Carers Manchester is a partnership of Statutory and Voluntary Sector organisations who work together the plan, enhance and deliver advice and support services for unwaged carers in the city. Job description
We are looking for an experienced Chief Financial Officer (CFO) to join our team of 28 staff, ideally before the end of 2025.
This is a hybrid role of 3 to 4 days a week with a minimum of 2 days a week based at the office in Talgarth, LD3 0BW.
We offer flexibility around working hours, with the expectation of trustee meeting attendance 3 times a year, and weekly management and team meetings on-site over 2 days. We offer 24 days holiday (pro rata), plus 8 statutory public holidays (not pro rata). The starting salary is £60,000 (pro rata) plus a 6% employer pension contribution on a salary sacrifice scheme.
The CFO works alongside the Chief Executive and Chief Operating Officer to manage the finances and governance of The Wye and Usk Foundation (WUF), a conservation charity with an annual income between £1.5m and £2m.
Given the retirement of the current postholder at the end of 2025, we are seeking a well-qualified and experienced individual to take on this senior leadership role as soon as possible to enable handover to occur.
The role is very varied and wide-ranging, including presenting financial information and management accounts to the trustees and senior management on a monthly basis, maintaining annual budgeting, appraising internal project budgets and contracts, preparing annual statutory accounts in line with the Charity SORP and liaising with external auditors, and managing the VAT requirements for the organisation on a partial VAT basis.
The postholder will lead a team of three in the finance department and join a very knowledgeable and welcoming team of 28 highly engaged and passionate staff at WUF.
Main duties and responsibilities:
Working alongside the CEO, the CFO will provide commercial, financial and governance management and leadership for WUF. The CFO will not only be an exceptional accountant, with executive oversight of the finance function, but will be commercially astute and have the confidence to represent robustly the best interests of WUF. The CFO will also be an experienced manager of people.
Key Accountabilities:
- Act as a business partner to support and constructively challenge the CEO in the general management of WUF, reporting to the trustees.
- Lead all aspects of the finance function (including maintaining and developing the financial control environment; robust financial accounting; cashflow management; incisive management information; clear and concise reporting to the trustees) to ensure that the Charity and the Companies’ assets are secured, risks are managed, and the Board of Trustees can make well-informed decisions.
- Manage relationships with auditors, funders, banks, investment platforms (with assistance from the trustees), and other external organisations.
- Provide support to project bids and the development of other commercial opportunities to ensure that bids/opportunities are optimised for WUF.
- Provide input to project and programme delivery from time to time, to ensure that performance is maximised for WUF.
- Attend trustee meetings and Finance and General Purposes Committee meetings to guide the Board of Trustees and the Senior Management Team on financial, commercial and governance issues.
- Ensure compliance with the requirements of the Charity Commission and Companies House and, from time to time, provide guidance to members of WUF on good governance practice.

- Lead, manage and develop the finance team and ensure the team understands their respective and collective contribution to achieving the Charity's objectives.
- Support the team in their professional development.
- Ensure the team delivers a high-quality service focused on internal and external customers and funders.

Job description
Job Purpose
- The home and settle service works collaboratively with hospitals to support people when they are discharged from hospital to return home. You will provide temporary practical and emotional support to service users within their home and make sure they understand the care and treatment choices available to them. The service is time limited, usually up to 6 weeks, to adjust and settle back in their homes.
Key Tasks
- Assess the needs of service users in hospital before discharge, and in their homes, and understand what barriers and enablers there might be to moving home.
- Aid the discharge process and improve patient experience through tasks such as key cutting and co-ordinating with colleagues for the setup of the home environment.
- Provide (and/or arrange) the practical and emotional support needed to enable service users to move home and/or remain safely at home.
- Be vigilant and make referrals/signpost for additional needs that our wider team, or partners can support. E.g. for benefit checks, energy advice, carers support, befriending.
- Help maximise service user independence by adopting an enabling approach.
- Develop a listening and caring relationship with the service user and their families/carers.
- Provide domestic practical support within the home e.g. light cleaning, washing, ironing (service user clothing only) etc.
- Prepare and service drinks and simple meals with or for the service user customer ensuring nutritional needs are met in accordance with individual support plan.
- Accompany service user outside the home e.g. hospital/GP appointments etc.
- Support customers with other tasks e.g. making telephone calls on their behalf, reading and responding to correspondence, completing simple forms (training will be provided) as directed by the customer etc.
- Ensure services provided by AUKEL in the community are safe and person centred.
- Report safeguarding concerns, in accordance with AUKEL safeguarding procedures.

Administration
- Input all records, reviews, and visiting information to service user’s case notes in a timely manner to maintain up-to-date and accurate records on AUKEL’s case management system (currently Charity Log/Call-round App).
- Report all “no access” failed visits, or changes in service users’ condition or circumstances in accordance with AUKEL’s policies and procedures.
- Ensure service user comment sheets are completed.
- Support the return of Customer Comment sheets and general feedback in respect of your own service users.
Quality
- Ensure services provided in the community are delivered in line with the Care Quality Commission (CQC) principles.
- Deliver all work in line with AUKEL quality mark standards.
- Commit to undertaking the Care Certificate, if not already held or in possession of NVQ level 2.
- Complete essential training as required by AUKEL to provide safe services.
Liaison
- Work in collaboration with other agencies providing support within the customer's home.

The welfare rights adviser will report to the welfare rights supervisor.
The welfare rights adviser will be supporting people affected by long term health issues with financial challenges, supporting with benefit and housing advice, and referring on for further support where appropriate.

Principal accountabilities / responsibilities: -
Welfare rights advice and casework
· To provide welfare rights advice and casework for people affected by long-term health conditions, including inpatients, outpatients, and carers.
· To work at least two days per week on site, mainly based at the Royal Free Hospital or the Royal Free Charity office
· To provide advice and support primarily on welfare benefits and housing matters (that do not require a solicitor).
· To check whether clients are in receipt of all the benefits they are entitled to and help them claim relevant benefits.
· To help clients understand benefit decisions and challenge them (where appropriate) by way of mandatory reconsiderations and appeals.
· To help clients ensure they keep to their responsibilities in respect of their benefit claims, for example by notifying any relevant changes of circumstances.
· To refer or signpost clients to other agencies or departments as appropriate, e.g., housing solicitors; community care cases involving social services and NHS duties, FCA-regulated debt and immigration services.
· To signpost or refer to other services that might be valuable to a client such as condition specific charities, mental health support, or offerings in the local community that would improve their health and wellbeing.
· As part of this role, there may be some advice given to NHS staff.

Job Purpose:
