to ensure that all tasks are being undertaken in an effective and appropriate manner which meets the strategic aims and objectives of The Passage.
- To ensure that all The Passage policies and procedures are being adhered to, particularly those relating to Health and Safety, Code of Practice and Confidentiality.
- To contribute to the effective implementation of The Passage’s Diversity and Equality Policy as it affects both The Passage and its work with vulnerable adults.
- To at all times undertake your role in a professional manner maintaining a high quality standard of work, and to always work in accordance with the aims, values and ethos of The Passage.
